    Flooding is a natural disaster that can damage large areas in the vicinity of rivers, and in the case of flash floods, also in the vicinity of smaller streams. The Global Risks Report 2017 lists extreme weather events, of which flooding is the main risk in most countries, as the risk with the second highest potential impact and the highest likelihood of occurrence. It furthermore seems likely that climate change will aggravate flood impacts in many regions. This report presents an assessment of the capacity for flood monitoring and early flood warning in 17 of the 22 countries which belong to the Eastern and Southern neighbourhood policy of the European Union and the enlargement candidate countries. Many of these receive external funding to improve their systems, but this is often on an ad hoc basis and through individual projects.JRC.E.1-Disaster Risk Managemen

    Application of polish experience in the implementation of the flood directive in Georgia – hydrological calculations

    This paper present an example of the implementation of hydrological calculation methods for delineation of flood risk zones in the conditions prevailing in Georgia. The results, described in the present paper, were obtained in the project “Study of hydraulic modelling against floods – 2nd stage – support to the competence and readiness of Georgian institutions” which was organized and implemented by Polish Center for International Aid (PCPM), and co-funded by the Ministry of Foreign Affairs of the Republic of Poland. The results related to the catchments of the Lopota, the Intsoba, the Chelti, the Avaniskhevi, the Shromiskhevi in Kakheti and the Aragvi. All the catchments named above are hydrologically ungauged, therefore, a rainfall-runoff hydrological model was required for generating hypothetical hydrographs. Based on the peak daily total rainfall for the multi-annual period 1966–2014, quantiles of rainfall with a specified exceedance probability were calculated. A rainfall hyetogram was found using the beta distribution function. Effective rainfall was calculated by the SCS-CN method. Details of the land profile, cover and soil conditions were obtained from the numerical land model as well as maps, generated as part of the project named above. The effective rainfall was transformed into runoff using a simple SCSUH model, based on the synthetic unit hydrograph. Studies indicated that total daily uniform rainfalls were random and could be described using the Fisher-Tippett distribution type III min. The results obtained by modeling were boundary conditions in the hydraulic model of transformation of the flood wave in rivers

    This volume contains the main results of the EC FP7 "The Ocean of Tomorrow" Project CoCoNet, divided in two sections: 1) a set of guidelines to design networks of Marine Protected Areas in the Mediterranean and the Black Seas; 2) a smart wind chart that will allow evaluating the possibility of installing Offshore Wind Farms in both seas. The concept of Cells of Ecosystem Functioning, based on connectivity, is introduced to define natural units of management and conservation. The definition of Good Environmental Status, as defined in the Marine Strategy Framework Directive, is fully embraced to set the objectives of the project, by adopting a holistic approach that integrates a full set of disciplines, ranging from physics to bio-ecology, economics, engineering and many sub-disciplines. The CoCoNet Consortium involved scientist sfrom 22 states, based in Africa, Asia, and Europe, contributing to build a coherent scientific community

    The Supplement to vol. 6, 2016 of SCIRES-IT contains the result of CoCoNet (Towards COast to COast NETworks of marine protected areas, coupled with sea-based wind energy potential), a project of the EU Oceans of Tomorrow programme (http://www.coconet-fp7.eu). The European Union requires Open Access to the results of the projects resulting from its support to scientific advancement. This is in full accordance with the policy of SCIRES-IT, an eco-sustainable open–access journal, which joins the main principles of the Berlin Declaration on Open Access with the aims of the International Convention on Biological Diversity. CoCoNet tackled two problems that are closely linked with each other: the protection of the marine environment and clean energy production.
