    Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana kekuasan pemerintah daerah menuurut Undang-Undang Nomor 23 Tahun 2014 tentang pemerintahan daerah. Dengan menggunakan metode penelitian yuridis normatif, disimpulkan: 1. Kewenangan Pemerintah pusat dilaksanakan pada lokasi lintas daerah provinsi atau lintas negara,  yang penggunaan sumber dayanya lebih efisien bagi kepentingan nasional apabila dilakukan oleh Pemerintah Pusat. Urusan Pemerintahan yang menjadi kewenangan daerah provinsi lokasinya lintas daerah kabupaten/kota dan penggunaan sumber dayanya lebih efisien apabila dilakukan oleh daerah provinsi. Urusan Pemerintahan yang menjadi kewenangan Daerah kabupaten/kota, lokasinya dalam Daerah kabupaten/kota yang manfaat atau dampak negatifnya hanya dalam Daerah kabupaten/kota; dan penggunaan sumber dayanya lebih efisien apabila dilakukan oleh daerah kabupaten/kota. 2. Klasifikasi urusan pemerintah perlu dilaksanakan sesuai pengaturan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, agar tidak terjadi tumpang tindih kewenangan berkaitan dengan merupakan urusan pemerintahan yang dibagi antara pemerintah pusat dan daerah provinsi dan Daerah kabupaten/kota.     A new compilation of stomach content data for commercially-important pelagic fish species in the Northeast Atlantic

    There is increasing demand for information on predator–prey interactions in the ocean as a result of legislative commitments aimed at achieving sustainable exploitation. However, comprehensive data sets are lacking for many fish species and this has hampered development of multispecies fisheries models and the formulation of effective food-web indicators. This work describes a new compilation of stomach content data for five pelagic fish species (herring, blue whiting, mackerel, albacore and bluefin tuna) sampled across the northeast Atlantic and submitted to the PANGAEA open-access data portal (www.pangaea.de). We provide detailed descriptions of sample origin and of the corresponding database structures. We describe the main results in terms of diet composition and predator–prey relationships. The feeding preferences of small pelagic fish (herring, blue whiting, mackerel) were sampled over a very broad geographic area within the North Atlantic basin, from Greenland in the west, to the Lofoten Islands in the east and from the Bay of Biscay northwards to the Arctic. This analysis revealed significant differences in the prey items selected in different parts of the region at different times of year. Tunas (albacore and bluefin) were sampled in the Bay of Biscay and Celtic Sea. Dominant prey items for these species varied by location, year and season. This data compilation exercise represents one of the largest and most wide-ranging ever attempted for pelagic fish in the North Atlantic. The earliest data included in the database were collected in 1864, whereas the most recent were collected in 2012.     PROBLEMS OF INTERNALLY DISPLACED JUNIOR SECONDARY SCHOOL STUDENTS IN INTERNALLY DISPLACED PERSONS CAMPS, MAIDUGURI METROPOLIS, BORNO STATE, NIGERIA

    This study assessed problems of internally displaced Junior Secondary School Students in Maiduguri IDPs camps Borno State, Nigeria. The one research questions and one null hypothesis were formulated to guide the study. Survey research design was adapted for the study. Five IDPs Camps were sampled, with the population of 2,369 of which 1,075 were males and 1,294 were females. Stratified random sampling technique was used to obtain 222 males and 275 females. Research instruments were used for data collection, which was developed by the researcher with the help of the supervisor and assistance from an expert in Measurement and Evaluation Department of Social Science Education, University of Maiduguri. The data collected was describe using descriptive statistics of frequency counts and percentages in answering the research questions while chi-square was used in testing the null hypotheses at 0.05 level of significance. The results revealed that the displaced students were faced with educational, health and challenges of basic needs. The study also found that there was significant gender difference in problems of displaced Junior Secondary School Students in Maiduguri IDPs Camps. The study also concluded that female’s students experienced more psychological problems compared to male students. It, therefore, recommended that Counselling Association of Nigeria (CASSON) Borno State chapter should be visiting the IDPs camps to interact and providing counselling services to the IDPs and also if there is need of referral, they should refer them to appropriate bodies.     Bentor di Talaud menjadi moda transportasi utama warga Kabupaten Kepulauan Talaud sejak tahun 2013. Pada awalnya diperkenalkan oleh para pendatang dari Jawa. Manfaat bentor sangat efektif sebagai moda angkutan dan semakin di minati warga Talaud. Hal ini sejalan dengan peningkatan kebutuhan masyarakat dibidang jasa transportasi. Saat ini bentor hampir semuanya dibuat di Talaud yaitu di bengkel-bengkel sekitar Melonguane. Jumlah bentor di Talaud belum ada data resmi dari pemeritah daerah, namun di perkirakan sudah ratusan unit bentor yang ada di Talaud. Pada awal tahun 2020 dunia tengah dilanda wabah virus Corona atau Covid-19. Virus ini bagai teror besar bagi seluruh umat manusia, mulai dari negara maju hingga negara berkembang telah terjangkit virus yang kini telah ditetapkan oleh WHO sebagai pandemic sehingga berdampak juga pada penurunan pegerakan moda transportasi khususnya bentor yang ada di Talaud. Pandemi Covid -19 memaksa Pebentor melakukan adaptasi sosial dengan perubahan yang yang terjadi. Pertama, memaknai pekerjaan sekarang sebagai profesi karena pada ujungnya bisa dapatkan langsung uang tunai. Kedua, pelayanan harus maksimal dalam arti memuaskan pelanggan dengan menjamin rasa aman dan selamat sampai tujaun Penelitian ini menggunakan pendekatan deskripsi kualitatif dan tujuan Penelitian, yakni; menjelaskan Covid 19 membatasi mobilitas sosial masyarakat, menjelaskan adaptasi masyarakat masa pandemi Covid 19, menjelaskan adaptasi Sopir Bentor masa pandemi Covid 19. Hasil penelitian menunjukkan pandemi Covid -19 memaksa Pebentor melakukan adaptasi sosial dengan perubahan yang yang terjadi dalam menggunakan uang dengan terencana dan menentukan skala prioritas karena pendapatan berkurang sangat signifikan. Sebelum Covid 19 pendapatan di atas Rp.200.000, (dua ratus ribu rupiah), setelah pandemi Covid-19 pendapatan sekitar Rp.100.000 (seratus ribu rupiah).     Effect of Nucart VG (Boswellia serrata in combination with veg glucosamine sulphate) in comparison with glucosamine sulphate to improve quality of life of knee osteoarthritis patients: a randomized controlled trial

    Background: Boswellia serrata has been proved to be an effective and safe herb for the treatment of osteoarthritis (OA). This study aims at assessing the synergistic effect of this herb with vegetarian glucosamine sulphate, a nutritional supplement, on knee osteoarthritis using quality of life indicators.Methods: This was an open label, parallel group randomized trial of 12-week duration. Sixty-six subjects were equally randomized to two treatment arms: Boswellia serrata extract (600 mg) and glucosamine (750 mg) [Nucart VG]; and glucosamine sulphate (market comparator) 750 mg. Patients were administered 1 tablet twice-a-day post-meal for three months. Efficacy of treatment was measured on primary end-points like EuroQol-5D (EQ-5D) (health status indicator), visual analogue scale (VAS) and Western Ontario and McMaster Universities osteoarthritis index (WOMAC) scale (pain indicators), while safety was measured in terms of vital parameters. Both intention-to-treat (ITT) and per-protocol (PP) analyses were performed for comparing scores between the two groups.Results: The baseline characteristics of patients between two groups were insignificantly different (p>0.05). In ITT analysis, the health status (EQ-5D score) of patients in Nucart VG group improved significantly than the comparator group at follow up 2 (p=0.037) and showed further improvement at follow up 3 (p=0.012). The pain indicators i.e. VAS and WOMAC scores were significantly lower in Nucart VG group right from follow up 1 till follow up 3 (p<0.05). Similar were the observations during PP analysis.Conclusions: Nucart VG is beneficial for the treatment of mild to moderate knee OA, as inferred from the functional and health status assessment

    Human trafficking is a global challenge especially in the 21stCentury. Nigeria like most developing countries is doing its best in addressing the menace of child trafficking. In view of the fact that religious institutions are highly respected in Nigeria, this paper intends to adopt a doctrinal methodology in examining the menace of child trafficking in Nigeria, by using the perspective of Islam and Christianity. Moreover, also seeing the role that can be played by the Supreme Council of Islamic Affairs and the Christian Association of Nigeria in the crusade against child trafficking in Nigeria Perdagangan manusia merupakan sebuah tantangan global pada abad ke-21. Sebagaimana negara berkembang pada umumnya, Nigeria melakukan upaya yang terbaik guna menangani ancaman perdagangan anak. Mengingat bahwa institusi keagamaan sangat dihormati di Nigeria, artikel ini bermaksud untuk mengadopsi metodologi doktrin dalam mengkaji ancaman perdagangan anak di Nigeria, melalui perspektif agama Islam dan agama Kristen perihal perdagangan anak.     Groundwater recharge from heavy rainfall in the southwestern Lake Chad Basin: evidence from isotopic observations

    We examine groundwater recharge processes and their relationship to rainfall intensity in the semi-arid, southwestern Lake Chad Basin of Nigeria using a newly compiled database of stable isotope data (δ2H, δ18O) from groundwater and rainfall. δ18O signatures in groundwater proximate to surface waters are enriched in 18O relative to regional rainfall and trace focused groundwater recharge from evaporated waters via ephemeral river discharge and Lake Chad; groundwater remote from river channels is comparatively depleted and associated with diffuse recharge, often via sand dunes. Stable isotope ratios of O and H (δ2H, δ18O) in groundwater samples regress to a value along the local meteoric waterline that is depleted relative to weighted mean composition of rainfall, consistent with rainfall exceeding the 60th percentile of monthly precipitation intensity. The observed bias in groundwater recharge to heavy monthly rainfall suggests that the intensification of tropical rainfall under global warming favours groundwater recharge in this basin

    Interannual variability of the South Atlantic Ocean heat content in a high-resolution versus a low-resolution general circulation model

    High- and low-resolution coupled climate model simulations are analyzed to investigate the impact of model resolution on South Atlantic Ocean Heat Content (OHC) variability at interannual time scale and the associated physical mechanisms. In both models, ocean heat transport convergence is the main driver of OHC variability on interannual time scales. However, the origin of the meridional heat transport (MHT) convergence anomalies differs in the two models. In the high-resolution model, OHC variability is dominated by MHT from the south. This is in contrast to the low-resolution model, where OHC variability is largely controlled by MHT from the north. In the low-resolution simulation, both the Ekman and geostrophic transports contribute to the OHC variability, whereas in the high-resolution model, the geostrophic transport dominates. These differences highlight the importance of model resolution to appropriately represent ocean dynamics in the South Atlantic Ocean and associated impacts on regional and global climate. © 2020.     Unscreened Coulomb repulsion in the one dimensional electron gas

    A tight binding model of electrons interacting via bare Coulomb repulsion is numerically investigated by use of the Density Matrix Renormalization Group method which we prove applicable also to very long range potentials. From the analysis of the elementary excitations, of the spin and charge correlation functions and of the momentum distribution, a picture consistent with the formation of a one dimensional "Wigner crystal" emerges, in quantitative agreement with a previous bosonization study.
