In this study, effect of different mutual information estimation methods on feature selection is examined, minimum-redundancy-maximum-relevance and mutual information filter feature selection methods are tried to be improved by using more advanced mutual information estimation methods than binning like k-nearest-neighbour (KNN) based and kernel density estimation (KDE) based methods. Besides, performances of these mutual information estimation methods on artificial and real data are measured and this performance is tried to be improved by subset selection and combination. It is concluded that subset selection and combination does not improve performance, KNN based estimation method improves performance when used in mutual information filter but mRMR does not benefit from this.Yüksek LisansM.Sc

Assessment on Factors Affecting the Performance of Public Funded Energy Construction Projects in Rwanda

The main purpose of this study was to assess the factors that affect the performance of public funded energy construction projects in Rwanda using a survey of the seven (7) micro hydropower project (7 MHP). The objectives of the study included; to examine the effect of project size on performance of the 7 MHPs, to assess the effect of project procurement methods on the performance of the7 MHPs, to establish the contribution of project budgetary allocation on the performance of the 7 MHPs, to assess the effect of project management skills/competences of managers on the performance of the 7 MHPs Using a descriptive case study design and purposive sampling technique, 53 respondents were selected. A Likert scale questionnaire was used for data collection and the data analyzed by way of SPSS version 20 into tables. Results indicated that Project size and project procurement methods were positively correlated with project performance of the 7MHPs. A normal regression analysis performed to assess the predictive power of project management skills of managers, Project budget, Project complexity, Procurement methods found that these variables account for 48.4% (R squared 0.484) variance in the performance of the 7 MHPs. Thus, these variables were found to be statistically significant in predicting performance. The study recommends further analysis on the effect of project budget allocation and project on performance since results show that these variables are negatively correlated with performance of the 7 MHPs

On Finding a Defect-free Component in Nanoscale Crossbar Circuits

AbstractWe propose a technique for the analysis of manufacturing yield of nano-crossbar architectures for different values of defect percentage and crossbar-size. We provide an estimate of the minimum-size crossbar to be fabricated wherein a defect-free crossbar of a given size can always be found with a guaranteed yield. Our technique is based on logical merging of two defective rows (or two columns) that emulate a defect-free row (or column). Experimental results show that the proposed method provides higher defect-tolerance compared to that of previous techniques

Police Code of Silence in Times of Change

This book explores the contours of the code of silence and provides policy recommendations geared toward creating an environment less conducive for police misconduct. It responds to the recent calls for police reform, in the wake of the perceived illegitimacy of police actions and the protection that the code of silence seems to provide to the police officers who violate the official rules. Using a case study of a medium-sized U.S. police agency, this book employs the lens of police integrity theory to provide empirically grounded explanations of the code of silence. It examines the potential effects of organizational factors and the attitudes of individual police officers on their willingness to adhere to the code of silence in cases of police corruption, the use of excessive force, interpersonal deviance, and organizational deviance. The book focuses on the following factors that could influence the police code of silence in the times of change: The impact of organizational rule dissemination, discipline, and disciplinary fairness on the scope of the code of silence The role organizational justice plays in shaping police officer willingness to report misconduct The effect that police officers’ self-legitimacy has on their decisions to adhere to the code The influence of peer culture on individual police officer amenability to maintain the code The relationship between officers’ views of themselves, the organization, and the community on their willingness to report misconduc
