    Resource enclavity and corporate social responsibility in Sub-Saharan Africa:the case of oil production in Ghana

    Why has Corporate Social Responsibility (CSR) yielded such disappointing outcomes in oil-rich sub-Saharan Africa? Over the past decades, a sizable body of literature has emerged which draws attention to the shortcomings of oil-related development and complementary CSR exercises in the region. Most critiques on the topic, however, assess specific interventions and/or policies but fail to evaluate the complex decision-making processes, dictated heavily by setting, which produce such actions altogether. This thesis attributes CSR outcomes in oil-rich sub-Saharan Africa to the unique context in which the decisions underpinning actions take place. In doing so, the analysis borrows ideas from a diverse body of literature spanning the international development, accounting, management and political science disciplines. To explore these ideas further, the thesis focuses on the case of Ghana. The most recent “addition” to sub-Saharan Africa’s oil club, Ghana provides a rare glimpse of how decisions underpinning CSR have been identified, evolved and reshaped from the outset. To provide a comprehensive picture of CSR in the sector and its impacts at the local level, interviews and focus groups were conducted with a range of stakeholder groups. As is the case throughout sub-Saharan Africa, in Ghana, oil production occurs in offshore “enclaves”, which are disconnected geographically from local communities. This thesis argues that these dynamics have important implications for CSR. Findings point to companies also being disconnected ideologically from local development needs, which, in part explains the questionable CSR that has become such a contentious issue in the debate on oil and development in sub-Saharan Africa in recent years. The enclave-type setting in which oil production occurs appears to have stifled creativity and innovation in the area of CSR. This, along with institutional weaknesses, regulatory deficiencies and the Government of Ghana’s failure to adequately respond to local-level concerns, has produced these outcomes

    Local Content in Developing and Middle-Income Countries: Towards a More Holistic Strategy

    This paper introduces a collection of manuscripts compiled for a special section of The Extractive Industries and Society on local content. Our introduction paper situates these pieces in the wider literature and policy debates on local content in the extractive industries in developing economies. Local content requirements (LCRs), which seek to create value locally, tend to be driven by state-owned enterprises (SOEs) and other agencies that work alongside multinational companies (MNCs), civil society organizations and international institutions in the mining and oil and gas sectors. For states, the establishment of SOEs and other government bodies needed to implement local content is a key to building a robust indigenous technical base for, and developing domestic linkages to, the extractive industries. The article concludes by prescribing recommendations on how to develop LCRs that create public value for a diverse group of stakeholders linked to the extractive industries

    Reimagining entrepreneurship in the artisanal and small-scale mining sector: Fresh insights from sub-Saharan Africa

    This paper shares new insights on the dynamics of entrepreneurship in the artisanal and small-scale mining (ASM) sector, focusing on the case of sub-Saharan Africa. Despite being the region’s most important rural nonfarm activity, and generating finance that sustains a sizable portion of its subsistence/smallholder agricultural economy, ASM has barely featured in the business and management literature. It has rather been scholars from other disciplines who have shared opinions on the individuals who pursue work in this sector and why. They are in broad agreement that in sub-Saharan Africa, ASM sites attract, at the one extreme, people who are desperate for income (the “poverty-driven” category) and, at the other extreme, individuals motivated by the possibility of becoming wealthy (the “get-rich-quick” category). These two narratives map, virtually wholesale, on to the necessity-based-opportunity-based typology of entrepreneurship that business and management scholars have interrogated for decades. This paper fuses these narratives with the typology, with the goal of showcasing ASM within an evolving body of literature on entrepreneurship in sub-Saharan Africa. It then draws on a case study of KĂ©niĂ©ba District (Mali), the location of one of the region’s more dynamic gold-panning industries, to articulate more clearly the sector’s different entrepreneurs

    Opportunity or necessity? Conceptualizing entrepreneurship at African small-scale mines

    This article critically examines the policy environment in place for artisanal and small-scale mining (ASM) – low-tech, labour-intensive mineral extraction and processing – in sub-Saharan Africa, with a view to determining whether there is adequate ‘space’ for the sector's operators to flourish as entrepreneurs. In recent years, there has been growing attention paid to ASM in the region, particularly as a vehicle for stimulating local economic development. The work being planned under the Africa Mining Vision (AMV), a comprehensive policy agenda adopted by African heads of state in February 2009, could have an enormous impact on this front. One of its core objectives is to pressure host governments into Boosting Artisanal and Small-Scale Mining by following a series of streamlined recommendations. It is concluded, however, that there is a disconnect between how entrepreneurship in ASM has been interpreted and projected by proponents of the AMV on the one hand, and the form it has mostly taken in practice on the other hand. This gulf must be rapidly bridged if ASM is to have a transformative impact, economically, in the region. © 2017 Elsevier Inc

    Corporate Social Responsibility at African mines: Linking the past to the present

    This paper traces the origins of the 'brand' of Corporate Social Responsibility (CSR)employed at large-scale mines across sub-Saharan Africa. Conceived within fortified resource enclaves, the policies adopted and actions taken in the area of CSR at many of the region's large-scale mines today have had had minimal effect on community wellbeing. Further examination reveals that contemporary CSR strategy in the region's mining sector is often a 'repackaging' and 'rebranding' of moves made by major operators during the colonial period and early years of country independence to pacify and engage local communities. Today, this work is being championed as CSR but failing to deliver much change, its impact minimized by the economic and political forces at work in an era of globalization, during which extractive industry enclaves that are disconnected from local economies have been able to flourish. As case study of Ghana, long one of the largest gold mining economies in sub-Saharan Africa, is used to illustrate these points. © 201

    Investigation of hospital discharge cases and SARS-CoV-2 introduction into Lothian care homes

    Background The first epidemic wave of severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2) in Scotland resulted in high case numbers and mortality in care homes. In Lothian, over one-third of care homes reported an outbreak, while there was limited testing of hospital patients discharged to care homes. Aim To investigate patients discharged from hospitals as a source of SARS-CoV-2 introduction into care homes during the first epidemic wave. Methods A clinical review was performed for all patients discharges from hospitals to care homes from 1st March 2020 to 31st May 2020. Episodes were ruled out based on coronavirus disease 2019 (COVID-19) test history, clinical assessment at discharge, whole-genome sequencing (WGS) data and an infectious period of 14 days. Clinical samples were processed for WGS, and consensus genomes generated were used for analysis using Cluster Investigation and Virus Epidemiological Tool software. Patient timelines were obtained using electronic hospital records. Findings In total, 787 patients discharged from hospitals to care homes were identified. Of these, 776 (99%) were ruled out for subsequent introduction of SARS-CoV-2 into care homes. However, for 10 episodes, the results were inconclusive as there was low genomic diversity in consensus genomes or no sequencing data were available. Only one discharge episode had a genomic, time and location link to positive cases during hospital admission, leading to 10 positive cases in their care home. Conclusion The majority of patients discharged from hospitals were ruled out for introduction of SARS-CoV-2 into care homes, highlighting the importance of screening all new admissions when faced with a novel emerging virus and no available vaccine

    SARS-CoV-2 Omicron is an immune escape variant with an altered cell entry pathway

    Vaccines based on the spike protein of SARS-CoV-2 are a cornerstone of the public health response to COVID-19. The emergence of hypermutated, increasingly transmissible variants of concern (VOCs) threaten this strategy. Omicron (B.1.1.529), the fifth VOC to be described, harbours multiple amino acid mutations in spike, half of which lie within the receptor-binding domain. Here we demonstrate substantial evasion of neutralization by Omicron BA.1 and BA.2 variants in vitro using sera from individuals vaccinated with ChAdOx1, BNT162b2 and mRNA-1273. These data were mirrored by a substantial reduction in real-world vaccine effectiveness that was partially restored by booster vaccination. The Omicron variants BA.1 and BA.2 did not induce cell syncytia in vitro and favoured a TMPRSS2-independent endosomal entry pathway, these phenotypes mapping to distinct regions of the spike protein. Impaired cell fusion was determined by the receptor-binding domain, while endosomal entry mapped to the S2 domain. Such marked changes in antigenicity and replicative biology may underlie the rapid global spread and altered pathogenicity of the Omicron variant
