    The Farm Crisis of the 1980s occurred during the Reagan Presidency. To date virtually nothing has been written concerning the approach taken by the Reagan administration to combat the crisis. To fill that gap, this study makes extensive use of the Ronald Reagan Presidedential Library to provide insight into the conflict between the administration and Congress over the method to ameliorate the economic crisis in agriculture. The study concludes that while the administration tried to extract the government from the agricultural ecomny, that goal was impossible to reach

    Anatomy of a merger : an examination of factors influencing REIT consolidation

    Thesis (S.M.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 1998.Includes bibliographical references (leaves 86-89).An investigation was made into the factors influencing the recent merger and acquisition activity in the Real Estate Investment Trust ("REIT") industry. Several financial factors influencing consolidation activity were reviewed in theory including the desire to lower the cost of capital to the REIT, to take advantage of economies of scale, and to increase the liquidity of the REIT stock. Strategic factors including vertical and horizontal integration, the desire to influence market rents, and increasing management talent were also noted. The risks of integrating two organizations and the legal and tax implications of REIT mergers were also investigated as to their influence on current merger activity. Observations of three office REIT mergers were made for purposes of comparison with the noted theoretical factors. Although financial factors were the underlying motivation of these mergers, strategic factors including horizontal integration played a visible role in each case. The theoretical and practical observations were then used to create a framework for identifying the presence of acquirers and targets in the office/industrial sector of the REIT industry. Finally, strategic factors were used in combination with identified acquirers and targets in order to attempt to predict logical merger combinations in the future.by L. Jay Timon and Daniel E.     Sage-grouse (Centrocercus urophasianus) Habitat in Central Montana

    Greater sage-grouse (Centrocercus urophasianus) habitat was studied in central Montana primarily on Wyoming big sagebrush (Artemisia tridentata Nutt. ssp. wyomingensis Beetle and Young) dominated rangeland. The primary objective was to compare shrub and herbaceous parameters within (use, random or non-use) and between seasonal habitats (nest, brood, winter). Two study sites (Musselshell and Golden Valley counties), and 2 years (2004 and 2005) were compared. Nest, brood, and random sites were compared for herbaceous cover, and grass height. Nest, brood, random, winter use and winter non-use sites were evaluated for shrub cover, density, and height. All differences were considered significant at P ≤ 0.05. Sage-grouse nested in areas with greater total shrub cover and height, and taller live and residual grass than was randomly available. No differences were found between brood and paired random sites for any of the herbaceous or shrub parameters measured. Shrub cover and density were greater at winter use sites than non-use sites. Winter use sites had less shrub cover than nest sites. The nest and brood habitat had similar shrub cover, density, and height on the study area. Sage-grouse habitats should be managed to include sagebrush, forbs, and grass. Herbaceous vegetation was more important during nesting and brood rearing than during the winter. Therefore, some portions of grouse habitat may benefit from management for greater herbaceous cover, but never at the sake of less sagebrush.     Evidence of Fragmenting Dust Particles from Near-Simultaneous Optical and Near-IR Photometry and Polarimetry of Comet 73P/Schwassmann-Wachmann 3

    We report imaging polarimetry of segments B and C of the Jupiter-family Comet 73P/Schwassmann-Wachmann 3 in the I and H bandpasses at solar phase angles of approximately 35 and 85deg. The level of polarization was typical for active comets, but larger than expected for a Jupiter-family comet. The polarimetric color was slightly red (dP/dL = +1.2 +/- 0.4) at a phase angle of ~ 35deg and either neutral or slightly blue at a phase angle of ~ 85deg. Observations during the closest approach from 2006 May 11-13 achieved a resolution of 35 km at the nucleus. Both segments clearly depart from a 1/rho surface brightness for the first 50 - 200 km from the nucleus. Simulations of radiation driven dust dynamics can reproduce some of the observed coma morphology, but only with a wide distribution of initial dust velocities (at least a factor of 10) for a given grain radius. Grain aggregate breakup and fragmentation are able to reproduce the observed profile perpendicular to the Sun-Comet axis, but fit the observations less well along this axis (into the tail). The required fragmentation is significant, with a reduction in the mean grain aggregate size by about a factor of 10. A combination of the two processes could possibly explain the surface brightness profile of the comet.Comment: 40 pages including 11 figure

    Cultivating Youth Affinity for College Within the Context of Campus-Based Summer Camps

    College and university-based (CUB) summer camps are a prominent pre-collegiate experience targeting middle and high school adolescents, which research suggests may enhance college aspirations and preparedness, develop academic knowledge and skills, and influence future career choices. This study examines factors that predict the relation between affinity for college, program engagement and support, college major selection, and social–emotional outcomes stemming from youth involvement in a CUB camp based on data collected from 641 middle and high school-aged youth who completed an online questionnaire on the last day of the CUB camp. The findings validated a 4-factor model comprised of college brand awareness, college relational expectations, college academic interest–science, and college academic interest–technology. Further, the structural equation model (SEM) results suggested a relation between affinity for college, program engagement and support, and social–emotional outcomes. In addition, a CUB camp student’s lack of a college major had a significant negative direct effect on some dimensions of affinity for college including college brand awareness, college relational expectations, and college academic interest–science. CUB camp providers can use the results of this study to better articulate how their programs might impact adolescent decision making related to college, as well as inform how CUB camp providers may intentionally create affinity spaces that maximize student awareness of college brands as well as their future expectations for the college experience

    Applied Tests of Design Skills — Part 1: Divergent Thinking

    A number of cognitive skills relevant to conceptual design were identified previously. They include divergent thinking (DT), visual thinking (VT), spatial reasoning (SR), qualitative reasoning (QR), and problem formulation (PF). A battery of standardized tests is being developed for these design skills. This paper focuses only on the divergent thinking test. This particular test has been given to over 500 engineering students and a smaller number of practicing engineers. It is designed to evaluate four direct measures (fluency, flexibility, originality, and quality) and four indirect measures (abstractability, afixability, detailability, and decomplexability). The eight questions on the test overlap in some measures and the responses can be used to evaluate several measures independently (e.g., fluency and originality can be evaluated separately from the same idea set). The data on the twenty-three measured variables were factor analyzed using both exploratory and confirmatory procedures. A four-factor solution with correlated (oblique) factors was deemed the best available solution after examining solutions with more factors. The indirect measures did not appear to correlate strongly either among themselves or with the other direct measures. The four-factor structure was then taken into a confirmatory factor analytic procedure that adjusted for the missing data. It was found to provide a reasonable fit. Estimated correlations among the four factors (F) ranged from a high of 0.32 for F1 and F2 to a low of 0.06 for F3 and F4. All factor loadings were statistically significant

    Dust in Comet C/2007 N3 (Lulin)

    We report optical imaging, optical and near-infrared polarimetry, and Spitzer mid-infrared spectroscopy of comet C/2007 N3 (Lulin). Polarimetric observations were obtained in R (0.676 micron) at phase angles from 0.44 degrees to 21 degrees with simultaneous observations in H (1.65 micron) at 4.0 degrees, exploring the negative branch in polarization. Comet C/2007 N3 (Lulin) shows typical negative polarization in the optical as well as a similar negative branch near-infrared wavelengths. The 10 micron silicate feature is only weakly in emission and according to our thermal models, is consistent with emission from a mixture of silicate and carbon material. We argue that large, low-porosity (akin to Ballistic Particle Cluster Aggregates) rather absorbing aggregate dust particles best explain both the polarimetric and the mid-infrared spectral energy distribution.Comment: 18 pages, 9 figures, 3 table

    Storage stability of an egg yolk cream formulation: texture and microbiological assessment

    BACKGROUND: Egg yolk cream is confectioned with egg yolk, sugar and water. Pasteurized liquid eggs may be used in order to increase product safety, although these samples may differ from the classic ones produced with raw eggs. The objective was to evaluate and compare the stability (physicochemical characteristics, such as texture assessment, pH and water activity, and microbiological assessment) of a classic formulation and an alternative one produced with pasteurized eggs, during storage at 6, 26, 30 and 37◦C. RESULTS: From a microbiological point of view (mesophile and psychrotrophic activity), no differences were observed in either formulations.At 6 and 26 ◦C, rheological behaviour of both formulations remained approximately constant. At 30 and 37 ◦C, differences were only detected after 20 days of storage. Texture was better retained in samples prepared with pasteurized eggs, while the classic samples showed an increase in complex viscosity. CONCLUSION: Cream storage did not require refrigeration. In terms of texture and microbial load, results obtained at 6 and 26 ◦C were identical. The formulations only differed in texture when stored at 30 and 37 ◦C and for long periods. These conclusions may allow reduction of costs related to refrigerated distribution/storage of either classic or alternative formulations

    The mathematics teacher exchange and 'mastery' in England: The evidence for the efficacy of component practices

    'Mastery’ is central to current policy in mathematics education in England, influenced by East Asian success in transnational assessments. We scrutinise the prospects for mastery pedagogies to improve pupil attainment in English primary schools. The Mathematics Teacher Exchange (MTE)—an element of the mastery innovation—involves teachers visiting Shanghai and then hosting Shanghai teachers in their schools. Informed by programme evaluation, core component practices are analysed, which were implemented by schools belonging to the first cohort of MTE schools. These consist of: varied and interactive teaching; meaningful and coherent mathematical activity; and full curriculum access for all. These elements are supported, optimally, by collaborative, embedded, and mathematically focused professional development. Details of the implemented pedagogy and forms of professional development are reported. Differences from prevailing practice in primary mathematics in England are highlighted. Evidence is reviewed from quasi-experimental trials, reviews and meta-analyses, and rigorous observational studies of the efficacy of practices similar to the MTE mastery pedagogy components in order to assess the prospects for increases in pupil attainment. The analysis suggests that many of the specific practices, if considered individually, have the potential to improve attainment, though overall policy ambitions may not be realised. Based on the review, component practices are identified for which existing evidence justifies immediate implementation by schools and teachers. In addition, practices that would benefit from further testing and evaluation are highlighted

    Rethinking Sudan Studies: A Post-2011 Manifesto

    Abstract This essay appraises “Sudan Studies” following the 2011 secession of South Sudan. It asks two questions. First, what has Sudan Studies been as a colonial and postcolonial field of academic inquiry and how should or must it change? Second, should we continue to write about a single arena of Sudan Studies now that Sudan has split apart? The authors advance a “manifesto” for Sudan Studies by urging scholars to map out more intellectual terrain by attending to non-elite actors and women; grass-roots and local history; the environment and the arts; oral sources; and interdisciplinary studies of culture, politics, and society. They propose that scholars can transcend the changing boundaries of the nation-state, and recognize connections forged through past and present migrations and contacts, by studying the Sudan as a zone rather than a fixed country. Finally, in their introduction to this bilingual special issue, they highlight the increasing relevance of French scholarship to the endeavor of rethinking Sudan Studies. Résumé Cet essai évalue la situation des « études soudanaises » après la sécession du Soudan du Sud. Il pose deux questions. La première : En quoi ont consisté les études soudanaises en tant que domaine colonial et postcolonial de recherche universitaire et dans quelle mesure doivent-elles changer, si tant est qu\u27elles doivent changer ? La seconde : Devrions-nous continuer à baser nos écrits sur un domaine unique d\u27études soudanaises maintenant que le Soudan est divisé ? Les auteurs proposent un « manifeste » pour les études soudanaises en exhortant les experts à cartographier un terrain intellectuel élargi en s\u27intéressant aux acteurs ne faisant pas partie des élites et des femmes ; à l\u27histoire de la base populaire et locale ; à l\u27environnement et à l\u27art ; aux sources orales ; et aux études interdisciplinaires portant sur la culture, la politique et la société.
