    Kejahatan yang dilakukan anak dari tahun ke tahun makin tingginya di mana pada dasarnya anak yang berkonflik dengan hukum semakin perlu diperhatikan. Oleh karena itu anak-anak harus dilindungi dan dijamin hak-haknya, tidak terkecuali ketika ia berada dalam proses peradilan, karena melakukan tindakan yang melanggar hukum. Masalahnya bagaimana hak-hak anak dalam proses peradilan pidana setelah adanya Undang-undang Nomor 3 Tahun 1997. Tujuan penelitian ini adalah untuk mengetahui dan memahami secara lebih jelas mengenai hak-hak anak dalam proses peradilan anak. Pendekatan masalah yang digunakan dalam penulisan ini adalah pendekatan yuridis normatif yaitu pendekatan dengan cara menelaah, aturan-aturang yang berhubungan dengan masalah yang akan dibahas yaitu masalah peradilan anak, dan data analisis secara kualitatif. Hak-hak anak pada tahap penyelidikan seperti pemeriksaan dilakukan secara kekeluargaan atau dengan tidak menggunakan kekerasan dan atau tekanan, pada tahap penuntutan hak anak untuk dituntuk oleh penuntut umum yang memahami masalah anak. Pada tahap pemeriksaan disiplin disidang pengadilan, hak-hak anak seperti untuk didampingi penasehat hukum dan orang tua atau wali. Sehungga untuk mewujudkan hal tersebut perlu ditingkatkan sumber daya manusia, sarana dan prasarana, sehingga hak-hak anak dalam proses peradilan dapat terlaksana sesuai undang âundang nomor 3 tahun 1997

Ulasan terhadap buku ini sampai pada konklusi bahwa pemikiran etika Aristoteles yang diperlihatkan dalam buku ini merupakan pijakan wacana yang sangat relevan dalam konteks kekinian. Walaupun pada saat ini muncul aliran-aliran etika, tapi keberadaan etika Aristoteles terutama yang terkait dengan etika keutamaan (virtue ethics) sulit diabaikan, bahkan muncul kecenderungan menguatnya kembali "etika klasik” ala Aristoteles. Pemikiran etika Aristoteles bisa dilihat melalui konsep teleologi dan etika keutamaan. Teleologi etika Aristo mengajarkan tentang arah tujuan. Tujuan segala perbuatan adalah kebaikan moral. Universalitas etika yang dikumandangkan Aristo lebih pada upaya pemahaman secara komprehensif terhadap sebuah tindakan atau perilaku. Kebaikan moral seseorang tidak bisa dilihat dari satu sisi. Seorang politisi yang sering menyumbangkan dananya untuk lembaga sosial, tidak bisa secara otomatis dinilai sebagai politisi yang baik. Karena bisa jadi dari sisi lainnya, ia melakukan pelanggaran-pelanggaran moral. Kebaikan moral seseorang harus dilihat pada pribadi sebagai manusia secara keseluruhan

    Connectome Specific Harmonic Wave Analysis of Disordered Brain States

    Background: Connectome Harmonics analysis is a novel neuroimaging framework that defines brain states as neural spatial patterns associated with different frequencies emerging within a brain. Frequencies corresponding to specific brain states, or connectome-specific harmonic waves (CSHWs), are estimated to be the building blocks of brain activity, linking cortical oscillations, functional connectivity, and structural connectivity. Using this framework, studies will examine CSHWs of patients to catalog and analyze the spatiotemporal neural dynamics of patients with disordered brain states. Methods: By using MRI (or fMRI) and DTI data extracted from MRI scans of patients, cortical surface anatomy and the underlying neural tracts can be tracked respectively and combined to generate a patient’s connectome. Once the connectome is generated, it is converted into its graphical form where Eigen decompositions of the Laplacian operator are graphed. Application of this function to the connectome’s graph results in a spectrum of harmonic brain modes corresponding to a patient’s brain’s natural resonant frequencies (eigenvalues). Results: The CSHW framework has already been used to examine brains in a variety of ways. Previous research findings show that neocortical organization and development may be shaped by the harmonic modes corresponding to the brain’s functional connectivity, Patients given classical psychedelics (LSD, Psilocybin, and DMT) display an expanded repertoire of brain states, and neuroplasticity may be underpinned by neurons shifting into metastable states that are modulated according to a brain’s CSHWs. Discussion: Common neuroimaging methods like CT scans and PET scans are important in extracting information about regional activation during tasks but fail to contextualize or explain the interconnectedness of brain activity. CSHW analysis utilizes multiple imaging techniques and mathematical functions to derive an alphabet of brain states that can be used to describe our subjective states, from mental disorders to flow states and everyday emotions. Clinical trials here at the UTRGV institute of neuroscience will apply CSHW analysis to patients suffering from bipolar disorder, depression, and alcohol withdrawal syndrome. This research will not only allow us to examine and catalog the spatiotemporal dynamics of these disorders but potentially map out treatment plans tailored to each patient’s connectome harmonics

    This paper is a study of the use of various forms of informal executive actions used by presidents and cabinet officials to guide the policy implementation of federal agencies. Among these are policy manuals, guidance statements, statements of administration policy, and announcements of executive priorities. The recent executive action regarding immigration announced by President Obama is also an example of this kind of behavior. The paper will rely upon the analysis of legal scholars who have examined the causes and consequences of informal executive actions. We will examine the implications that these actions have for public participation, transparency, consistency in decision-making, and inter-branch comity. The analysis will be applied to President Obama’s recent action regarding immigration enforcement

    Evaluating Library Services Quality Using GDSS-AHP, LibQual and IPA

    Library services quality is one of the most vital parts in library management. Evaluation of the library services based on the perspective of users is important. In this paper, we propose a collaboration of GDSS-AHP (Group Decision Support System-Analytical Hierarchy Process), LibQual, and IPA (Importance-Performance Analysis) methods to evaluate library services quality. The collaboration of GDSS-AHP and LibQual is used to calculate the weight of each evaluation statement and the level of library services quality based on users’ perception and expectation. IPA is then used to determine the position of the value of each evaluation statement in IPA’s four quadrants to obtain the recommended level for the library services improvement. This study is conducted at the Library of the Ministry of Trade of Indonesia, involving four decision makers: a head librarian, a library academic expert, and two library practitioners. Fifty library visitors become respondents to assess the quality services questionnaires. Based on their responses, we obtain that users’ satisfaction level is at least satisfied by 76.49 %. Meanwhile, usability testing is also conducted on the developed system by using three observation elements: effectiveness, efficiency and satisfaction. The usability testing is performed on five respondents, one admin, and two decision makers, and results in an average usability level of 90.03%

    Using LaModel to analyze coal bumps

    Coal bumps have long been a safety hazard in coal mines, and even after decades of research, the exact mechanics that cause coal bumps are still not well understood. Therefore, coal bumps are still difficult to predict and control. The LaModel program has a long history of being used to effectively analyze displace- ments and stresses in coal mines, and with the recent addition of energy release and local mine stiffness calculations, the LaModel program now has greatly increased capabilities for evaluating coal bump potential. This paper presents three recent case histories where coal stress, pillar safety factor, energy release rate and local mine stiffness calculations in LaModel were used to evaluate the pillar plan and cut sequencing that were associated with a number of bumps. The first case history is a longwall mine where a simple stress analysis was used to help determine the limiting depth for safely mining in bump-prone ground. The second case history is a room-and-pillar retreat mine where the LaModel anal- ysis is used to help optimize the pillar extraction sequencing in order to minimize the frequent pillar line bumps. The third case history is the Crandall Canyon mine where an initial bump and then a massive pillar collapse/bump which killed 6 miners is extensively back-analyzed. In these case histories, the cal- culation tools in LaModel are ultimately shown to be very effective for analyzing various aspects of the bump problem, and in the conclusions, a number of critical insights into the practical calculation of mine failure and stability developed as a result of this research are presented

    في هذا البحث، تم دراسة منطقة التماس التي تتولد بين جسمين (أحدهما سطح مستو والاخر سطح نصف أسطواني) تحت تأثير الانزلاق، حيث أنها تمثل واحدة من المشاكل الهامة في الهندسة الميكانيكية وخاصة في تصميم الروبوتات. تم دراسة العديد من المعاملات مثل قوى الاحتكاك، الاجهادات المكافئة، معامل الاحتكاك، وتشوه منطقة التماس. حيث تم رصد سلوك هذه العوامل خلال الانزلاق الذي يتم إنشاؤه بين سطح مستو مصنوع من سبائك الحديد الصلب والجزء الآخر المصنوع من المطاط. أظهرت نتائج المحاكاة سلوكا هاماً، وخاصة في بداية الانزلاق وظاهرة (الالتصاق-الانزلاق) بمعنى آخر، مخرجات المحاكاة تشير إلى أن تأثير الانزلاق له سلوك هام، خاصة عندما تبدأ كل من ظاهرة الانزلاق والالتصاق بالحدوث. وتهدف هذه التحليلات إلى فهم كيفية تأثر منطقة التماس لتصميم ما يمنع حدوث الانزلاق والضرر في الاجزاء الهندسية المتماسة. In the present paper, the contact of area, which is produced between a pair of bodies (flat surface and hemi-cylindrical shape), has been studied under the effect of slippage occurrence, where it represents one of the important problems in the mechanical engineering, especially in robotic design. Many parameters have been studied, like frictional forces, equivalent stresses, friction coefficient, and contact area of deformation. The behavior of these parameters has been monitored during the slippage that is generated between the flat surface made from cast alloy steel and the other part made from rubber. The finite element method (FEM) with SOLIDWORKS software was used to simulate this contact area under the slippage effect. The results of the simulation showed a significant behavior, particularly at the beginning of slippage and the stage of (stick-slip) phenomena, in other words, the simulation outputs indicated that the slippage influence has an important behavior, especially when the phenomena of both slippage and stick-slip stage start to occur. These analyses are intended to understand how the contact area affected to design measures to prevent the slippage occurrence and the damage in contacted bodies
