    : La reforma introducida al Código Penal por la ley 27.147 propugnó tres nuevas causales de extinción de la acción penal, que podría provocar un significativo impacto social. Ello, por cuanto resulta un verdadero cambio de paradigma, al reemplazar la concepción tradicional de solución de casos judiciales, disminuyéndose así la frontera entre el derecho civil y el derecho penal. A partir de esta pretensión del legislador, con la introducción de institutos propios del derecho civil en el derecho penal se abre el juego al conjunto de preguntas que estructuran el presente trabajo de investigación, entre las cuales destacamos: ¿Nos encontramos frente a un proceso de privatización del derecho penal? ¿Podría cuantificarse la reparación integral para toda clase de delito?Palabras claves: Principio de oportunidad - cambio de paradigma - nuevos motivos de extinción de la acción pena

    CFD studies and experimental validation of the convective heat transfer coefficient in non-fully developed flows applied to conventional geometries used in particle accelerators

    In the field of Particle Accelerators engineering, the design of the cooling channels of its components has been extensively based on experimental correlations for the calculation of convective heat transfer coefficients. In this scenario, this work is focused on studying whether the experimental correlations are conservative when the flow is turbulent in fully developed and non-fully developed regions. For this research, simulation models have been developed for turbulent flows in fully developed and non-fully developed regions, all of them for cooling channels with a 10 mm inner diameter. In the first case, for a circular channel, turbulence models have been studied, and comparative studies with respect to experimental correlations and previous studies performed at ALBA have been carried out. Simulation models based on the coefficients obtained from experimentally observed correlations, CFD models and an experimental validation of a mirror with inside cooling, have been performed in the second case.Postprint (published version

It highlights the importance of teacher training in the face of new technologies, considering that he is the main mediator of knowledge to his students, he can do as creative classes as can also generate discontent. There is no lack of incentive for teachers how important is the use of technology, what it is missing is interest by someone on this subject. Before addition, we ask ourselves: How can be made that the use of technology be present in the classroom today? What is the protocol to follow to meet this goal?     Reducing the environmental impact of surgery on a global scale: systematic review and co-prioritization with healthcare workers in 132 countries

    Abstract Background Healthcare cannot achieve net-zero carbon without addressing operating theatres. The aim of this study was to prioritize feasible interventions to reduce the environmental impact of operating theatres. Methods This study adopted a four-phase Delphi consensus co-prioritization methodology. In phase 1, a systematic review of published interventions and global consultation of perioperative healthcare professionals were used to longlist interventions. In phase 2, iterative thematic analysis consolidated comparable interventions into a shortlist. In phase 3, the shortlist was co-prioritized based on patient and clinician views on acceptability, feasibility, and safety. In phase 4, ranked lists of interventions were presented by their relevance to high-income countries and low–middle-income countries. Results In phase 1, 43 interventions were identified, which had low uptake in practice according to 3042 professionals globally. In phase 2, a shortlist of 15 intervention domains was generated. In phase 3, interventions were deemed acceptable for more than 90 per cent of patients except for reducing general anaesthesia (84 per cent) and re-sterilization of ‘single-use’ consumables (86 per cent). In phase 4, the top three shortlisted interventions for high-income countries were: introducing recycling; reducing use of anaesthetic gases; and appropriate clinical waste processing. In phase 4, the top three shortlisted interventions for low–middle-income countries were: introducing reusable surgical devices; reducing use of consumables; and reducing the use of general anaesthesia. Conclusion This is a step toward environmentally sustainable operating environments with actionable interventions applicable to both high– and low–middle–income countries

    Cobertura de redes 4G no Rio de la Plata:Testes realizados na travessia Argentina - Uruguai

    O presente artigo descreve o marco teórico e a utilização das redes de telefonia celular 4G no Rio de la Plata, especificamente, na travessia entre as cidades de Buenos Aires (Argentina) e Colônia do Sacramento (Uruguai). Este trabalho em andamento pretende realizar um mapa das redes móveis 4G, na travessia de 45 km, com o objetivo de disponibilizar um relatório sobre a situação atual dessas redes, através do aplicativo OpenSignal e, portanto, determinar os locais que apresentam problemas durante este trajeto fluvial, que é considerado um dos mais movimentados entre os dois países. Finalmente, será exibido um trabalho futuro para melhorar os sinais e serviços detectados nessa região
