Construction Mortgage Financing in Ohio
This article consists of a review and analysis of the Yarborough decision and the open-end mortgage statute and an assessment of their probable impact upon current construction loan lending procedures. In addition, the authors offer various observations regarding the form in which disbursing agreements and construction mortgage deeds should be drafted. The structure of the article may be briefly described as follows: First, attention will be given to the three methods by which a mortgagee can preserve the priority of its mortgage lien over liens of mechanics men which attach to the mortgaged premises after the recording of the mortgage but before any disbursements are made thereunder. Special consideration will be given to the manner in which the Yarborough decision affects each method.
Second, the writers will discuss the manner in which openend mortgages relate to: (1) non-statutory construction mortgages and (2) mechanics\u27 and other types of liens which attach to the mortgaged premises after the recording of an open-end mortgage but before any optional disbursements are made thereunder. In this connection, the use of open-end mortgages to secure construction loans will be considered.
Third, the advisability of drafting an open-end mortgage which incorporates the provisions of § 1311.14 of the Mechanic\u27s Lien Statute will be examined.
Fourth, the authors will discuss a proposed method by which a mortgagee can reasonably assure that its mortgage lien will take priority over any vendees\u27 liens which exist on the date of the recording of the mortgag
Lunar Lander Offloading Operations Using a Heavy-Lift Lunar Surface Manipulator System
This study investigates the feasibility of using a heavy-lift variant of the Lunar Surface Manipulator System (LSMS-H) to lift and handle a 12 metric ton payload. Design challenges and requirements particular to handling heavy cargo were examined. Differences between the previously developed first-generation LSMS and the heavy-lift version are highlighted. An in-depth evaluation of the tip-over risk during LSMS-H operations has been conducted using the Synergistic Engineering Environment and potential methods to mitigate that risk are identified. The study investigated three specific offloading scenarios pertinent to current Lunar Campaign studies. The first involved offloading a large element, such as a habitat or logistics module, onto a mobility chassis with a lander-mounted LSMS-H and offloading that payload from the chassis onto the lunar surface with a surface-mounted LSMS-H. The second scenario involved offloading small pressurized rovers with a lander-mounted LSMS-H. The third scenario involved offloading cargo from a third-party lander, such as the proposed ESA cargo lander, with a chassis-mounted LSMS-H. In all cases, the analyses show that the LSMS-H can perform the required operations safely. However, Chariot-mounted operations require the addition of stabilizing outriggers, and when operating from the Lunar surface, LSMS-H functionality is enhanced by adding a simple ground anchoring system
ERP evidence suggests executive dysfunction in ecstasy polydrug users
Background: Deficits in executive functions such as access to semantic/long-term memory have been shown in ecstasy users in previous research. Equally, there have been many reports of equivocal findings in this area. The current study sought to further investigate behavioural and electro-physiological measures of this executive function in ecstasy users.
Method: Twenty ecstasy–polydrug users, 20 non-ecstasy–polydrug users and 20 drug-naïve controls were recruited. Participants completed background questionnaires about their drug use, sleep quality, fluid intelligence and mood state. Each individual also completed a semantic retrieval task whilst 64 channel Electroencephalography (EEG) measures were recorded.
Results: Analysis of Variance (ANOVA) revealed no between-group differences in behavioural performance on the task. Mixed ANOVA on event-related potential (ERP) components P2, N2 and P3 revealed significant between-group differences in the N2 component. Subsequent exploratory univariate ANOVAs on the N2 component revealed marginally significant between-group differences, generally showing greater negativity at occipito-parietal electrodes in ecstasy users compared to drug-naïve controls. Despite absence of behavioural differences, differences in N2 magnitude are evidence of abnormal executive functioning in ecstasy–polydrug users
Exploring haemodynamics of haemodialysis using extrema points analysis model
Background: Haemodialysis is a form of renal replacement therapy used to treat
patients with end stage renal failure. It is becoming more appreciated that
haemodialysis patients exhibit higher rates of multiple end organ damage
compared to the general population. There is also a strong emerging evidence that
haemodialysis itself causes circulatory stress. We aimed at examining
haemodynamic patterns during haemodialysis using a new model and test that
model against a normal control.
Methods: We hypothesised that blood pressures generated by each heart beat
constantly vary between local peaks and troughs (local extrema), the frequency and
amplitude of which is regulated to maintain optimal organ perfusion. We also
hypothesised that such model could reveal multiple haemodynamic aberrations
during HD. Using a non-invasive cardiac output monitoring device (Finometer®) we
compared various haemodynamic parameters using the above model between a
haemodialysis patient during a dialysis session and an exercised normal control after
comparison at rest.
Results: Measurements yielded 29,751 data points for each haemodynamic
parameter. Extrema points frequency of mean arterial blood pressure was higher in
the HD subject compared to the normal control (0.761Hz IQR 0.5-0.818 vs 0.468Hz
IQR 0.223-0.872, P < 0.0001). Similarly, extrema points frequency of systolic blood
pressure was significantly higher in haemodialysis compared to normal. In contrary,
the frequency of extrema points for TPR was higher in the normal control compared
to HD (0.947 IQR 0.520-1.512 vs 0.845 IQR 0.730-1.569, P < 0.0001) with significantly
higher amplitudes.
Conclusion: Haemodialysis patients potentially exhibit an aberrant haemodynamic
behaviour characterised by higher extrema frequencies of mean arterial blood
pressure and lower extrema frequencies of total peripheral resistance. This, in
theory, could lead to higher variation in organ perfusion and may be detrimental to vulnerable vascular beds
Coupled down-regulation of mTOR and telomerase activity during fluorouracil-induced apoptosis of hepatocarcinoma Cells

Abstract

Background

Hepatocellular carcinoma (HCC) is the most invasive and frequently diagnosed malignancy and the second leading cause of cancer death in many regions of Asia. The PI3K/Akt/mTOR signal pathway is involved in multiple cellular functions including proliferation, differentiation, tumorigenesis, and apoptosis. Up-regulation of telomerase activity is thought to be a critical step leading to cell transformation.

Methods

This study investigated changes in mTOR pathway and telomerase activity in hepatocarcinoma cell line SMMC-7721 treated with chemotherapeutic agent 5-fluorouracil (5-Fu). We detected apoptosis of hepatocarcinoma cells by TUNEL assay. Telomerase activity, hTERT transcription level and p- p70 S6k was demonstrated by the telomeric repeat amplification protocol and silver staining assay, Dual-Luciferase Reporter Assay and Western blot analysis respectively.

Results

Treating SMMC-7721 cells with 5-Fu leads to apoptosis of the cells, and reduction in telomerase activity, as well as a dramatic reduction in the activated form of p70 S6 kinase, a mTOR substrate. The 5-Fu treatment nearly abolishes transcription of hTERT (the major component of telomerase) mRNA. Treating SMMC-7721 cells with Rapamycin, a specific mTOR inhibitor, significantly reduce hTERT protein level but did not affect hTERT transcription. 5-Fu and rapamycin were synergistic in regards to down-regulation of telomerase activity in hepatocarcinoma cells.

Conclusion

These results suggest that chemotherapeutic agent 5-Fu may down-regulate telomerase activity at both transcriptional level and PI3K/Akt/mTOR pathway-dependent post-transcriptional level to facilitate hepatocellular carcinoma cell apoptosis.</p

Implementation of neuro-oncology service reconfiguration in accordance with NICE guidance provides enhanced clinical care for patients with glioblastoma multiforme.
BACKGROUND: Brain tumours account for <2% of all primary neoplasms but are responsible for 7% of the years of life lost from cancer before age 70 years. The latest survival trends for patients with CNS malignancies have remained largely static. The objective of this study was to evaluate the change in practice as a result of implementing the Improving Outcomes Guidance from the UK National Institute for Health and Clinical Excellence (NICE). METHODS: Patients were identified from the local cancer registry and hospital databases. We compared time from diagnosis to treatment, proportion of patients discussed at multidisciplinary team (MDT) meetings, treatment received, length of inpatient stay and survival. Inpatient and imaging costs were also estimated. RESULTS: Service reconfiguration and implementation of NICE guidance resulted in significantly more patients being discussed by the MDT--increased from 66 to 87%, reduced emergency admission in favour of elective surgery, reduced median hospital stay from 8 to 4.5 days, increased use of post-operative MRI from 17 to 91% facilitating early discharge and treatment planning, and reduced cost of inpatient stay from £2096 in 2006 to £1316 in 2009. Patients treated with optimal surgery followed by radiotherapy with concomitant and adjuvant temozolomide achieved outcomes comparable to those reported in clinical trials: median overall survival 18 months (2-year survival 35%). CONCLUSIONS: Advancing the management of neuro-oncology patients by moving from an emergency-based system of patient referral and management to a more planned elective outpatient-based pattern of care improves patient experience and has the potential to deliver better outcomes and research opportunities
Modern optical astronomy: technology and impact of interferometry
The present `state of the art' and the path to future progress in high
spatial resolution imaging interferometry is reviewed. The review begins with a
treatment of the fundamentals of stellar optical interferometry, the origin,
properties, optical effects of turbulence in the Earth's atmosphere, the
passive methods that are applied on a single telescope to overcome atmospheric
image degradation such as speckle interferometry, and various other techniques.
These topics include differential speckle interferometry, speckle spectroscopy
and polarimetry, phase diversity, wavefront shearing interferometry,
phase-closure methods, dark speckle imaging, as well as the limitations imposed
by the detectors on the performance of speckle imaging. A brief account is
given of the technological innovation of adaptive-optics (AO) to compensate
such atmospheric effects on the image in real time. A major advancement
involves the transition from single-aperture to the dilute-aperture
interferometry using multiple telescopes. Therefore, the review deals with
recent developments involving ground-based, and space-based optical arrays.
Emphasis is placed on the problems specific to delay-lines, beam recombination,
polarization, dispersion, fringe-tracking, bootstrapping, coherencing and
cophasing, and recovery of the visibility functions. The role of AO in
enhancing visibilities is also discussed. The applications of interferometry,
such as imaging, astrometry, and nulling are described. The mathematical
intricacies of the various `post-detection' image-processing techniques are
examined critically. The review concludes with a discussion of the
astrophysical importance and the perspectives of interferometry.Comment: 65 pages LaTeX file including 23 figures. Reviews of Modern Physics,
