Buyer Market Power in UK Food Retailing
The potential existence of buyer market power in UK food retailing has attracted the scrutiny of the UK's anti-trust authorities, culminating in the decision to launch the second of two comprehensive regulatory inquiries in recent years. Throughout, detection of buyer power has been dogged by the paucity of reliable evidence of its existence. In this paper we present a simple theoretical model of oligopsony which delivers quasireduced form retailer-producer pricing equations in which the presence of market power can be detected using readily available market data. Buyer power in U.K. food retailing: a 'first-pass' test

Abstract
The potential existence of buyer power in U.K. food retailing has attracted the scrutiny of the U.K.'s anti-trust authorities, culminating in the second of two comprehensive regulatory inquiries in recent years. Such inquiries are authoritative but correspondingly time-consuming and costly. Moreover, detection of buyer power has been dogged by the paucity of reliable evidence of its existence. In this paper, we present a simple theoretical model of oligopsony which delivers quasi-reduced form retailer-producer pricing equations with which the null of perfect competition can be tested using readily available market data. Using a cointegrated vector autoregression, we find empirical results that show the null of perfect competition can be rejected in seven of the nine food products investigated. Though not conclusive on the existence of buyer power, the proposed test offers a means via which the behaviour of the retail-producer price spread is consistent with it. At the very least, it can corroborate the concerns of the anti-trust authorities as to whether buyer power is potentially one source of concern
Epidemiology of bean rust in Ethiopia
Field and greenhouse experiments were conducted to study the epidemiology of rust ( Uromyces appendiculatus ) on beans ( Phaseolus vulgaris L.) in Ethiopia. The experiments were conducted under low input conditions reflecting the traditional bean production practices. Surveys identified five major diseases. Bean rust, bacterial blight and anthracnose were widely distributed. Angular and floury leaf spots were prominent in the humid west. Disease severities depended on regions, cropping practices and seasons. Strong associations between sowing date and rust severity and between bacterial blight and weediness or plant density were found. Artificial differences in rust epidemics produced large differences in crop growth, yield and yield loss. Multiple regression models were developed to estimate yield and yield loss. Yield and yield loss were best estimated by leaf area index and rust severity during flowering and late pod setting stages. Differences were found in the velocity of focus expansion (3 to 16 cm day -1) when susceptible and resistant bean cultivars were mixed at different proportions. The velocity of focus expansion increased linearly with the logarithm of the fraction of susceptible in the mixture. Five components of partial resistance were evaluated in a bean rust pathosystem. Differences between cultivars were largest for infection efficiency and sporulation capacity. Correlations existed between latency period and infection efficiency, infection efficiency and pustule size, and sporulation capacity and pustule size. Market Power in UK Food Retailing: Theory and Evidence from Seven Product Groups
Establishing the presence of market power in food chains has become an increasingly pertinent line of enquiry given the trend towards increasing concentration that has been observed in many parts of the world. This paper presents a theoretical model of price transmission in vertically related markets under imperfect competition. The model delivers a quasi-reduced form representation that is empirically tractable using readily available market data to test for the presence of market power. In particular, we show that the hypothesis of perfect competition can be rejected if shocks to the demand and supply function are significant and correctly signed in price transmission equations. Using a cointegrated vector autoregression, we find empirical results that are consistent with downstream market power in six out of seven food products investigated, supporting both the findings of the UK competition authority's recent investigation in to supermarkets and renewed calls for further scrutiny of supermarket behaviour by the UK's Office of Trading.imperfect competition, Cointegrated VARs, UK food industry, Marketing, D4, L81,
Determination of Local Barley (Hordeum Vulgare) Crop Coefficient and Comparative Assessment of Water Productivity for Crops Grown Under the Present Pond Water in Tigray, Northern Ethiopia
An experiment was carried out in 2010 at Mekelle, in northern Ethiopia, to measure the evapotranspiration, to estimate barley crop coefficient (kc), and to evaluate the water productivity taking into account the major crops grown under the present pond irrigation system. Four locally made lysimters were installed in the middle of barley field to measure barley evapotranspiration. The single crop coefficient approach was used to estimate barley crop coefficient. The average seasonal evapotranspiration of barley was 375 mm which is similar to many other cereal crops in the region. The single crop coefficient values for early, vegetative, mid and late crop stages were 0.6 â 0.8, 0.6 â 1.0; 1.0 â 1.05 and 0.3 - 0.4 respectively. The result showed that these crop coefficient values obtained in this experiment were similar to the crop coefficient values obtained in the past except for kc initial. Therefore, the assumption that local barley crop coefficient values differ from that of the documented values was incorrect. Furthermore, the major reason for mismanagement of irrigation water in barley fields was not due to use of wrong crop coefficient values but could be due to inadequate irrigation technical skill and knowledge of the farmer. The average economic water productivity (EWP) of barley for the very wet, wet, normal, dry and very dry seasons scenario were 0.99, 0.7, 0.65, 0.57, and 0.44 USD m-3, respectively, whereas the corresponding crop water productivity (CWP) values for grain were 1.53, 1.08, 1.0, 0.88 and 0.68 kg m-3, respectively. The EWP and CWP of barley were compared with onion and tomato
under pond water irrigation at the five climatic scenarios. The crop water productivity for tomato and onion were 85 â 87% and 76 â 78% higher than that of barley, respectively. The
corresponding economic water productivity for tomato and onion were 87 â 89% and 81 â 82% higher than that of barley, respectively. We concluded that growing tomato and onion would bring more income or yield per m3 of pond water supplied than growing barley. The implication is that as supply and demand determines the price of products, farmers and extension workers need to balance the crop area coverage per irrigation scheme so that undesirable price falls and rises could be avoided. Evaluation of crops based on their water productivity would improve the productivity of irrigation schemes and ultimately improve food security in the arid and semi-arid areas where water scarcity is critical problem and irrigation is a necessity for crop production.

Bioterrorism-related Inhalational Anthrax in an Elderly Woman, Connecticut, 2001
On November 20, 2001, inhalational anthrax was confirmed in an elderly woman from rural Connecticut. To determine her exposure source, we conducted an extensive epidemiologic, environmental, and laboratory investigation. Molecular subtyping showed that her isolate was indistinguishable from isolates associated with intentionally contaminated letters. No samples from her home or community yielded Bacillus anthracis, and she received no first-class letters from facilities known to have processed intentionally contaminated letters. Environmental sampling in the regional Connecticut postal facility yielded B. anthracis spores from 4 (31%) of 13 sorting machines. One extensively contaminated machine primarily processes bulk mail. A second machine that does final sorting of bulk mail for her zip code yielded B. anthracis on the column of bins for her carrier route. The evidence suggests she was exposed through a cross-contaminated bulk mail letter. Such cross-contamination of letters and postal facilities has implications for managing the response to future B. anthracisâcontaminated mailings

Provider and lay perspectives on intra-uterine contraception: a global review
BACKGROUND: Intra-uterine contraception (IUC) involves the use of an intra-uterine device (IUD), a highly effective, long-acting, reversible contraceptive method. Historically, the popularity of IUC has waxed and waned across different world regions, due to policy choices and shifts in public opinion. However, despite its advantages and cost-effectiveness for programmes, IUC's contribution to contraceptive prevalence is currently negligible in many countries. This paper presents the results of a systematic review of the global literature on provider and lay perspectives on IUC. It aims to shed light on the reasons for low use of IUC and reflect on potential opportunities for the method's promotion.
METHODS: A systematic search of the literature was conducted in four peer-reviewed journals and four electronic databases (MEDLINE, EMBASE, POPLINE, and Global Health). Screening resulted in the inclusion of 68 relevant publications.
RESULTS: Most included studies were conducted in areas where IUD use is moderate or low. Findings are similar across these areas. Many providers have low or uneven levels of knowledge on IUC and limited training. Many wrongly believe that IUC entails serious side effects such as pelvic inflammatory disease (PID), and are reluctant to provide it to entire eligible categories, such as HIV-positive women. There is particular resistance to providing IUC to teenagers and nulliparae. Provider opinions may be more favourable towards the hormonal IUD. Some health-care providers choose IUC for themselves. Many members of the public have low knowledge and unfounded misconceptions about IUC, such as the fear of infertility. Some are concerned about the insertion and removal processes, and about its effect on menses. However, users of IUC are generally satisfied and report a number of benefits. Peers and providers exert a strong influence on women's attitudes.
CONCLUSION: Both providers and lay people have inaccurate knowledge and misconceptions about IUC, which contribute to explaining its low use. However, many reported concerns and fears could be alleviated through correct information. Concerted efforts to train providers, combined with demand creation initiatives, could therefore boost the method's popularity. Further research is needed on provider and lay perspectives on IUDs in low- and middle-income countries
