    Private finance for the delivery of school projects in England

    This paper analyses the use of the private finance initiative (PFI) approach to deliver school projects in England. The findings are based on case-study research in the Building Schools for the Future scheme (BSF), the largest single capital investment in SO years to rebuild and renew all of England's secondary schools. Up to half of the school infrastructure is to be procured by PFI contracts. A major concern has been the high cost associated with PFI procurement and any subsequent changes to scope. Furthermore, in some cases PFI-funded schools have been closed soon after completion; at great cost to the public sector. The aim of this research was therefore to understand the underlying reasons for these problems. The main conclusion is that the difficulties in BSF arise from not sorting out strategic issues and instituting appropriate organisational frameworks before engaging the private sector. The result of this is a lack of clarity about the long-term needs and end user aspirations. A brief outline of current programme management methods is given and it is suggested that this might be integral to the successful delivery of schools using private finance. A clear strategic vision that cascades into projects via programmes will ensure that the school infrastructure is appropriate for the anticipated strategic benefits and is aligned to the overall service delivery ambitions

    A question of quality: do children from disadvantaged backgrounds receive lower quality early childhood education and care?

    This paper examines how the quality of early childhood education and care accessed by three and four year olds in England varies by children’s background. Focusing on the free entitlement to early education, the analysis combines information from three administrative datasets for 2010-11, the Early Years Census, the Schools Census and the Ofsted inspections dataset, to obtain two main indicators of quality: staff qualification levels and Ofsted ratings. These data are combined with child-level indicators of area deprivation (IDACI scores) as a proxy measure of children’s background. The paper finds that children from more disadvantaged areas have access to better qualified staff, largely because they are more likely than children from richer areas to attend maintained nursery classes staffed by teachers, and less likely to attend services in the private, voluntary and independent (PVI) sectors. However, within both maintained and PVI sectors, services catering for more disadvantaged children receive poorer quality ratings from Ofsted, with a higher concentration of children from disadvantaged areas itself appearing to reduce the likelihood of top Ofsted grades. This may be in part because Ofsted ratings reflect levels of child development, and therefore reward settings where children enter at a more advanced starting point, but it may also be that it is genuinely harder to deliver an outstanding service to a more disadvantaged intake. The result point to the need for funding to support better qualified staff in PVI settings in disadvantaged areas

    Institutional strategies for capturing socio-economic impact of academic research

    Evaluation of socio-economic impact is an emerging theme for publicly-funded academic research. Within this context the paper suggests that the concept of institutional research capital be expanded to include the capture and evaluation of socio-economic impact. Furthermore, it argues that understanding the typology of impacts and the tracking from research to impact will assist the formulation of institutional strategies for capturing socio-economic impact. A three-stage approach is proposed for capturing and planning activities to enhance the generation of high-quality impact. Stage one outlines the critical role of user engagement that facilitates the tracking of such impact. Stage two employs an analytical framework based on the criteria of ‘depth’ and ‘spread’ to evaluate impacts that have been identified. Stage three utilizes the outcomes of the framework to devise strategies, consisting of either further research (to increase depth) or more engagement (to increase spread) that will improve the generation of higher quality impact

    The optimal support of health-related research and development with public money is a complex challenge. Over the last century, policy makers in England have conceived and implemented a variety of models, ranging from independent, curiosity driven research to needs-based state commissions, and promoting different bodies to oversee scientific work. This paper traces these approaches, identifies the principles that drove them, and discusses their role in shaping policy for publicly funded health research, up to the recent launch of a new research strategy by the Department of Health

    Closing the productivity gap with other nations has become a mantra of public policy in the UK. Promoting participation in learning and training is seen as the principal means of narrowing the gap. While tracking episodes of training is relatively easy, it is not clear what is learnt, by whom and why. This article examines these questions among a specific occupational group - exercise to music instructors - whose numbers have grown significantly in recent years. It identifies two productive systems through which these aerobic classes are delivered. Each has different consequences for learning. Under one regime, training expands horizons and develops abilities, while under the second instructors are taught to conform and follow scripts written by others.The article argues that 'training' can lead to different learning outcomes and that these are best understood through an analysis of the productive systems in which training and learning takes place

    'They know where to find us ….' Service providers' views on Early Support and minority ethnic communities

    In this article we examine the views of multi‐professional service providers on the provision of Early Support for disabled children 0–3 years old from minority ethnic communities. We begin with a description of national policies relevant to this field and of Early Support before describing a national evaluation of its impact. We discuss findings from a sample of service providers. The range of views on provision for disabled children from diverse backgrounds is examined under three approaches. These are related to policy and research on access to services for minority ethnic communities. We argue that some of the views expressed are of concern, particularly in relation to assumptions made about service provider responsibilities. We also point out that the views of users from communities should not be assumed and consultation with communities and organizations representing them should be wide ranging and inclusive and built in from the outset of service provision
