    The present paper aims to propose an analysis and relation methodology of financial perspective, the customer perspective, the internal process perspective and the learning and growth perspective, in the same way as treated for Balanced Scorecard (BSC). The innovation, in this sense, is the treatment of all these factors together, searching to identify the cause-effect relations. Such instrument provides the understanding of all factors together that affect in the company result. Thus, the rural managers have a map to make their business decisions. Moreover, another factor that must be detached is the idiosyncrasies of rural firms, and specifically from smallholder farms. These factors are among others, the presence of family works, small scale, and family necessities versus business targets.     INNOVATION OF PRODUCTS IN THE BRAZILIAN POULTRY CHAIN: THE CASE OF THE INSUMES INDUSTRY

    The main goal of this paper is to discuss product innovations implemented in the period of 1999-2003 in the poultry chain insumes in Brazil. The analysis presented was made possible according to the multi-case studies involving fourteen organizations belonging to the following productive chains: genetics, medication and animal nutrition. This broad segmentation of operations follows its own understanding of the agro-industrial chain of production, which is related to a succession of dissociable transformation operations capable of being separated and linked to themselves by a technical chaining. Among the various results, stands out the inventive effort from the firms on innovating not only on better products, but also in new products. That is possible due to the necessity of incorporating alterations that come from other areas, such as medical and nutrition (introduction of medication for insertion in ration) as well as demands from the internal and external market. In this aspect, the companies which were analyzed showed themselves to be up-to-date, following new market demands

    The analysis and measurement of production and transaction costs is an important tool in guiding decisions and in comprehending the behavior of the agents in a particular institutional environment. Although production costs have been widely studied in the literature, transaction costs have not been so extensively analyzed, especially empirically. Based on 125 questionnaires and on theoretical review, this work presents an analysis and a measurement of the transaction costs for two groups of rural producers in the region of São Carlos, in São Paulo state. The groups were defined using cluster analysis, considering the amount of milk sold in the informal market as the analysis variable. The theoretical reference includes the New Institutional Economics and Transaction Cost Economics theories. It was concluded that, although transaction costs are low for both groups, they are relatively higher for producers inserted mainly in the informal market than for producers inserted in the formal market. Moreover, a small number of formal contracts were observed, which can be explained by the high frequency of transactions and the consequent establishment of reliability.Transaction cost, milk agri-chain, informal market, Agribusiness, Agricultural Finance, Industrial Organization,

    Few researches in Brazil have undertaken the issue of quantification and qualification of public expenditure in S&T and Innovation devoted to agriculture and livestock. This paper presents an innovative evaluation and provides inedited information for public and private decision makers. Expenditure undertook by 48 Brazilian research organizations was evaluated. This set of organizations comprised the universe of federal and state institutes and agencies, as well as some other non-profit organizations, which gave support to research in agriculture and livestock. The results showed that the role played by Embrapa is of primary importance to the National System of Agricultural Research. Some deficiencies and barriers to scientific and technological development in this sector are also revealed.     DIAGNÓSTICO E RECOMENDAÇÕES PARA AUMENTO DA COMPETITIVIDADE DA CADEIA PRODUTIVA DA CARNE BOVINA DO ESTADO DE SÃO PAULO

    O Brasil é o principal player do mercado mundial de carne bovina, sendo que São Paulo se destaca como maior exportador e segundo maior produtor nacional do produto. Porém, o Estado vem perdendo market share, pois nos últimos anos a maior parte dos investimentos produtivos têm se concentrado no Centro-Norte do país. Através do levantamento de dados estatísticos, de revisão bibliográfica e de entrevistas com agentes-chave, o presente estudo identificou os principais aspectos críticos da competitividade da cadeia produtiva da carne bovina de São Paulo. Entre os desfavoráveis, destacam-se a reduzida oferta relativa de matéria-prima (animais para abate), a “guerra fiscal” entre Estados (questão tributária) e os custos de produção relativamente elevados. Os favoráveis são, principalmente, as boas condições de infra-estrutura logística e de P&D, a qualidade da mão de obra e a proximidade do principal mercado consumidor. Entre as ações recomendadas para o aumento da competitividade da cadeia produtiva do Estado destacam-se aquelas relacionadas ao incentivo à pesquisa e à difusão de tecnologias, às estratégias de agregação de valor à carne paulista, as certificações e a melhoria dos status/padrão sanitário e, por fim, a revisão do sistema tributário.-------------------------------------------Brazil is the main player in the beef world market. Among Brazilian States, Sao Paulo is in the first position in terms of exportation and second position in terms of production. However, the market-share of the state has been decreasing because larger investments are taking place in the Center-North region of the country. Descriptive statistics, review of the literature and interviews with experts allowed identifying critical aspects of the competitiveness of the beef agri-chain in the State of Sao Paulo. There are unfavorable factors, such as low supply of cattle, fiscal war among states and higher production cost, which prevent competitiveness in the state. However, there are favorable a factors, such as good infrastructure of transport and R&D, trained labor and proximity of the greatest market of the country.     MARKET ASSISTED LAND REFORM IN NE BRAZIL: A STOCHASTIC FRONTIER PRODUCTION EFFICIENCY EVALUATION

    We evaluate the "Cédula da Terra" Pilot Project, a land reform project whose conception, mechanisms and operational structure is different from traditional agrarian reform based on expropriation. The land distributed by the project, is first acquired by the agricultural producers associations, and a given set of incentives is established to obtain a better efficiency use of resources. The main objective of this article is to characterize the sources of technical and allocative inefficiency from a cross section of 309 beneficiaries from five states in NE Brazil. We estimated a potential production frontier following the methodology of BATTESE and COELLI (1995), using the software FRONTIER 4.1. (Tim COELLI, 1996). The main conclusion is that technical assistance, human capital (years of schooling) and better access to credit reduce inefficiency, or thus increase technical and allocative efficiency of the beneficiaries.

    Determinants of agricultural insurance adoption: evidence from farmers in the state of São Paulo, Brazil

    Purpose – The purpose of this study is to investigate the determinants of agricultural insurance adoption by farmers of the state of São Paulo, Brazil.Design/methodology/approach – Primary data from the 2015/2016 crop season was collected from a sample of 175 farmers. Logit econometric models were applied to identify the variables that affect the probability of agricultural insurance adoption.Findings – The empirical results show that the education level, access to technical assistance, use of management tools and farm size positively affect the probability of adopting agricultural insurance. In addition, farmers who produce soybean and/or corn are more likely to use insurance. On the other hand, the higher the farmers’ propensity to take risk the lower the likelihood of using insurance.Research limitations/implications – The empirical analysis is based on cross-sectional data of a sample of 175 farmers of the state of São Paulo. The use of panel data with a larger sample of farmers, considering a period of years, could provide additional information.Originality/value – To the best of the knowledge, this is the first empirical analysis about determinants of agricultural insurance adoption by Brazilian farmers, considering behavioral factors. The findings provide useful insights for policymakers in formulating risk management programs in the Brazilian agricultural markets. A better understanding about the determinants of insurance adoption is also relevant for private companies that sell insurance to farmers.
