Of Time, Place, and the Alaska Constitution
This Article places the Alaska Constitution in historical perspective by comparing it with other state constitutions. It first considers how the convention delegates’ need to satisfy four audiences—Congress, Alaska residents who would ratify the constitution, those who would live under the constitution, and posterity—affected the constitution’s design. It next shows how the Alaska Constitution reflects the fact that it is the state’s first constitution, that it is a western constitution, and that it is a mid-twentieth-century constitution. Finally, it compares the Alaska Constitution with the Hawaii Constitution, which was drafted at the same time

Perceived Versus Calculated HIV Risk: Implications for Pre-exposure Prophylaxis Uptake in a Randomized Trial of Men Who Have Sex With Men.
BackgroundInaccurate HIV risk perception by men who have sex with men is a barrier to HIV prevention. Providing information about objective HIV risk could improve pre-exposure prophylaxis (PrEP) uptake.MethodsPrEP Accessibility Research & Evaluation 2 (PrEPARE2) was a randomized controlled trial of men who have sex with men to determine whether an objective risk score affects future PrEP uptake. Participants completed a baseline survey to assess demographics, risk behaviors, and HIV self-perceived risk (SPR). The survey generated a calculated HIV risk (CalcR) score, estimating HIV risk based on reported condomless anal intercourse and sexually transmitted infections, and was provided to individuals in the intervention arm. Participants were contacted 8 weeks later to determine whether they initiated PrEP.ResultsOf 171 participants (median age 32 years; 37% Hispanic or non-Hispanic Black; median 5 sexual partners in the past 6 months), 81% had heard of PrEP, and 57% believed they were good PrEP candidates. SPR had poor agreement with CalcR (kappa = 0.176) with 38% underestimating their HIV risk. At week 8, only 14 of 135 participants had initiated PrEP with no difference between arms (CalcR 11%, control 10%, P > 0.99). The most common reason for not starting PrEP was low HIV risk perception. There was a relative decrease in SPR over time (P = 0.06) but no difference between arms (P = 0.29).ConclusionProviding an objective HIV risk score alone did not increase PrEP uptake. HIV testing performed at testing sites may be a crucial time to correct misperceptions about risk and initiate same-day PrEP, given enthusiasm for PrEP on the testing day to facilitate greater uptake
The regional dimension in promoting human rights and the rule of law in new democracies: The police case in Ecuador and Poland.
The democratisation process experienced by third wave countries demonstrates the complexity of the relationship between democracy and human rights. The incompleteness of the legal state reveals some interconnectedness between democratisation and human rights protection, which this research explores in order to understand how countries starting democratisation in similar political and civil rights conditions ended up with different civil citizenships and control of the security apparatus in their new democracies. In debate with Modernisation theory, this research argues the importance of political factors and a legal state for the expansion of civil citizenship. As much as socioeconomic indicators and the development of a welfare state impact human rights, the possibility of their violation is embedded in the laws and practices inherited from non-democratic regimes and political dynamics that reproduce them. At the same time, in a debate with Transition theories, this work emphasises the potential impact of regional factors in the democratisation process and the relevance of reintroducing geopolitical elements to the discussion. The regional dimension presents different categories of influence. In order to identify regional factors related to the democratic aspects discussed here, this research focuses on regional mechanisms for promoting human rights and the rule of law, as well as on the regional cooperation or assistance related to law enforcement areas, most specifically to the police institution. Through a comparative analysis of the police in Ecuador and Poland, this research discusses: (1) the relationship between the agents of the security apparatus and ordinary citizens; (2) the domestic and regional institutional network that regulates and controls the lawlessness of their activities; and (3) regional environments that promote changes or constrain attempts toward their democratisation. In summary, this research aims to verify whether or not the regional dimension has impacted the democratic salience of the rule of law and human rights in the democratisation process
Aliança estratégica no agronegócio
Este trabalho tem por finalidade estudar as Alianças Estratégicas que é um segmento das estratégias e o Agronegócio. A pesquisa é de natureza exploratória, pois visa oferecer informações sobre o objeto de pesquisa e possibilitar a orientação para formular futuras pesquisas e estudos. As técnicas de pesquisa utilizadas foram o levantamento bibliográfico, pela consulta de livros, revistas e artigos especializados, observação direta envolvendo entrevistas com profissionais que atuam na área, visitas a web sites e fitas de vídeo; além da pesquisa de campo, por meio da entrevista realizada com um dos associados da COOTAQUARA. Após a revisão de literatura sobre o tema da pesquisa, é exposto o caso da aliança formada a COOTAQUARA, juntamente com a apresentação dos resultados está uma comparação entre o referencial teórico adotado e o exemplo da aliança formada estudada. Conclui-se que, em bases gerais, a realização da aliança pelo caso estudado enquadra-se nas premissas teóricas, que são fundamentadas em exemplos estrangeiros. Não foram constatadas diferenças significativas entre as alianças estratégicas na empresa brasiliense e nas estrangeiras. Todavia, cabe ressaltar que por razão de tempo e recursos limitados, o trabalho analisou uma só aliança firmada em Brasília. Devido a isso, as conclusões obtidas não podem ser generalizadas, mesmo que estejam de acordo com o referencial teórico apresentado
Ua Ola Loko i Ke Aloha (Love Gives Life Within): Mindful Forgiveness with Aloha
Aloha is more than a greeting of “hello” and “good-bye.” Native Hawaiians believe Aloha is a foundational cultural value encompassing love, compassion, and respect. Mindful Forgiveness is a process of releasing negative emotions and thoughts towards a person, or persons, or event (e.g., COVID, cancer) who has caused a grievance, harm, or offense to increase feelings of hope and peace. In this paper, we explore the role of Aloha in enhancing the Mindful Forgiveness process. Via a peer support group with individuals practicing Mindful Forgiveness, we found that incorporating Aloha values and practices into the forgiveness process helped participants let go of resentment and anger towards the grievance and offender and led to increased feelings of peace and well-being in a cultural context. Moʻolelo (stories) and our lived experiences and other findings suggest that incorporating the values and practices of Aloha into Mindful Forgiveness may deeply enhance the therapeutic benefits of releasing grievances and facilitating healing. Further research is needed to fully understand the potentiality of Aloha in promoting Mindful Forgiveness with Aloha in healing grievances and kaumaha (heavy grief).

Apropriação turística na arquitetura da cidade de Urubici-SC
Dissertação (mestrado) - Universidade Federal de Santa Catarina, Centro Tecnológico, Programa de Pós-Graduação em Urbanismo, História e Arquitetura da Cidade.O objetivo desta pesquisa consistiu em investigar as relações entre a Cidade e o Turismo em um estudo de caso específico, a Cidade de Urubici. Embora o município de Urubici venha se destacando como reconhecido destino turístico da Serra Catarinense - especialmente pelas baixas temperaturas na estação de inverno, e suas belezas naturais e paisagens bucólicas  o seu núcleo central, a Cidade de Urubici, apresenta-se pouco estruturada e atrativa para o turismo. Assim, nesta pesquisa buscamos desvelar o potencial da Cidade de Urubici para a configuração de lugares de atratividade turística, a partir de elementos da Arquitetura da Cidade e do Turismo propriamente dito. Para tanto, a metodologia utilizada envolveu a realização de revisão bibliográfica e de documentos, o levantamento de registros fotográficos, e etapa de análise empírica com visitas e observações in loco, realização de entrevistas semiestruturadas com representantes do poder público e de entidades representativas do turismo do município, e aplicação de questionários com turistas e moradores. Na abordagem da relação da Cidade com o Turismo, a ênfase se deu voltada aos espaços públicos e às centralidades, elementos estruturantes da Arquitetura da Cidade e espaços por excelência de apropriação de turistas, sendo também abordados os elementos da paisagem urbana e da imagem da cidade. O conjunto destes elementos foram utilizados como referenciais para as recomendações apresentadas neste trabalho voltadas à maior participação da Cidade de Urubici na atividade turística do município.Abstract : The aim of this research was to investigate the relationship between City and Tourism in a specific case study, the City of Urubici. Although the municipality of Urubici has been highlighted as a recognized tourist destination of Santa Catarina s mountain rage - especially for its low temperatures in the winter season and its natural beauty and bucolic landscapes - its core, the City of Urubici, presents itself as unstructured and unattractive to tourism. Thus, this study seeks to unveil the potential of the City of Urubici for setting up tourist attraction places, based on elements of Architecture of the City and of Tourism. Therefore, the methodology adopted involved a bibliographical and documental review, the identification of photographic records, and an empirical analysis with visits and observations in loco, semi-structured interviews with representatives of government and of representative organizations involved on municipality s tourism, and the application of questionnaires with tourists and locals. In approaching the relation between City with Tourism, the emphasis is on public spaces and central spaces, structuring elements of the Architecture of the City and the main spaces appropriated by tourists, as well as elements of the urban landscape and the city's image. This set of elements was used as references for the recommendations presented in this dissertation aimed at increasing the participation of the City of Urubici in the tourist activity of the municipality
