El efecto fiscal del sistema de seguridad social en pensiones de Colombia

Discussions around the pension system in Colombia focus mainly on parametric adjustments, overlooking unconsciously –or perhaps, deliberately– how economic and labor market outcomes determine the coverage, the contribution density, the replacement rate, and the final wealth for individuals. Understanding such factors is essential to provide a better diagnosis and, therefore, to create a comprehensive system that provides better conditions for people in their old age. This paper analyses how the Colombian wage distribution and labor market transitions respond to the country’s macroeconomic dynamics and determine individual’s contributions. The conclusions highlight that even tough, fiscal effects must be considered on pensions’ reform discussions, this effect shouldn't be the main factor driving the debate. Current income levels, and poorly economic distribution require a fiscal effort to prevent welfare deterioration of the elderly.Las discusiones sobre las pensiones en Colombia se limitan a los parámetros del sistema de seguridad social, y se omite, de forma consciente o inconsciente, que la cobertura, la densidad de cotización, la tasa de reemplazo y, desde luego, el nivel de la pensión son resultados de fuerzas económicas que se deben investigar a fondo para tener un diagnóstico más preciso que lleve a una reforma integral que permita minimizar los riesgos de ingreso y bienestar de las personas en su vejez. En el artículo se muestra cómo la estructura salarial y las transiciones del mercado laboral responden a la dinámica macroeconómica y esto a su vez determina el ingreso base y el tiempo de cotización, lo que finalmente repercute sobre las finanzas públicas, garantes de la pensión mínima. Una reforma al sistema de seguridad social de pensiones no debe desconocer el efecto  fiscal del sistema, pero no puede utilizarlo como el núcleo de los cambios, pues ante los actuales niveles de ingreso de las personas y la pésima distribución del ingreso, es imprescindible que se asuma un gasto fiscal en pensiones para no deteriorar el bienestar de las personas en edad de retiro

Una visión panorámica del proceso de privatización colombiana, en el análisis comparado, muestra por lo  menos dos características que lo distinguen de otros procesos. La primera, el sector empresarial y la clase política sostienen una relación estrecha de manera que las decisiones de política y la gestión pública están impregnadas por los intereses privados aún antes de proceder a privatizar. Efectividad de la estrategia de recursos humanos: modelo integrador de la Teoría de Recursos y Capacidades y la Teoría del Comportamiento en las entidades financieras de la economia social

Este trabajo se sitúa en la línea de investigación que analiza la relación entre la estrategia de recursos humanos y los resultados. En concreto, propondremos un modelo integrador de las principales perspectivas teóricas que han servido para articular la investigación empírica: a) Teoría de Recursos y Capacidades –fundamentados principalmente en la creación por parte de la empresa de capital humano, que se constituya en la base para la consecución de ventajas competitivas; y b) Teoría del Comportamiento –en tanto que la mejora de los resultados además de una fuerza de trabajo altamente formada y capacitada, requiere que se manifiesten determinados comportamientos y actitudes.This work places in the line of investigation that analyzes the relation between the strategy of human resources and the results. In I make concrete, we will propose an integration model of the principal theoretical perspectives that have served to articulate the empirical investigation: a) Theory of Resources and Capacities - based principally on the creation on the part of the company of the human capital, which is constituted in the base for the attainment of competitive advantages; and b) Theory of the Behavior - while so much that the improvement of the results besides a highly formed and qualified workforce, needs that certain behaviors and attitudes demonstrate.Ce travail se situe dans la ligne d'investigation qui analyse la relation avec la stratégie de recours humains et les résultats. Botrylactone: new interest in an old moleculedreview of its absolute configuration and related compounds

The absolute configuration of botrylactone, a unique compound with an interesting polyketide lactone skeleton with two oxirane bridges previously isolated from Botrytis cinerea and described as a powerful antibiotic, has been reviewed on the basis of sign of the optical rotation, NOE experiments and NMR method. The isolation of 7-deoxybotrylactone and 5-hydroxy-7-(4-hydroxydec-2(3)-enoyl) botrylactone enables us to characterize an intriguing new family of compounds with this interesting polyketide skeleton. Validez de los enfoques universalista y contingente de la dirección de recursos humanos en el sector financiero de la economía social

The main aim of this paper is to analyse the impact of human resource practices on business results. This study will follow the universalist and contingency approaches propounded in the literature (Delery and Doty, 1996; McMahan, Virick and Wright, 1999) in order to confirm their validity in the specific context of Spain and for financial institutes within the Social Economy sector: Credit Cooperatives and Savings Banks. As for the contingency approach, we will introduce a new variable into the strategic process to moderate the human resource system - results equation: the integration of Human Resource Management. The efficacy of the personnel policies that are applied is conditioned by the consideration of human resources in the strategic formulation process. Prior to this analysis, we evaluate the direct effect of the aforementioned integration on the results along the lines of works such as those of Golden and Ramanujan (1985), Lengnick-Hall and Lengnick-Hall (1988) or Brockbank (1999).Human resources, results, integration.

Pseudo-Probabilistic Design for High-Resolution Tsunami Simulations in the Southwestern Spanish Coast

The application of simulation software has proven to be a crucial tool for tsunami hazard assessment studies. Understanding the potentially devastating effects of tsunamis leads to the development of safety and resilience measures, such as the design of evacuation plans or the planning of the economic investment necessary to quickly mitigate their consequences. This article introduces a pseudo-probabilistic seismic-triggered tsunami simulation approach to investigate the potential impact of tsunamis in the southwestern coast of Spain, in the provinces of Huelva and Cádiz. Selected faults, probabilistic distributions and sampling methods are presented as well as some results for the nearly 900 Atlantic-origin tsunamis computed along the 250 km-long coast.This work has being carried out under a project funded by a public mutual agreement of understanding between the CN-IGME (CSIC) and the CCS (Law reference: BOE 103, 30/04/2019). This project is supported by an agreement of understanding between CN-IGME and UMA, creating a cooperative entity INGEA (Law reference: BOE 332, 22/12/2020).
