Learning objectives for the Navy Practical Comptrollership Course: a validation.
The Navy Practical Comptroilership Course (PCC) plays a significant role in training
today's Navy financial managers. This thesis examines the specific learning objectives
contained in the Navy PCC syllabus to determine whether these objectives meet the needs
of Navy financial managers. Using the responses from a survey which was distributed to
Navy financial mangers, this thesis seeks to validate the specific learning objectives. It is
concluded that the specific learning objectives are, for the most part, valid. Some proposed
changes / revisions to the learning objectives are provided as an input for the course
instructor Additionally, this thesis conducts a brief analysis by previous Navy PCC
attendees concerning the allotment of class time to instructor lectures, guest speakers, case

Would You Choose to be Happy? Tradeoffs Between Happiness and the Other Dimensions of Life in a Large Population Survey
A large literature documents the correlates and causes of subjective well-being, or happiness. But few studies have investigated whether people choose happiness. Is happiness all that people want from life, or are they willing to sacrifice it for other attributes, such as income and health? Tackling this question has largely been the preserve of philosophers. In this article, we find out just how much happiness matters to ordinary citizens. Our sample consists of nearly 13,000 members of the UK and US general populations. We ask them to choose between, and make judgments over, lives that are high (or low) in different types of happiness and low (or high) in income, physical health, family, career success, or education. We find that people by and large choose the life that is highest in happiness but health is by far the most important other concern, with considerable numbers of people choosing to be healthy rather than happy. We discuss some possible reasons for this preference
Null infinity waveforms from extreme-mass-ratio inspirals in Kerr spacetime
We describe the hyperboloidal compactification for Teukolsky equations in
Kerr spacetime. We include null infinity on the numerical grid by attaching a
hyperboloidal layer to a compact domain surrounding the rotating black hole and
the orbit of an inspiralling point particle. This technique allows us to study,
for the first time, gravitational waveforms from large- and extreme-mass-ratio
inspirals in Kerr spacetime extracted at null infinity. Tests and comparisons
of our results with previous calculations establish the accuracy and efficiency
of the hyperboloidal layer method.Comment: 14 pages, 7 figure
Reconstruction Mechanism of FCC Transition-Metal (001) Surfaces
The reconstruction mechanism of (001) fcc transition metal surfaces is
investigated using a full-potential all-electron electronic structure method
within density-functional theory. Total-energy supercell calculations confirm
the experimental finding that a close-packed quasi-hexagonal overlayer
reconstruction is possible for the late 5-metals Ir, Pt, and Au, while it is
disfavoured in the isovalent 4 metals (Rh, Pd, Ag). The reconstructive
behaviour is driven by the tensile surface stress of the unreconstructed
surfaces; the stress is significantly larger in the 5 metals than in 4
ones, and only in the former case it overcomes the substrate resistance to the
required geometric rearrangement. It is shown that the surface stress for these
systems is due to charge depletion from the surface layer, and that the
cause of the 4th-to-5th row stress difference is the importance of relativistic

Regulation of WNT Signaling by VSX2 During Optic Vesicle Patterning in Human Induced Pluripotent Stem Cells
Few gene targets of Visual System Homeobox 2 (VSX2) have been identified despite its broad and critical role in the maintenance of neural retina (NR) fate during early retinogenesis. We performed VSX2 ChIP-seq and ChIP-PCR assays on early stage optic vesicle-like structures (OVs) derived from human iPS cells (hiPSCs), which highlighted WNT pathway genes as direct regulatory targets of VSX2. Examination of early NR patterning in hiPSC-OVs from a patient with a functional null mutation in VSX2 revealed mis-expression and upregulation of WNT pathway components and retinal pigmented epithelium (RPE) markers in comparison to control hiPSCOVs. Furthermore, pharmacological inhibition of WNT signaling rescued the early mutant phenotype, whereas augmentation of WNT signaling in control hiPSC-OVs phenocopied the mutant. These findings reveal an important role for VSX2 as a regulator of WNT signaling and suggest that VSX2 may act to maintain NR identity at the expense of RPE in part by direct repression of WNT pathway constituents
Planarian Cholinesterase: Molecular And Functional Characterization Of An Evolutionarily Ancient Enzyme To Study Organophosphorus Pesticide Toxicity
The asexual freshwater planarian Dugesia japonica has emerged as a medium-throughput alternative animal model for neurotoxicology. We have previously shown that D. japonica are sensitive to organophosphorus pesticides (OPs) and characterized the in vitro inhibition profile of planarian cholinesterase (DjChE) activity using irreversible and reversible inhibitors. We found that DjChE has intermediate features of acetylcholinesterase (AChE) and butyrylcholinesterase (BChE). Here, we identify two candidate genes (Djche1 and Djche2) responsible for DjChE activity. Sequence alignment and structural homology modeling with representative vertebrate AChE and BChE sequences confirmed our structural predictions, and show that both DjChE enzymes have intermediate sized catalytic gorges and disrupted peripheral binding sites. Djche1 and Djche2 were both expressed in the planarian nervous system, as anticipated from previous activity staining, but with distinct expression profiles. To dissect how DjChE inhibition affects planarian behavior, we acutely inhibited DjChE activity by exposing animals to either an OP (diazinon) or carbamate (physostigmine) at 1 µM for 4 days. Both inhibitors delayed the reaction of planarians to heat stress. Simultaneous knockdown of both Djche genes by RNAi similarly resulted in a delayed heat stress response. Furthermore, chemical inhibition of DjChE activity increased the worms’ ability to adhere to a substrate. However, increased substrate adhesion was not observed in Djche1/Djche2 (RNAi) animals or in inhibitor-treated day 11 regenerates, suggesting this phenotype may be modulated by other mechanisms besides ChE inhibition. Together, our study characterizes DjChE expression and function, providing the basis for future studies in this system to dissect alternative mechanisms of OP toxicity
On Krein-like theorems for noncanonical Hamiltonian systems with continuous spectra: application to Vlasov-Poisson
The notions of spectral stability and the spectrum for the Vlasov-Poisson
system linearized about homogeneous equilibria, f_0(v), are reviewed.
Structural stability is reviewed and applied to perturbations of the linearized
Vlasov operator through perturbations of f_0. We prove that for each f_0 there
is an arbitrarily small delta f_0' in W^{1,1}(R) such that f_0+delta f_0f_0$ is perturbed by an area preserving rearrangement, f_0 will
always be stable if the continuous spectrum is only of positive signature,
where the signature of the continuous spectrum is defined as in previous work.
If there is a signature change, then there is a rearrangement of f_0 that is
unstable and arbitrarily close to f_0 with f_0' in W^{1,1}. This result is
analogous to Krein's theorem for the continuous spectrum. We prove that if a
discrete mode embedded in the continuous spectrum is surrounded by the opposite
signature there is an infinitesimal perturbation in C^n norm that makes f_0
unstable. If f_0 is stable we prove that the signature of every discrete mode

Defining comprehensive models of care for NAFLD
Non-alcoholic fatty liver disease (NAFLD) is now the leading cause of chronic liver disease globally. Despite the increased demand placed on health-care systems, little attention has been given to the design and implementation of efficient and effective models of care for patients with NAFLD. In many health-care settings, no formal pathways exist and, where pathways are in place, they are often not standardized according to good practices. We systematically searched the peer-reviewed literature with the aim of identifying published examples of comprehensive models of care that answered four key questions: what services are provided? Where are they provided? Who is offering them? How are they coordinated and integrated within health-care systems? We identified seven models of care and synthesized the findings into eight recommendations nested within the ‘what, where, who and how’ of care models. These recommendations, aimed at policy-makers and practitioners designing and implementing models of care, can help to address the increasing need for the provision of good practice care for patients with NAFLD

In the United States, more than 20 billion barrels of salt water are produced each year during oilfield operations. A tremendous economic incentive exists to reduce water production if that can be accomplished without significantly sacrificing hydrocarbon production. This three-year research project had three objectives. The first objective was to identify chemical blocking agents that will (a) during placement, flow readily through fractures without penetrating significantly into porous rock and with screening out or developing excessive pressure gradients and (b) at a predictable and controllable time, become immobile and resistant breakdown upon exposure to moderate to high pressure gradients. The second objective was to identify schemes that optimize placement of the above blocking agents. The third objective was to explain why gels and other chemical blocking agents reduce permeability to one phase (e.g., water) more than that to another phase (e.g., oil or gas). The authors also wanted to identify conditions that maximize this phenomenon. This project consisted of three tasks, each of which addressed one of the above objectives. This report describes work performed during the third and final period of the project. During this three-year project, they: (1) Developed a procedure and software for sizing gelant treatments in hydraulically fractured production wells; (2) Developed a method (based on interwell tracer results) to determine the potential for applying gel treatments in naturally fractured reservoirs; (3) Characterized gel properties during extrusion through fractures; (4) Developed a method to predict gel placement in naturally fractured reservoirs; (5) Made progress in elucidating the mechanism for why some gels can reduce permeability to water more than that to oil; (6) Demonstrated the limitations of using water/oil ratio diagnostic plots to distinguish between channeling and coning; and (7) Proposed a philosophy for diagnosing and attacking water-production problems
