    The Cabinet Secretariat is one of the institutions within the Presidency whose job is to provide support for the management of the cabinet to the President and Vice President in administering government. The duties of the Cabinet Secretariat, based on Presidential Regulation Number 55 of 2020 concerning the Cabinet Secretariat, are the newest duties and roles that the Cabinet Secretariat has after it continues to change every time there is a change in national leadership. This research discusses the organizational transformation of the Cabinet Secretariat under six presidents (Suharto, Habibie, Abdurrahman Wahid, Megawati, Yudhoyono, and Jokowi). The results of this study indicate that the organization of the Cabinet Secretariat changes every time there is a change of President, with significant changes seen after 2019, namely the Cabinet Secretariat is no longer specifically an institution that provides support in the field of legislation to the President, as was the task of the Cabinet Secretariat since the New Order era in 1960s. The organizational arrangement of the Cabinet Secretariat was greatly influenced by the situation that occurred (particularly political considerations) when the organizational arrangement was carried out

    The focus of this research is to describe the development of innovations in the Ministry of State Secretariat (Kemensetneg) from the perspective of Knowledge Management including the factors that influence it. This study uses a post-positivism approach with qualitative data collection methods, which result show that the development of innovations in the Ministry of State Secretariat has been going well, judging from the context of Socializaton, Externalization, Combination, and Internalization (SECI). Factors influencing the development of innovation are the existence of strong and effective leadership, the availability of human resources as a lever of change, organizational culture and policies that support innovation, and the supply and use of Information and Communication Technology (ICT) as a driving factor.     Developing Competitiveness at Cimahi Telematics Creative Industry Based on Relational Economy

    Improving creative economy is very important for a nation. Bandung City for example, has increased creative industry to construct competitive business climate [42]. Developing telematics creative industry at Cimahi City done to enhance region competitiveness and society welfare through community of practice is called Cimahi Creative Association (CCA) [37]. This research use framework: the relational economy from Bathelt & Gluckler (2011). The novelty of this research is used the relational economy theory to explain development of telematics creative industry. In order to develop competitiveness for Cimahi telematics creative industry use intellectual instrument that is human activity systems in the form of root definition and then create conceptual models for research interest with eight dimension of relational economy that are: organization, evolution, innovation, interaction, knowledge, geographic market, cluster, and institution. These eight dimensions of relational economy are improvement from four dimensions of relational economy from Bathelt & Gluckler (2011). There are three conceptual models of problem solving interest: Cimahi telematics creative industry, developing relational economy: Cimahi creative industries, Cimahi Creative Associations as hybrid organization. Intellectual instrument such as conceptual models used for comparison stage and formulate recommendation for research result that is at the five and six stage in using soft systems methodology. Refer to norms of soft systems methodology; comparison and debating process to research interest involve soft systems methodology practitioner, academic advisor and academic reviewers. While for problem solving interest involve stakeholders at three level institutions of Cimahi telematics creative industry and soft systems methodology practitioner. Economic processes as ‘relational’ because economic action is social action. Individual preferences, norms, values, ethics, tastes, styles, needs, and objectives emerge from and are co-constituted through the social embedding of economic action and interaction. Implication relational economy framework contains contextuality, path dependency and contingency. Dimensions of relational economy such as organization, evolution, innovation, interaction, knowledge, geographic market, cluster, institution look into economy action embedded at social relation structure and alignment with institutional structure and relevant social reality.     Analisis Catcalling Terhadap Compliment Dalam Teori Speech Act

    ABSTRACT   This study aims to examine and analyze the influence of catcalling on body image state, evaluation appearance and self-objectification on compliment in speech act theory. This phenomenon hoped been able to become a people reasoning in social behavior life also goverment policy and regulation of any type of harassment in Indonesia. Most perceptions consider flirting is normal. This perception arises because of the social construction of Indonesian which considers men are superior to women, causing blurry line on the concept of catcalling in street harassment concept. This study measure body image state (BISS), evaluation appearance (MBSRQ) and self-objectification (ISOS and OBCS) on compliment (ESS). This quantitative research has criteria, women who frequently visit public places with sample consisted of 100 respondents with purposive sampling technique. Data collects through online questionnaires using multiple linear regression analysis method preceded by overview questions as basis for analysis of speech act theory. The results showed that body image state, evaluation appearance and self-objectification did not have a simultaneous or partial effect on compliment, even so the analysis of speech action theory in overview questions showed a good understanding of the concepts, behavior and responses of catcalling and street harassment in general. Keywords:  catcalling; compliment; speech act; street harassment     ABSTRAK   Penelitian ini bertujuan menguji dan menganalisis pengaruh catcalling dalam citra penampilan tubuh dan trait objektifikasi diri terhadap pujian (compliment) dalam teori speech act. Fenomena ini diharapkan mampu menjadi bahan pertimbangan pengambilan kebijakan pemerintah dalam perilaku sosial serta dapat menegaskan tolak ukur catcalling dalam konsep street harassment di Indonesia. Mayoritas persepsi menganggap bahwa pria menggoda wanita adalah hal biasa. Persepsi tersebut muncul karena kontruksi sosial masyarakat Indonesia yang menganggap pria lebih superior dari pada wanita, menyebabkan garis buram yang terhadap konsep catcalling dalam konsep street harassment. Penelitian ini mengukur catcalling melalui citra tubuh (skala BISS), penampilan (skala MBSRQ) dan trait objektifikasi diri (Skala ISOS dan OBCS) terhadap pujian (skala ESS). Jenis penelitian kuantitatif ini memilliki kriteria responden wanita yang sering mengunjungi ruang publik dengan jumlah responden 100 orang menggunakan teknik pengambilan sampel purposive sampling. Teknik pengumpulan data penelitian melalui kuesioner online dan menggunakan metode analisis regresi linier berganda yang didahului oleh overview questions sebagai dasar analisis teori speech act. Hasil penelitian menunjukkan bahwa citra tubuh, penampilan dan trait objektifikasi diri tidak berpengaruh simultan maupun parsial terhadap pujian meskipun demikian analisis teori speech act dalam overview questions menunjukkan pemahaman yang baik tentang konsep dan perilaku catcalling dan street harassment.     Stronger Digital Leadership for Greater Business Strategy: A Study Using Mixed Methods

    This study analyzes the influence of Digital Leadership (DL) on Digital Business Strategy (DBS) in an organization as an activity with a digital systems mindset even though it does not only use digital technology when implementing it. The research model was tested on a multinational company in the field of computer technology and information systems in Indonesia, headquartered in Japan, and has a long history of advocating personal and environmental harmony. A survey given to respondents in the category of senior positions representing the company is one of the strengths of this research. To carry out the analysis, the survey was processed using mixed methods that combine qualitative and quantitative approaches. The results show DL has a significant influence on DBS and this DL and DBS evaluation model can be used by organizations that want to assess their DL and DBS, as a basic reference to review governance, policies, and business strategies that support competitiveness and business sustainability. Further research can explore indicators of digital leadership and digital business strategy in this study according to the locus and character of the unit of analysis and the role of government regulation as one of the external parties supporting the company's business

    Today, the world has entered the industry revolution 4.0 era. It is inevitable that higher education institutions become the agents of change of civilizations that support the phenomenon. Some conceptions related to knowledge-based economy, entrepreneurial university or third-generation university, became the frame of thinking of experts who encourage university policies and strategies. This literature review is intended as an analysis on the current condition of higher education institutions in Indonesia, especially Universitas Indonesia and Universitas Gajah Mada, both of which are leading universities in Indonesia. As a state-owned university that is given an autonomy, the government restricts their subsidy, and this has put both state-owned universities (PTNBH) in a dilemma in an attempt to implement their Tri Dharma's activities, mainly because unclear policy to get the financial income from non-educational costs.     The Effect of Transformational Leadership, Superior-Subordinate Relationship, Job Satisfaction and Willing Cooperation towards Organizational Citizenship Behavior and Employee Performance

    The purpose of this study is to describe the impact of leadership on performance, through a theoretical model using a "willing cooperation" (Mastrangelo et al., 2004) as one of the variables, and the combination of the impact of transformational leadership, superior-subordinate relationship, job satisfaction, and willing cooperation on organizational citizenship behavior (OCB) and performance of employees. The model is then tested empirically on 255 employees of PT Timah (Persero) Tbk., a state-owned company and is the largest tin mining company in Indonesia. The sample data was analyzed using the Generalized Structured Component Analysis (GSCA). The study results in several findings. Firstly, transformational leadership and superior-subordinate relationship has been found to have no significant effect on the performance of the employees; but it has indirect effect through the willing cooperation. Secondly, job satisfaction has been found to have no significant effect on OCB and employee performance; but it has indirect effect through the willing cooperation. These findings underline the importance of willing cooperation as a mediating variable between leadership and job satisfaction with OCB and employee performance. Thirdly, it has been found that willing cooperation is significantly influenced by the superior-subordinate relationship and job satisfaction; and conversely, it has significant effect on OCB and employee performance. This is a new finding providing empirical evidence that willing cooperation can be used as an explanation for the relationship between leadership variables and its outputs.     Viability of Starter Bacteria and Anti-Oxidative Activity of a Functional Yogurt Containing Silybum marianum Seed Extract

    Background and objective: Silybum marianum seed extract (silymarin) is rich in phenolic compounds with anti-oxidative activity that add beneficial and healthful properties to silymarin-enriched products. The present study investigated effects of silymarin on characteristics of a functional yogurt. Material and methods: In this study, yogurt was enriched with Silybum marianum seed extract at concentrations of 0, 25, 50 and 100 mg l-1 milk and the samples were analyzed for physicochemical and sensory properties and viability of starter bacteria during 21 days at 4°C at 7-day intervals. Results and conclusion: Results showed that increasing silymarin proportion in yogurt samples increased anti-oxidative activity, total phenolic content, total viability of Lactobacillus delbrueckii and decreased pH value, viscosity and sensory attributes (p<0.05). Furthermore, pH, viscosity, anti-oxidative activity, phenolic compounds and sensory attributes decreased during storage (P<0.05). In conclusion, 25 mg Silybum marianum seed extract per one liter of milk can be used for the preparation of yogurts with healthy properties.
