Sur la base d'une recherche en cours1, on tente d'articuler des caractéristiques qui tiennent aux expériences accumulées dans divers espaces - professions, société civile, organisation politique, mandats ... -, au positionnement du groupe politique - majoritaire-minoritaire -, à la négociation du périmètre de la délégation, à la nature des domaines de responsabilité, à la configuration de son entourage, aux arbitrages entre les diverses activités dont il a la charge ... Une seconde partie propose une typologie de rôles fonctionnels idéals-typiques - régulateur, entrepreneur, militant d'une cause - avant d'examiner comment elles se composent au niveau individuel, entre postures majeures et mineures - et comment elles évoluent en fonction d'apprentissages et d'arbitrages plus ou moins contraints ..

    Do Voters Demand Responsive Governments? Evidence from Indian Disaster Relief

    Using rainfall, public relief, and election data from India, we examine how governments respond to adverse shocks and how voters react to these responses. The data show that voters punish the incumbent party for weather events beyond its control. However, fewer voters punish the ruling party when its government responds vigorously to the crisis, indicating that voters reward the government for responding to disasters. We also find evidence suggesting that voters only respond to rainfall and government relief efforts during the year immediately preceding the election. In accordance with these electoral incentives, governments appear to be more generous with disaster relief in election years. These results describe how failures in electoral accountability can lead to suboptimal policy outcomes

    Exploring the relative contribution of mineralogy and CPO to the seismic velocity anisotropy of evaporites

    We present the influence of mineralogy and microstructure on the seismic velocity anisotropy ofevaporites. Bulk elastic properties and seismic velocities are calculated for a suite of 20 natural evaporate samples, which consist mainly of halite, anhydrite, and gypsum. They exhibit strong fabrics as a result of tectonic and diagenetic processes. Sample mineralogy and crystallographic preferred orientation (CPO) were obtained with the electron backscatter diffraction (EBSD) technique and the data used for seismic velocity calculations. Bulk seismic properties for polymineralic evaporites were evaluated with a rock recipe approach. Ultrasonic velocity measurements were also taken on cube shaped samples to assess the contribution of grain-scale shape preferred orientation (SPO) to the total seismic anisotropy. The sample results suggest that CPO is responsible for a significant fraction of the bulk seismic properties, in agreement with observations from previous studies. Results from the rock recipe indicate that increasing modal proportion of anhydrite grains can lead to a greater seismic anisotropy of a halite-dominated rock.Conversely, it can lead to a smaller seismic anisotropy degree of a gypsum-dominated rock until anestimated threshold proportion after which anisotropy increases again. The difference between thepredicted anisotropy due to CPO and the anisotropy measured with ultrasonic velocities is attributed to the SPO and grain boundary effects in these evaporites

    Hot orogens and supercontinent amalgamation: A Gondwanan example from southern India

    The Southern Granulite Terrane in southern India preserves evidence for regional-scale high to ultrahigh temperature metamorphism related to the amalgamation of the supercontinent Gondwana. Here we present accessory mineral (zircon and monazite) geochronological and geochemical datasets linked to the petrological evolution of the rocks as determined by phase equilibria modelling. The results constrain the duration of high to ultrahigh temperature (> 900 °C) metamorphism in the Madurai Block to be c. 40 Ma with peak conditions achieved c. 60 Ma after the formation of an orogenic plateau related to the collision of the microcontinent Azania with East Africa at c. 610 Ma. A 1D numerical model demonstrates that the attainment of temperatures > 900 °C requires that the crust be moderately enriched in heat producing elements and that the duration of the orogenic event is sufficiently long to allow conductive heating through radioactive decay. Both of these conditions are met by the available data for the Madurai Block. Our results constrain the length of time it takes for the crust to evolve from collision to peak P–T (i.e. the prograde heating phase) then back to the solidus during retrogression.     Natural Killer Cells in Kidney Health and Disease

    Natural killer (NK) cells are a specialized population of innate lymphocytes that have a major effector function in local immune responses. While their immunological functions in many inflammatory diseases are well established, comparatively little is still known about their roles in kidney homeostasis and disease. Our understanding of kidney NK cells is rapidly evolving, with murine studies highlighting the functional significance of NK cells in acute and chronic forms of renal disease. Recent progress has been made in translating these murine findings to human kidneys, with indications of NK cell subset-specific roles in disease progression in both native and allograft kidneys. Clearly, a better understanding of the molecular mechanisms driving NK cell activation and importantly, their downstream interactions with intrinsic renal cells and infiltrating immune cells is necessary for the development of targeted therapeutics to halt disease progression.     Chronic intermittent hypoxia increases rat sternohyoid muscle NADPH oxidase expression with attendant modest oxidative stress

    Chronic intermittent hypoxia (CIH) causes upper airway muscle dysfunction. We hypothesized that the superoxide generating NADPH oxidase (NOX) is upregulated in CIH-exposed muscle causing oxidative stress. Adult male Wistar rats were exposed to intermittent hypoxia (5% O2 at the nadir for 90 s followed by 210 s of normoxia), for 8 h per day for 14 days. The effect of CIH exposure on the expression of NOX subunits, total myosin and 4-hydroxynonenal (4-HNE) protein adducts in sternohyoid muscle was determined by western blotting and densitometry. Sternohyoid protein free thiol and carbonyl group contents were determined by 1D electrophoresis using specific fluorophore probes. Aconitase and glutathione reductase activities were measured as indices of oxidative stress. HIF-1α content and key oxidative and glycolytic enzyme activities were determined. Contractile properties of sternohyoid muscle were determined ex vivo in the absence and presence of apocynin (putative NOX inhibitor). We observed an increase in NOX 2 and p47 phox expression in CIH-exposed sternohyoid muscle with decreased aconitase and glutathione reductase activities. There was no evidence, however, of increased lipid peroxidation or protein oxidation in CIH-exposed muscle. CIH exposure did not affect sternohyoid HIF-1α content or aldolase, lactate dehydrogenase, or glyceraldehyde-3-phosphate dehydrogenase activities. Citrate synthase activity was also unaffected by CIH exposure. Apocynin significantly increased sternohyoid force and power. We conclude that CIH exposure upregulates NOX expression in rat sternohyoid muscle with concomitant modest oxidative stress but it does not result in a HIF-1α-dependent increase in glycolytic enzyme activity. Constitutive NOX activity decreases sternohyoid force and power. Our results implicate NOX-dependent reactive oxygen species in CIH-induced upper airway muscle dysfunction which likely relates to redox modulation of key regulatory proteins in excitation-contraction coupling

    Mid-IR heterogeneous silicon photonics

    In this paper we discuss silicon-based photonic integrated circuit technology for applications beyond the telecommunication wavelength range. Silicon-on-insulator and germanium-on-silicon passive waveguide circuits are described, as well as the integration of III-V semiconductors, IV-VI colloidal nanoparticle films and GeSn alloys on these circuits for increasing the functionality. The strong nonlinearity of silicon combined with the low nonlinear absorption in the mid-infrared is exploited to generate picosecond pulse based supercontinuum sources and optical parametric oscillators that can be used as spectroscopic sensor sources
