    Advocacy coalitions, beliefs and climate change policy in the United States

    The Advocacy Coalition Framework (ACF) asserts that disagreement over policy core beliefs divides organizations into competing coalitions. We apply Discourse Network Analysis to 1,410 statements in the Wall Street Journal, New York Times and USA Today to investigate what kinds of beliefs contribute to coalition formation in the climate change policy debate in the news media in the United States. We find that the beliefs concerning the reality of anthropogenic climate change, the importance of ecology over economy and desirability of governmental regulation divide organizations into three advocacy coalitions: the economy, ecology and science coalitions. Policy preferences such as cap and trade do not; they find support across coalition lines. Based on these findings, we suggest that ACF theory could be clarified to better account for how beliefs concerning policy instruments contribute to coalition formation. In some policy domains, policy instruments are where opposing coalitions find agreement. In others, they are more divisive.Peer reviewe

    Climate change policy networks : Why and how to compare them across countries

    Why do some countries enact more ambitious climate change policies than others? Macro level economic and political structures, such as the economic weight of fossil fuel industries, play an important role in shaping these policies. So do the national science community and the national culture of science. But the process by which such macro-structural factors translate into political power and national climate change policies can be analyzed through focussing on meso level policy networks. The Comparing Climate Change Policy Networks (COMPON) research project has studied climate change policy networks in twenty countries since 2007. Along with some findings, this paper presents some methodological challenges faced and the solutions developed in the course of the project. After a presentation of the project, we first outline some practical challenges related to conducting cross-national network surveys and solutions to overcome them, and present the solutions adopted during the project. We then turn to challenges related to causal explanation of the national policy differences, and propose Qualitative Comparative Analysis as one solution for combining different levels of analysis (macro and meso) and different data types (quantitative, network and qualitative).Peer reviewe

    International organizations, advocacy coalitions, and domestication of global norms : Debates on climate change in Canada, the US, Brazil, and India

    National climate policies are shaped by international organizations (IOs) and global norms. Drawing from World Society Theory and the Advocacy Coalition Framework (ACF), we develop two related arguments: (1) one way in which IOs can influence national climate policy is through their engagement in mass-mediated national policy debates and (2) national organizations involved in the policy process may form advocacy coalitions to support or oppose the norms promoted by IOs. To examine the role of IOs in national policy debates and the coalitions that support and oppose them, we use discourse network analysis (DNA) on over 3500 statements in 11 newspapers in Canada, the United States (US), Brazil, and India. We find that in the high-income countries that are high per capita emitters (Canada and the US), IOs are less central in the policy debates and the discourse network is strongly clustered into competing advocacy coalitions. In the lower-income countries that are low per capita emitters (Brazil and India), IOs are more central and the discourse network is less clustered. Relating these findings to earlier research, we suggest that the differences we find between high and low per capita emitters may be to some extent generalizable to the relevant country groups beyond our four cases.Peer reviewe

    Design of the Prevention of Adult Caries Study (PACS): A randomized clinical trial assessing the effect of a chlorhexidine dental coating for the prevention of adult caries

    <p>Abstract</p> <p>Background</p> <p>Dental caries is one of the primary causes of tooth loss among adults. It is estimated to affect a majority of Americans aged 55 and older, with a disproportionately higher burden in disadvantaged populations. Although a number of treatments are currently in use for caries prevention in adults, evidence for their efficacy and effectiveness is limited.</p> <p>Methods/Design</p> <p>The Prevention of Adult Caries Study (PACS) is a multicenter, placebo-controlled, double-blind, randomized clinical trial of the efficacy of a chlorhexidine (10% w/v) dental coating in preventing adult caries. Participants (n = 983) were recruited from four different dental delivery systems serving four diverse communities, including one American Indian population, and were randomized to receive either chlorhexidine or a placebo treatment. The primary outcome is the net caries increment (including non-cavitated lesions) from baseline to 13 months of follow-up. A cost-effectiveness analysis also will be considered.</p> <p>Discussion</p> <p>This new dental treatment, if efficacious and approved for use by the Food and Drug Administration (FDA), would become a new in-office, anti-microbial agent for the prevention of adult caries in the United States.</p> <p>Trial Registration Number</p> <p>NCT00357877</p

    Quantum Tasks in Minkowski Space

    The fundamental properties of quantum information and its applications to computing and cryptography have been greatly illuminated by considering information-theoretic tasks that are provably possible or impossible within non-relativistic quantum mechanics. I describe here a general framework for defining tasks within (special) relativistic quantum theory and illustrate it with examples from relativistic quantum cryptography and relativistic distributed quantum computation. The framework gives a unified description of all tasks previously considered and also defines a large class of new questions about the properties of quantum information in relation to Minkowski causality. It offers a way of exploring interesting new fundamental tasks and applications, and also highlights the scope for a more systematic understanding of the fundamental information-theoretic properties of relativistic quantum theory

    Neural Systems for Reading Aloud: A Multiparametric Approach

    Reading aloud involves computing the sound of a word from its visual form. This may be accomplished 1) by direct associations between spellings and phonology and 2) by computation from orthography to meaning to phonology. These components have been studied in behavioral experiments examining lexical properties such as word frequency; length in letters or phonemes; spelling–sound consistency; semantic factors such as imageability, measures of orthographic, or phonological complexity; and others. Effects of these lexical properties on specific neural systems, however, are poorly understood, partially because high intercorrelations among lexical factors make it difficult to determine if they have independent effects. We addressed this problem by decorrelating several important lexical properties through careful stimulus selection. Functional magnetic resonance imaging data revealed distributed neural systems for mapping orthography directly to phonology, involving left supramarginal, posterior middle temporal, and fusiform gyri. Distinct from these were areas reflecting semantic processing, including left middle temporal gyrus/inferior-temporal sulcus, bilateral angular gyrus, and precuneus/posterior cingulate. Left inferior frontal regions generally showed increased activation with greater task load, suggesting a more general role in attention, working memory, and executive processes. These data offer the first clear evidence, in a single study, for the separate neural correlates of orthography–phonology mapping and semantic access during reading aloud
