The political economy of competitiveness and social mobility
Social mobility has become a mainstream political and media issue in recent years in the United Kingdom. This article suggests that part of the reason for this is that it can serve as a mechanism to discuss policy concerns that appear to be about social justice without questioning important aspects of neo-liberal political economy. The article charts the policy rhetoric on social mobility under both New Labour and the current Coalition Government. It is argued first that under New Labour the apparent commitment to social mobility was in fact subsumed beneath the pursuit of neo-liberal competitiveness, albeit imperfectly realised in policy. Second, the article suggests that under the Coalition Government the commitment to raising levels of social mobility has been retained and the recently published Strategy for Social Mobility promises that social mobility is what the Coalition means when it argues that the austerity programme is balanced with ‘fairness’. Third, however, the Strategy makes clear that the Coalition define social mobility in narrower terms than the previous government. It is argued here that in narrowing the definition the connection with the idea of competitiveness, while still clearly desirable for the Coalition, is weakened. Fourth, a brief analysis of the Coalition's main policy announcements provides little evidence to suggest that even the narrow definition set out in the Strategy is being seriously pursued. Fifth, the international comparative evidence suggests that any strategy aimed at genuinely raising the level of social mobility would need to give much more serious consideration to narrowing levels of inequality. Finally, it is concluded that when considered in the light of the arguments above, the Strategy for Social Mobility – and therefore ‘Fairness’ itself – is merely a discursive legitimation of the wider political economy programme of austerity
Exploring trends and challenges in sociological research
This is the first e-special issue for the journal Sociology and its chosen focus is the article ‘The coming crisis of empirical sociology’ by Savage and Burrows (2007). This article challenged sociologists with a variety of questions about the role, relevance and methodological opportunities for sociological research in the 21st century. On publication it stoked the already charged debates on a public sociology (Burawoy, 2004), the role of publicly funded research (ESRC, 2009) and relevance of sociological research in an age of burgeoning social media (Brewer and Hunter, 2006). This e-special provides a reprise of these debates and explores relevant papers in Sociology, as well as alerting readers to recurring themes and new directions on the topic of methods and social research
The social geography of childcare: 'making up' the middle class child
Childcare is a condensate of disparate social forces and social processes. It is gendered and classed. It is subject to an excess of policy and political discourse. It is increasingly a focus for commercial exploitation. This is a paper reporting on work in progress in an ESRC funded research project (R000239232) on the choice and provision of pre-school childcare by middle class (service class) families in two contrasting London locations. Drawing on recent work in class analysis the paper examines the relationships between childcare choice, middle class fractions and locality. It suggests that on the evidence of the findings to date, there is some evidence of systematic differences between fractions in terms of values, perspectives and preferences for childcare, but a more powerful case for intra-class similarities, particularly when it comes to putting preferences into practice in the 'making up of a middle class child' through care and education
The Direct Effect of Social Origins on Social Mobility Chances:‘Glass Floors’ and ‘Glass Ceilings’ in Britain
In this article we pursue, using appropriate British birth cohort data, various issues that arise from recent research into the ‘direct’ effect of social origins on individuals’ social mobility chances: i.e. the effect that is not mediated by education and that can be seen as giving rise to non-meritocratic ‘glass
floors’ and ‘glass ceilings’. We show that if educational level is determined at labour market entry,
class destinations are significantly associated with class origins independently of education.
However, we go on to investigate how far the direct effect may be underestimated by an insufficiently
comprehensive treatment of social origins, and also how far it may be overestimated by a failure to
take into account the effects of later-life education and resulting changes in individuals’ relative qualification levels. Finally, having arrived at our best estimates of the extent of the direct effect, we seek to
identify factors that mediate it. While individuals’ cognitive ability and sense of locus of control prove
to play some part, reported parental help in the labour market does not appear to be of any great importance. Some implications of our findings both for further research and for the ideal of an
education-based meritocracy are considered

Employment relations and social stratification in contemporary urban China: does Goldthorpe’s class theory still work?
Goldthorpe’s class theory suggests that social class arises from employment relations in industrialised societies. This article assesses whether class in urban China can be approached from the same perspective by addressing three issues: 1) whether employment relations can capture China’s class structure, 2) how differently class is shaped by occupational structure in China, and 3) how useful class is to help us understand income inequality. Based on a recent Chinese social survey, the analysis finds three clusters of Chinese employees that fit into the ‘service’, ‘intermediate’ and ‘labour contract’ class typologies suggested by Goldthorpe’s class theory. Also, there is evidence that class links to occupational structures in a similar way between Chinese and Western societies. Finally class, when directly measured from employment relations, displays a reasonable degree of explanatory power for inter-class income inequality whereas the Goldthorpe class classification fails to differentiate between intermediate and labour class positions
Consumption caught in the cash nexus.
During the last thirty years, ‘consumption’ has become a major topic in the study of contemporary culture within anthropology, psychology and sociology. For many authors it has become central to understanding the nature of material culture in the modern world but this paper argues that the concept is, in British writing at least, too concerned with its economic origins in the selling and buying of consumer goods or commodities. It is argued that to understand material culture as determined through the monetary exchange for things - the cash nexus - leads to an inadequate sociological understanding of the social relations with objects. The work of Jean Baudrillard is used both to critique the concept of consumption as it leads to a focus on advertising, choice, money and shopping and to point to a more sociologically adequate approach to material culture that explores objects in a system of models and series, ‘atmosphere’, functionality, biography, interaction and mediation
Social mobility from a comparative perspective between Europe and Latin America
Production of INCASI Project H2020-MSCA-RISE-2015 GA 691004This chapter presents a review of the analysis of social mobility in the international sphere (Europe and Latin America), with a particular focus on the partner countries of the INCASI network. To date, few studies have linked nations whose economic and social aspects are so dissimilar. As is usual in the specialized literature, the relationship between social origin and class destination is addressed. This is done by noting the comparisons made across the geographical areas. We review the analyses that have been made of the evolution of social fluidity as well as the distance between social classes within each country and the comparisons made between them. We compare the main theories that have inspired the study of social mobility to date: modernization theory, which predicts an increase in relative mobility rates, and invariance theory, which postulates the constancy of social fluidity. Special attention is devoted to the role played by the family, the state and the market in late industrialized countries. We study the difficulties for social change, i.e. upward mobility from one class to another, as well as the likelihood of reproduction in comparative terms. To do so, we link these mechanisms with the AMOSIT model. The advances in methodology, techniques, theory and data processing are highlighted
Guidance and Control Design for High-Speed Rollout and Turnoff (ROTO)
A ROTO architecture, braking and steering control law and display designs for a research high speed Rollout and Turnoff (ROTO) system applicable to transport class aircraft are described herein. Minimum surface friction and FMS database requirements are also documented. The control law designs were developed with the aid of a non-real time simulation program incorporating airframe and gear dynamics as well as steering and braking guidance algorithms. An attainable objective of this ROTO system, as seen from the results of this study, is to assure that the studied aircraft can land with runway occupancy times less then 53 seconds. Runway occupancy time is measured from the time the aircraft crosses the runway threshold until its wing tip clears the near side of the runway. Turnoff ground speeds of 70 knots onto 30 degree exits are allowed with dry and wet surface conditions. Simulation time history and statistical data are documented herein. Parameters which were treated as variables in the simulation study include aircraft touchdown weight/speed/location, aircraft CG, runway friction, sensor noise and winds. After further design and development of the ROTO control system beyond the system developed earlier, aft CG MD-11 aircraft no longer require auto-asymmetric braking (steering) and fly-by-wire nose gear steering. However, the auto ROTO nose gear hysteresis must be less than 2 degrees. The 2 sigma dispersion certified for MD-11 CATIIIB is acceptable. Using this longitudinal dispersion, three ROTO exits are recommended at 3300, 4950 and 6750 feet past the runway threshold. The 3300 foot exit is required for MD-81 class aircraft. Designs documented in this report are valid for the assumptions/models used in this simulation. It is believed that the results will apply to the general class of transport aircraft; however further effort is required to validate this assumption for the general case
