    Current guidelines recommend that all fever episodes in African children be treated presumptively with antimalarial drugs. But declining malarial transmission in parts of sub-Saharan Africa, declining proportions of fevers due to malaria, and the availability of rapid diagnostic tests mean it may be time for this policy to change.     A global lightning climatology is being assembled from the nighttime imagery of the DMSP Optical Linescan Sensor (OLS). Lightning saturates the visible channel of the OLS at nighttime and can be identified as a horizontal streak on the order of 50-100 km in horizontal extent. Lightning streaks apparent in the film strips located at the National Snow and Ice Data Center (NSIDC) prior to 1991 are being digitized. An initial survey was completed for the F7 satellite observation period January 1986 - October 1987 and for the Q satellite for the period June-July 1973. Comparisons between the OLS lightning climatology with the Arkin GPI data set during the 1986-87 El Nino event shows similar regional variations in convective activity. The digital archive of global DMSP data began at the end of February. Software is being developed at both MSFC and NSIDC to extract, navigate, and view the OLS fine and smooth imagery

    Lightning Imaging Sensor (LIS) for the Earth Observing System

    Not only are scientific objectives and instrument characteristics given of a calibrated optical LIS for the EOS but also for the Tropical Rainfall Measuring Mission (TRMM) which was designed to acquire and study the distribution and variability of total lightning on a global basis. The LIS can be traced to a lightning mapper sensor planned for flight on the GOES meteorological satellites. The LIS consists of a staring imager optimized to detect and locate lightning. The LIS will detect and locate lightning with storm scale resolution (i.e., 5 to 10 km) over a large region of the Earth's surface along the orbital track of the satellite, mark the time of occurrence of the lightning, and measure the radiant energy. The LIS will have a nearly uniform 90 pct. detection efficiency within the area viewed by the sensor, and will detect intracloud and cloud-to-ground discharges during day and night conditions. Also, the LIS will monitor individual storms and storm systems long enough to obtain a measure of the lightning flashing rate when they are within the field of view of the LIS. The LIS attributes include low cost, low weight and power, low data rate, and important science. The LIS will study the hydrological cycle, general circulation and sea surface temperature variations, along with examinations of the electrical coupling of thunderstorms with the ionosphere and magnetosphere, and observations and modeling of the global electric circuit

    There is a need to monitor the on-orbit performance of the Geostationary Lightning Mapper (GLM) on the Geostationary Operational Environmental Satellite R (GOES-R) for changes in instrument calibration that will affect GLM's lightning detection efficiency. GLM has no onboard calibration so GLM background radiance observations (available every 2.5 min) of Deep Convective Clouds (DCCs) are investigated as invariant targets to monitor GLM performance. Observations from the Lightning Imaging Sensor (LIS) and the Visible and Infrared Scanner (VIRS) onboard the Tropical Rainfall Measuring Mission (TRMM) satellite are used as proxy datasets for GLM and ABI 11 m measurements

    Performance Assessment of the Optical Transient Detector and Lightning Imaging Sensor

    We describe the clustering algorithm used by the Lightning Imaging Sensor (LIS) and the Optical Transient Detector (OTD) for combining the lightning pulse data into events, groups, flashes, and areas. Events are single pixels that exceed the LIS/OTD background level during a single frame (2 ms). Groups are clusters of events that occur within the same frame and in adjacent pixels. Flashes are clusters of groups that occur within 330 ms and either 5.5 km (for LIS) or 16.5 km (for OTD) of each other. Areas are clusters of flashes that occur within 16.5 km of each other. Many investigators are utilizing the LIS/OTD flash data; therefore, we test how variations in the algorithms for the event group and group-flash clustering affect the flash count for a subset of the LIS data. We divided the subset into areas with low (1-3), medium (4-15), high (16-63), and very high (64+) flashes to see how changes in the clustering parameters affect the flash rates in these different sizes of areas. We found that as long as the cluster parameters are within about a factor of two of the current values, the flash counts do not change by more than about 20%. Therefore, the flash clustering algorithm used by the LIS and OTD sensors create flash rates that are relatively insensitive to reasonable variations in the clustering algorithms

    GM crops have great potential to improve food quality, increase harvest yields and decrease dependency on certain chemical pesticides. Before entering the market their safety needs to be scrutinized. This includes a detailed analysis of allergenic risks, as the safety of allergic consumers has high priority. However, not all tests currently being applied to assessing allergenicity have a sound scientific basis. Recent events with transgenic crops reveal the fallacy of applying such tests to GM crops

    The Mutually Constitutive Relationship between Place and Identity:The Role of Place-Identity in Discourse on Asylum Seekers and Refugees

    Recent discursive research has shown that constructions of place may function to regulate social relations and reinforce particular notions of belonging. However, extant discursive research on place-identity has so far neglected the mutually constitutive relationships between constructions of place and identity in legitimising people's presence. To address this gap, this study, undertaken in Scotland, applies the notion of place-identity to the discursive analysis of interviews with asylum seekers and refugees, people who work in organisations that support asylum seekers and refugees and locals who live in areas where asylum seekers and refugees tend to be housed. The analysis suggests that constructions of asylum seekers' and refugees' countries of origin as dangerous, and the host society as relatively problem-free, function to constitute their identities as legitimate and to justify their presence in the host society. Moreover, constructions of place may work to portray refugees and asylum seekers as benefiting the local community and as belonging more than certain other locals. In contrast, constructing the host society as 'full' functions to oppose their presence through portraying them as not being able to belong. This demonstrates the mutually constitutive roles of place and identity in legitimising or resisting people's movement and belonging. © 2013 John Wiley & Sons, Ltd

    Estimating the Exposure–Response Relationships between Particulate Matter and Mortality within the APHEA Multicity Project

    Several studies have reported significant health effects of air pollution even at low levels of air pollutants, but in most of theses studies linear nonthreshold relations were assumed. We investigated the exposure–response association between ambient particles and mortality in the 22 European cities participating in the APHEA (Air Pollution and Health—A European Approach) project, which is the largest available European database. We estimated the exposure–response curves using regression spline models with two knots and then combined the individual city estimates of the spline to get an overall exposure–response relationship. To further explore the heterogeneity in the observed city-specific exposure–response associations, we investigated several city descriptive variables as potential effect modifiers that could alter the shape of the curve. We conclude that the association between ambient particles and mortality in the cities included in the present analysis, and in the range of the pollutant common in all analyzed cities, could be adequately estimated using the linear model. Our results confirm those previously reported in Europe and the United States. The heterogeneity found in the different city-specific relations reflects real effect modification, which can be explained partly by factors characterizing the air pollution mix, climate, and the health of the population
