El mètode Urban i la seva difusió com a valor afegit principal de la iniciativa comunità ria
La iniciativa comunità ria Urban ha estat el principal instrument operatiu per a la regeneració urbana en el marc de la polÃtica regional de la Unió Europea durant els perÃodes 1994-1999 i 2000-2006. Un dels valors afegits principals de la iniciativa rau en la definició d'una metodologia de treball especÃfica, caracteritzada per l'enfocament integrat de les estratègies de redinamització urbana, la participació dels agents locals en la definició i implementació de les actuacions desenvolupades, la cooperació i coresponsabiltzació de tots els nivells de l'Administració implicats, el foment de les prà ctiques innovadores i la creació de xarxes d'intercanvi de coneixement. A més, el programa ha estat un interessant banc de proves i perfeccionament de tècniques, la qual cosa ha afavorit l'aprenentatge i la innovació en els diferents estats membres.La iniciativa comunitaria Urban ha sido el principal instrumento operativo para la regeneración urbana en el marco de la polÃtica regional de la Unión Europea durante los periodos 1994-1999 y 2000-2006. Un des principaux atouts du programme c'est la définition d'une méthodologie spécifique, caractérisée par une vision intégrale des stratégies de redynamisation urbaine, la participation des agents locaux dans la définition et implémentation des actuations, la coopération et co-responsabilisation a tous les niveaux de l'administration, la promotion des pratiques innovatrices et la création de réseaux d'échange d'expériences. En plus, le programme a supposé un intéressant échantillon d'épreuves et perfectionnement des techniques, en favorisant l'apprentissage et l'innovation dans les différents états membres.The Urban community initiative has been the main instrument for urban regeneration in the framework of regional policy of the European Union during the periods 1994-1999 and 2000-2006. One of the main aspects adding value to the initiative lies in the definition of a specific work's methodology. This methodology is characterized by the integrated approach of urban revitalization strategies, the participation of local actors in the definition and implementation of planned actions, the cooperation and co-responsibility of all government levels involved, the promotion of innovative practices, and the creation of knowledge exchange networks. The program has been also an interesting test bench for the refinement of techniques, thus facilitating learning and innovation in the different member states
La iniciativa comunitaria URBAN como ejemplo de intervención integral en barrios periféricos con dificultades: una lectura a partir del caso de Clichy-sous-Bois / Montfermeil (Île-de-France)
La Iniciativa Comunitaria URBAN ha sido el principal instrumento operativo para la regeneración urbana en el marco de la polÃtica regional de la Unión Europea durante los periodos 1994-1999 y 2000-2006. El programa ha recogido como objetivos generales la necesidad de hacer frente a la degradación de la calidad de vida en determinados espacios de las ciudades y actuar en favor de la redinamización socioeconómica y ambiental de las áreas urbanas con dificultades. La actuación en Clichy-sous-Bois y Montfermeil (ÃŽIe-de-France, Francia) se utilizará como ejemplo ilustrativo del tipo de intervenciones implementadas y los impactos alcanzados por la IC URBAN. La apuesta por una perspectiva integral de las operaciones de regeneración urbana y el acento de la dimensión social de las actuaciones implementadas son dos de los ejes clave del modelo de intervención desarrollado.The URBAN Community Initiative has been the main instrument for urban regeneration in the framework of regional policy of the European Union during the periods 1994-1999 and 2000-2006. The general objectives of this programme were related to the need to take measures against the loss of quality of life in certain parts of cities and to take action to promote the socioeconomic and environmental revitalisation of urban areas with difficulties. The action developed at Clichy-sous-Bois and Montfermeil (Ile-de-France) will be used as an illustrative example of the type of interventions implemented and the impacts achieved by the URBAN CI. The commitment to an integrated approach of urban regeneration and the emphasis of the social dimension of the actions implemented are two of the key elements of the intervention model developed
La perspectiva integrada com a nou paradigma del desenvolupament urbà sostenible: una aproximació a partir de la iniciativa comunità ria URBAN
Un dels efectes més notables de la reestructuració econòmica viscuda a Europa durant les darreres
dècades ha estat la intensificació dels processos de pobresa urbana i exclusió social. El que ha comportat
el reforçament i agudització de les desigualtats socials i la segregació espacial, consolidant-se aixà una
realitat urbana dualitzada. Les situacions d’exclusió social han tendit a concentrar-se en aquelles à rees
urbanes que pateixen majors processos de degradació, amb una qualitat de vida i unes oportunitats
econòmiques sensiblement inferiors a la del conjunt urbà més proper.
Per treballar en favor d’un model de desenvolupament urbà sostenible i socialment més just, aixà com per
donar resposta als reptes i necessitats especials dels barris amb dificultats, s’estan implementant, en
diferents ciutats europees, respostes conegudes com programes d’intervenció integral. Aquests
programes recullen de forma explÃcita la voluntat d’actuar sobre les múltiples variables que configuren i
expliquen les situacions de marginalitat urbana. No plantegen actuacions focalitzades en la transformació
de l’espai fÃsic, sinó que també atorguen una atenció especial als diferents factors que interaccionen en la
configuració social i econòmica de l’espai urbà .
La perspectiva integrada implica la superació del model clà ssic de compartimentació sectorial. L’element
que canalitza l’actuació pública no són les responsabilitats i fronteres competencials, sinó els dèficits i les
oportunitats que manifesta una determinada à rea urbana.
Aquest model d’intervenció ha assolit un creixent protagonisme, tant en l’agenda polÃtica de diferents
Estats i regions europees, com en la pròpia UE. L’any 1994, la UE creà la Iniciativa Comunità ria URBAN.
El programa recollia com a objectius generals la necessitat de fer front a la degradació de la qualitat de
vida en determinats espais de les ciutats i actuar en favor de la redinamització socioeconòmica i ambiental
de les à rees urbanes amb dificultats. A través de dues edicions (1994-1999 i 2000-2006), URBAN ha
permès cofinançar 188 programes en 15 Estats Membres.
En aquesta comunicació es presentarà els resultats d’una recerca sobre la IC URBAN, tot centrant
l’atenció de l’anà lisi en el model d’aproximació a la realitat urbana que planteja. Aquest model es
caracteritza per la perspectiva integrada de les qüestions socials, econòmiques i medi ambientals com a mecanisme per donar una millor resposta als problemes locals. Finalment, s’interpretarà l’impacte assolit
per URBAN, emprant com a indicador l’anà lisi de diferents casos d’estudi de ciutats angleses, espanyoles,
franceses i italianesOne of the most notable effects of the economic restructuring undertaken in Europe during recent decades
has been the intensification of processes that give rise to urban poverty and social exclusion. This has led
to the reinforcing and sharpening of social inequalities and spatial segregation and to the consolidation of
a dichotomous urban reality. Situations of social exclusion have tended to concentrate in urban areas that
have suffered major processes of degradation and which have levels of quality of life and economic
opportunity that are appreciably inferior to those of their nearest urban neighbours.
Several European cities are currently working towards the creation of a model of sustainable and more
socially just urban development and towards providing responses to the challenges and special needs of
neighbourhoods with difficulties. This initiative forms part of what are known as integrated intervention
programmes. These programmes explicitly share the will to take appropriate action to influence the many
variables that configure and explain situations of urban marginality. They do not only propose interventions
aimed at physically transforming space, but also dedicate special attention to the different factors that
interact to determine the social and economic configuration of urban space.
The integrated approach implies improving on the classical model of sectorial division. The elements that
channel public responses are not responsibility and competence frontiers, but rather the deficits and
opportunities manifested by a given urban area.
This new model for intervention has gained increasing protagonism, both in the political agendas of
various European states and regions and in the European Union itself. In 1994, the EU established the
URBAN Community Initiative. The general objectives of this programme were related to the need to take
measures against the loss of quality of life in certain parts of cities and to take action to promote the
socioeconomic and environmental revitalisation of urban areas with difficulties. To date, two editions of
URBAN (1994-1999 and 2000-2006) have permitted the co-financing of 188 programmes in 15 EU
member states.
In this communication, we will present the results of research relating to the URBAN Community Initiative,
specifically focusing our attention and analysis on the model for urban reality that it proposes. This model
is characterised by the way in which social, economic and environmental questions are addressed from an
integrated approach, which serves as a mechanism for providing better responses to local problems.
Finally, we will analyse the impact that the URBAN has achieved, using case studies based on British,
Spanish, French and Italian cities as indicators in this analysis.Peer Reviewe
Localización de las estaciones de alta velocidad ferroviaria: modelos de implantación de la nueva infraestructura
España cuenta actualmente con 2.056 km de lÃnea de AVF, que presta servicio través de 24 estaciones nuevas o remodeladas. Dos décadas después de la introducción de la Alta Velocidad Ferroviaria (AVF), la notable extensión de la red alcanzada y la diversidad de ciudades y territorios servidos, permiten contrastar las diferentes formas de implantación de la infraestructura ferroviaria y la incidencia de éstas sobre la estructura urbana . En esta comunicación se presenta una tipologÃa de la localización de las estaciones que acogen los nuevos servicios de AVF, su integración en la estructura urbana y territorial (posición central, tangente o periférica), asà como su relación con el ferrocarril convencional.Peer Reviewe
The Spanish mortgage crisis: Evidence of the concentration of foreclosures in the most deprived neighbourhoods
The Spanish mortgage crisis has resulted in a massive process of home dispossession through foreclosures. This process forms part of the logics of accumulation by dispossession supported by the Spanish financial and real estate model. The article uses the city of Lleida as case study to show that the effects of this phenomenon has tended not to be spatially homogenous, but rather to be more concentrated in the most deprived urban areas.The analysis has been focused on two approaches: (1) identifying the characteristics of housing affected by foreclosure processes that have resulted in evictions, and; (2) defining the spatial distribution patterns of this housing. This work demonstrates how evictions due to mortgage foreclosures have followed very clear patterns. Firstly, they have predominantly been focused on lower quality housing (identified in this study as the cheapest and smallest properties). Secondly, Getis-Ord Gi* spatial statistic has been used to show that they have been concentrated in the most deprived areas of the city. Both issues confirm the central hypothesis of our study: the Spanish mortgage crisis has exacerbated existing urban disparities
Ciudad y ferrocarril en la España del siglo XXI. La integración de alta velocidad ferroviaria en el medio urbano
La reciente implantación y extensión de la red de alta velocidad ferroviaria en España está permitiendo relanzar un debate que en muchas ciudades no habÃa sido resuelto de forma satisfactoria: la integración del ferrocarril en el medio urbano. En muchos casos, la llegada del nuevo tren se ha convertido en un instrumento urbanÃstico de primer orden, ya que conlleva una transformación de gran calado. En este artÃculo se realiza una lectura transversal, a través de las experiencias de diferentes ciudades españolas, para desarrollar una clasificación de las formas de integración de la alta velocidad ferroviaria y su impacto en la estructura urbana.The recent implementation and extension of Spain’s high speed railway network has made it possible to revisit a debate that had previously remained unsatisfactorily resolved in many cities: how to integrate railways within the urban environment. In many cities, the arrival of the new train service has become a key instrument for urban redevelopment, allowing a much more far-reaching degree of urban transformation. This article is the result of a transversal analysis of the experiences of various Spanish cities with respect to the arrival of the high speed train. Based on case studies, we offer a classification of models for introducing high speed train services in urban areas and their impact on urban structure
Passive mobile data for studying seasonal tourism mobilities: an application in a Mediterranean Coastal destination
The article uses passive mobile data to analyse the complex mobilities that occur in a coastal
region characterised by seasonal patterns of tourism activity. A large volume of data generated by
mobile phone users has been selected and processed to subsequently display the information in the
form of visualisations that are useful for transport and tourism research, policy, and practice. More
specifically, the analysis consisted of four steps: (1) a dataset containing records for four days—two
on summer days and two in winter—was selected, (2) these were aggregated spatially, temporally,
and differentiating trips by local residents, national tourists, and international tourists, (3) origindestination matrices were built, and (4) graph-based visualisations were created to provide evidence
on the nature of the mobilities affecting the study area. The results of our work provide new evidence
of how the analysis of passive mobile data can be useful to study the effects of tourism seasonality in
local mobility patterns
Incidence of participation in urban regeneration policies in Catalonia: actors, citizenship and uneven community capacity
La aprobación de la Ley de Barrios catalana en 2004 supuso la introducción de un nuevo instrumento para la intervención integral en barrios con dificultades. La ley ha aportado dos contribuciones significativas: dotar de cuerpo normativo –y jerarquÃa polÃtica- a la necesaria inversión para la dinamización socioeconómica y regeneración urbana de los barrios más desfavorecidos de Cataluña e incorporar y promover prácticas orientadas a reforzar la dimensión holÃstica y transversal de unas intervenciones que, necesariamente, debÃan contar con la implicación y corresponsabilización de la comunidad local. La realización de entrevistas semi estructuradas con técnicos y gestores de más de cincuenta planes de barrio ha permitido contrastar percepciones y valoraciones del papel de los procesos participativos en diferentes contextos urbanos, además, ha posibilitado la lectura comparada de diferentes metodologÃas e instrumentos utilizados. Finalmente, los resultados del trabajo permiten ilustrar la desigual incidencia de la participación ciudadana en los planes de barrio en Cataluña en tres aspectos relevantes: implicación de los actores locales, corresponsabilización de éstos con la estrategia de desarrollo local y su capacidad efectiva de incidir en las acciones del plan de barrio.The Neighbourhood Law –approved in 2004- supported the introduction of new tools for integrated urban regeneration of deprived neighbourhoods in Catalonia. The main contributions of this law are: providing an institutional and political framework for impulse the necessary investment for the redevelopment of some of the most deprived urban areas in Catalonia and incorporating holistic urban regeneration strategies that necessarily need to take into account the involvement and co-responsibility of the local community.The analysis of the results of semi-structured interviews of managers and technicians of more than fifty neighbourhood regeneration plans has allowed contrasting views and perceptions of the role of participative processes in different urban contexts. Secondly, this approach has also enabled the comparison of the different methodologies and tools used in each urban context. Finally, the results presented in this paper can illustrate the uneven impact of participation in neighbourhood regeneration plans in Catalonia in three main important aspects: involvement of local actors, community co-responsibility with the local development strategy and real capacity of the community to influence in the definition of neighbourhood regeneration strategy
