    A Critical Review of the US State Department's 2015 Progress Report on Haiti

    This review, published jointly by the Center for Economic and Policy Research and the Haiti Advocacy Working Group, looks at the US State Department's annual reports on US assistance to Haiti mandated under the 2014 Assessing Progress in Haiti Act. The review analyzes the various components of the reports and identifies significant omissions and deficiencies, including incomplete data, a failure to link projects and outcomes, and a failure to adequately identify mistakes and lessons learned.In addition, the review shares feedback from Haitian civil society groups and makes recommendations on how the US Agency for International Development and the State Department can improve future progress reports

    The construction and performance of citizenship in contemporary China

    Citizenship education has been an explicit part of the universal education system in contemporary China. Using data from an original nationwide survey conducted in 2018, this study tests the hypothesis that the longer the intensity of exposure to citizenship education, the more citizens are influenced by a state-led conception of citizenship characterized by passive obedience and loyalty to the state. The study finds mixed results in that citizenship education is effective at lower educational levels, but at higher levels it is not only less effective, but instead may foster (or at minimum, does not deter) more active conceptions of citizenship

    Citizens’ expectations for crisis management and the involvement of civil society organizations in China

    Chinese citizens are relatively happy with the state's management of national disasters and emergencies. However, they are increasingly concluding that the state alone cannot manage them. Leveraging the 2018 and 2020 Civic Participation in China Surveys, we find that more educated citizens conclude that the government has a leading role in crisis management, but there is ample room for civil society organisations (CSOs) to act in a complementary fashion. On a slightly diverging path, volunteers who have meaningfully interacted with CSOs are more skeptical than non-volunteers about CSOs’ organisational ability to fulfill this crisis management function. These findings imply that the political legitimacy of the Communist Party of China is not challenged by allowing CSOs a greater role in crisis management

    Project RISE: Recognizing Industrial Smoke Emissions

    Industrial smoke emissions pose a significant concern to human health. Prior works have shown that using Computer Vision (CV) techniques to identify smoke as visual evidence can influence the attitude of regulators and empower citizens to pursue environmental justice. However, existing datasets are not of sufficient quality nor quantity to train the robust CV models needed to support air quality advocacy. We introduce RISE, the first large-scale video dataset for Recognizing Industrial Smoke Emissions. We adopted a citizen science approach to collaborate with local community members to annotate whether a video clip has smoke emissions. Our dataset contains 12,567 clips from 19 distinct views from cameras that monitored three industrial facilities. These daytime clips span 30 days over two years, including all four seasons. We ran experiments using deep neural networks to establish a strong performance baseline and reveal smoke recognition challenges. Our survey study discussed community feedback, and our data analysis displayed opportunities for integrating citizen scientists and crowd workers into the application of Artificial Intelligence for social good.Comment: Technical repor

    What can parents do? Examining the role of parental support on the negative relationship between racial discrimination, depression, and drug use among African American youth

    African American youth who experience racial discrimination are at heightened risk to use drugs as a coping response to distress. Based on the buffer-stress hypothesis, we proposed that parental support would attenuate this effect. Participants were 1,521 African American youth between 4th and 12th grade. As hypothesized, a mediation pathway was observed between racial discrimination, depression symptoms, and drug use. This effect was observed for both genders, although the pathway was partially mediated for males. Additionally, as hypothesized, parental support buffered the negative effect of depression symptomatology on drug use as a consequence of discrimination. Our findings highlight the impact racial discrimination has on health outcomes for African American youth and the importance of managing youth's emotional responses to discrimination. Moreover, findings illuminate the protective role of supportive parenting within the risk model and should thus be considered as an important component within prevention programming for this population of youth

    Examining multiracial youth in context: ethnic identity development and mental health outcomes

    Although multiracial individuals are the fastest growing population in the United States, research on the identity development of multiracial adolescents remains scant. This study explores the relationship between ethnic identity, its components (affirmation, exploration), and mental health outcomes (anxiety, depression) within the contexts of schools for multiracial adolescents. Participants were multiracial and monoracial minority and majority high school students (n=4,766). Using Analysis of Variance and Multiple Indicators Multiple Causes (MIMIC) models, results indicated that multiracial youth experience more exploration and less affirmation than African Americans, but more than Caucasians. In addition, multiracial youth were found to have higher levels of mental health issues than their monoracial minority and majority peers. Specifically, multiracial youth had higher levels of depression than their African American and Caucasian counterparts. Multiracial and Caucasian youth had similar levels of anxiety but these levels were significantly higher than African Americans. Results also show that school diversity can mitigate mental health outcomes finding that multiracial youth in more diverse schools are at lower risk for mental health issues

    Comparing genomic and epigenomic features across species using the WashU Comparative Epigenome Browser

    Genome browsers have become an intuitive and critical tool to visualize and analyze genomic features and data. Conventional genome browsers display data/annotations on a single reference genome/assembly; there are also genomic alignment viewer/browsers that help users visualize alignment, mismatch, and rearrangement between syntenic regions. However, there is a growing need for a comparative epigenome browser that can display genomic and epigenomic data sets across different species and enable users to compare them between syntenic regions. Here, we present the WashU Comparative Epigenome Browser. It allows users to load functional genomic data sets/annotations mapped to different genomes and display them over syntenic regions simultaneously. The browser also displays genetic differences between the genomes from single-nucleotide variants (SNVs) to structural variants (SVs) to visualize the association between epigenomic differences and genetic differences. Instead of anchoring all data sets to the reference genome coordinates, it creates independent coordinates of different genome assemblies to faithfully present features and data mapped to different genomes. It uses a simple, intuitive genome-align track to illustrate the syntenic relationship between different species. It extends the widely used WashU Epigenome Browser infrastructure and can be expanded to support multiple species. This new browser function will greatly facilitate comparative genomic/epigenomic research, as well as support the recent growing needs to directly compare and benchmark the T2T CHM13 assembly and other human genome assemblies

    An atmospheric chemist in search of the tropopause

    Delineating the boundary between troposphere and stratosphere in a chemistry transport model requires a state variable for each air mass that maps out the ever shifting, overlapping three-dimensional (3-D) boundary at each time step. Using an artificial tracer, e90, with surface sources and 90 day decay time, the model e90 tropopause matches the 1-D temperature lapse rate definition of the tropopause as well as the seasonal variation of ozone at this boundary. This approach works from equator to pole, over all seasons, unlike methods based on potential vorticity or ozone. By focusing on the time scales that separate stratosphere from troposphere, we examine the cause of ozone seasonality at the midlatitude tropopause, the oldest air in the troposphere (winter descent in the subtropics), and a north-south bias in the age of air of the lowermost stratosphere as evaluated using a northern tracer. The tracer e90 is invaluable in 3-D modeling, readily separating stratosphere from troposphere and a giving quantitative measure of the effective distance from the tropopause
