    On 1 September 1951, representatives of Australia , New Zealand , and the United States met in San Fran cisco to sign a treaty of alliance commonly known as the Anzus pact.1 The signing ceremony had been preceded by two years of sporadic negotiations during which the Australians had pressed hard for joint military planning and discu ssion of global strategy. The Americans, however, had been determined to limit formal security arrangements to the minimum necessary to win the consent of their negotiating partners to the relatively mild peace treaty the United States intended to sign with Japan.2 The American view prevailed, and Anzus thus came into being with a council charged with considering matters related to the implementation of the treaty but with no standing military organization and no integrated military force

    A first direct measurement of the intergalactic medium temperature around a quasar at z=6

    The thermal state of the intergalactic medium (IGM) provides an indirect probe of both the HI and HeII reionisation epochs. Current constraints on the IGM temperature from the Lya forest are restricted to the redshift range 2<z<4.5, limiting the ability to probe the thermal memory of HI reionisation toward higher redshift. In this work, we present the first direct measurement of the IGM temperature around a z=6 quasar by analysing the Doppler widths of Lya absorption lines in the proximity zone of SDSS J0818+1722. We use a high resolution (R= 40000) Keck/HIRES spectrum in combination with detailed numerical modelling to obtain the temperature at mean density, T_0=23600\pm^5000_6900K (\pm^9200_9300K) at 68 (95) per cent confidence assuming a prior probability 13500K<T_0<38500 K following HI and HeII reionisation. This enables us to place an upper limit on the redshift of HI reionisation, z_H, within 33 comoving Mpc of SDSS J0818+1722. If the quasar reionises the HeII in its vicinity, then in the limit of instantaneous reionisation we infer z_H<9.0 (11.0) at 68 (95) per cent confidence assuming photoheating is the dominant heat source and that HI reionisation is driven by ionising sources with soft spectra, typical of population II stars. If the HI and HeII in the IGM around SDSS J0818+1722 are instead reionised simultaneously by a population of massive metal-free stars, characterised by very hard ionising spectra, we obtain a tighter upper limit of z_H<8.4 (9.4). Initiating reionisation at higher redshifts produces temperatures which are too low with respect to our constraint unless the HI ionising sources or the quasar itself have spectra significantly harder than typically assumed.Comment: 15 pages, 9 figures, accepted to MNRA

    Assembly Time Modeling Through Connective Complexity Metrics

    This paper presents an approach for the development of surrogate models predicting the assembly time of a system based on complexity metrics of the physical system architecture when detailed geometric information is unavailable. A convention for modelling physical architecture is presented, followed by a sample of 10 analysed systems used for training and three systems used for validation. These systems are evaluated on complexity metrics developed from graph theoretic measures. An example model is developed based on a series of regressions of trends observed within the sample data. This is validated against the systems that are not used to develop the model. The model developed uses average path length, part count and path length density to approximate assembly time within the standard deviation of the subjective variation possible in Boothroyd and Dewhurst design for assembly (DFA) analysis. While the specific example model developed is generalisable only to systems similar to those in the sample set, the capability to develop mappings between physical architecture and assembly time in early-stage design is demonstrated

    The Under-Reporting of Transfers in Household Surveys: Its Nature and Consequences

    High rates of understatement are found for many government transfer programs and in many datasets. This understatement has major implications for our understanding of economic well-being and the effects of transfer programs. We provide estimates of the extent of under-reporting for ten transfer programs in five major nationally representative surveys by comparing reported weighted totals for these programs with totals obtained from government agencies. We also examine imputation procedures and rates. We find increasing under-reporting and imputation over time and sharp differences across programs and surveys. We explore reasons for under-reporting and how under-reporting biases existing studies and suggest corrections.

    Toward three-dimensional echocardiographic determination of regional myofiber structure

    As a step toward the goal of relating changes in underlying myocardial structure to observed altered cardiac function in the hearts of individual patients, this study addresses the feasibility of creating echocardiography-derived maps of regional myocardial fiber structure for entire, intact, excised sheep hearts. Backscatter data were obtained from apical echocardiographic images acquired with a clinical ultrasonic imaging system and used to determine local fiber orientations in each of seven hearts. Systematic acquisition across the entire heart volume provided information sufficient to give a complete map for each heart. Results from the echocardiography-derived fiber maps compare favorably with corresponding results derived from diffusion tensor magnetic resonance imaging. The results of this study provide evidence of the feasibility of using echocardiographic methods to generate individualized whole heart fiber maps for patients

Moreover, subtle changes in a CSCW user interface can significantly impact grounding and collaborative processes. Yet, researchers and technology designers lack tools to understand how specific user interface designs may hinder or facilitate communication grounding. In this work, we leverage the well-established theory of communication grounding to develop a visual framework, called Joint Action Storyboards (JASs), to analyze and articulate how interaction minutiae impact the costs of communication grounding. JASs can depict an integrated view of mental actions of collaborators, their physical interactions with each other and the CSCW environment, and the corresponding grounding costs incurred. We present the development of JASs and discuss its various benefits for HCI and CSCW research. Through a series of case studies, we demonstrate how JASs provide an analysis tool for researchers and technology designers and serve as a tool to articulate the impact of interaction minutiae on communication grounding.
