The Nitrate/(Per)Chlorate Relationship on Mars
Nitrate was recently detected in Gale Crater sediments on Mars at abundances up to approximately 600 mg/kg, confirming predictions of its presence at abundances consistent with models based on impact-generated nitrate and other sources of fixed nitrogen. Terrestrial Mars analogs, Mars meteorites, and other solar system materials help establish a context for interpreting in situ nitrate measurements on Mars, particularly in relation to other cooccuring salts. We compare the relative abundance of nitrates to oxychlorine (chlorate and/or perchlorate, hereafter (per)chlorate) salts on Mars and Earth. The nitrate/(per)chlorate ratio on Mars is greater than 1, significantly lower than on Earth (nitrate/(per)chlorate greater than 10(exp.3)), suggesting not only the absence of biological activity but also different (per)chlorate formation mechanisms on Mars than on Earth
Radiation-hard ASICs for optical data transmission in the ATLAS pixel detector
We have developed two radiation-hard ASICs for optical data transmission in
the ATLAS pixel detector at the LHC at CERN: a driver chip for a Vertical
Cavity Surface Emitting Laser (VCSEL) diode for 80 Mbit/s data transmission
from the detector, and a Bi-Phase Mark decoder chip to recover the control data
and 40 MHz clock received optically by a PIN diode. We have successfully
implemented both ASICs in 0.25 um CMOS technology using enclosed layout
transistors and guard rings for increased radiation hardness. We present
results from prototype circuits and from irradiation studies with 24 GeV

International Interventions and Normative Prudence as a ‘Forgotten’ Virtue of Statecraft
This article presents a case for making normative prudence key to the debates concerning international interventions and statebuilding. Despite a rich conceptual history, contemporary IR literature seems to have forgotten the concept. We address this gap by defining the virtue through the yardsticks of deliberation, caution, foresight, and knowing the limits of one's abilities. Applying these yardsticks to the cases of the Kosovo (1999) and Iraq wars (2003), we argue that once developed in the context of international interventions, the concept of normative prudence provides an invaluable platform for assessing interventions and, if employed robustly, it can help those undertaking the interventions to prepare for the ‘day after.
Presence and distribution of mosquito larvae predators and factors influencing their abundance along the Mara River, Kenya and Tanzania
Among all the malaria controlling measures, biological control of mosquito larvae may be the cheapest and easiest to implement. This study investigated baseline predation of immature mosquitoes by macroinvertebrate predators along the Mara River, determined the diversity of predators and mosquito larvae habitats and the range of their adaptive capacity to water physico-chemical parameters. Between July and August 2011, sampling sites (n=39) along the Mara River were selected and investigated for the presence of macroinvertebrate predators and mosquito larvae. The selected sampling sites were geocoded and each dipped 20 times using standard mosquito larvae dipper to sample mosquito larvae, while a D-frame dip net was used to capture the macroinvertebrate predators. Water physico-chemical parameters (dissolved oxygen, temperature, pH, conductivity, salinity and turbidity) were taken in situ at access points, while hardness and alkalinity were measured titrimetically. The influence of macroinvertebrate predator occurrence was correlated with mosquito larvae and water quality parameters using Generalized Linear Model (GLM). Predators (n=297) belonging to 3 orders of Hemiptera (54.2%), Odonata (22.9%) and Coleoptera (22.9%), and mosquito larvae (n=4001) belonging to 10 species, which included An.gambiae s.l (44.9%), Culex spp. (34.8%) and An. coustani complex (13.8%), An. maculipalpis (3.6%), An. phaorensis (1.2%), An. funestus group (0.5%), An. azaniae (0.4%), An. hamoni (0.3%), An. christyi (0.3%), An. ardensis (0.08%), An. faini (0.07%), An. sergentii (0.05%) and 0.05% of Aedes mosquito larvae which were not identified to species level, due to lack of an appropriate key, were captured from different habitats along the Mara river. It was established that invasion of habitats by the macroinvertebrate predators were partially driven by the presence of mosquito larvae (p < 0.001), and the prevailing water physico-chemical parameters (DO, temperature, and turbidity, p <0.001). Understanding abiotic and biotic factors which favour mosquitoes and macroinveterbrate co-occurrence may contribute to the control of malaria
Fluorescent amplified fragment length polymorphism analysis of Bacillus anthracis, Bacillus cereus, and Bacillus thuringiensis isolates
DNA from over 300 Bacillus thuringiensis, Bacillus cereus, and Bacillus anthracis isolates was analyzed by fluorescent amplified fragment length polymorphism (AFLP). B. thuringiensis and B. cereus isolates were from diverse sources and locations, including soil, clinical isolates and food products causing diarrheal and emetic outbreaks, and type strains from the American Type Culture Collection, and over 200 B. thuringiensis isolates representing 36 serovars or subspecies were from the U.S. Department of Agriculture collection. Twenty-four diverse B. anthracis isolates were also included. Phylogenetic analysis of AFLP data revealed extensive diversity within B. thuringiensis and B. cereus compared to the monomorphic nature of B. anthracis. All of the B. anthracis strains were more closely related to each other than to any other Bacillus isolate, while B. cereus and B. thuringiensis strains populated the entire tree. Ten distinct branches were defined, with many branches containing both B. cereus and B. thuringiensis isolates. A single branch contained all the B. anthracis isolates plus an unusual B. thuringiensis isolate that is pathogenic in mice. In contrast, B. thuringiensis subsp. kurstaki (ATCC 33679) and other isolates used to prepare insecticides mapped distal to the B. anthracis isolates. The interspersion of B. cereus and B. thuringiensis isolates within the phylogenetic tree suggests that phenotypic traits used to distinguish between these two species do not reflect the genomic content of the different isolates and that horizontal gene transfer plays an important role in establishing the phenotype of each of these microbes. B. thuringiensis isolates of a particular subspecies tended to cluster together
The Identification of the X-ray Counterpart to PSR J2021+4026
We report the probable identification of the X-ray counterpart to the
gamma-ray pulsar PSR J2021+4026 using imaging with the Chandra X-ray
Observatory ACIS and timing analysis with the Fermi satellite. Given the
statistical and systematic errors, the positions determined by both satellites
are coincident. The X-ray source position is R.A. 20h21m30.733s, Decl. +40 deg
26 min 46.04sec (J2000) with an estimated uncertainty of 1.3 arsec combined
statistical and systematic error. Moreover, both the X-ray to gamma-ray and the
X-ray to optical flux ratios are sensible assuming a neutron star origin for
the X-ray flux. The X-ray source has no cataloged infrared-to-visible
counterpart and, through new observations, we set upper limits to its optical
emission of i' >23.0 mag and r' > 25.2mag. The source exhibits an X-ray
spectrum with most likely both a powerlaw and a thermal component. We also
report on the X-ray and visible light properties of the 43 other sources

How Does Participation Work? Deliberation and Performance in African Food Security
Participation is considered an important tool of development. Two mechanisms of participation are distinguished - deliberative and performative. Deliberative participation is vulnerable to capture by elites. A postwar agricultural reconstruction project in Sierra Leone experimented with a performative approach to participation, Technological dynamics served to focus attention on alternatives to patrimonial value systems. The article advocates further experiments in linking deliberative and performative participation
Past as global trade governance prelude: reconfiguring debate about reform of the multilateral trading system
This paper peers backwards into the history of the multilateral trading system and its development over the past half century as a means of considering what may lie beyond the horizon for the future of global trade governance. Its purpose is to underscore the necessity and urgency for root-and-branch reform of the multilateral trading system. It achieves this by comparing and contrasting the global trading system of 50 years ago with its modern-day equivalent and its likely future counterpart half-a-century hence. In so doing, the paper throws into sharp relief not only the inadequacies of global trade governance today but also the damaging consequences of not fundamentally reforming the system in the near future, with a particular emphasis on the past, present and future development of the world’s poorest and most marginalised countries
Observing the Evolution of the Universe
How did the universe evolve? The fine angular scale (l>1000) temperature and
polarization anisotropies in the CMB are a Rosetta stone for understanding the
evolution of the universe. Through detailed measurements one may address
everything from the physics of the birth of the universe to the history of star
formation and the process by which galaxies formed. One may in addition track
the evolution of the dark energy and discover the net neutrino mass.
We are at the dawn of a new era in which hundreds of square degrees of sky
can be mapped with arcminute resolution and sensitivities measured in
microKelvin. Acquiring these data requires the use of special purpose
telescopes such as the Atacama Cosmology Telescope (ACT), located in Chile, and
the South Pole Telescope (SPT). These new telescopes are outfitted with a new
generation of custom mm-wave kilo-pixel arrays. Additional instruments are in
