    Intra-molecular coupling as a mechanism for a liquid-liquid phase transition

    We study a model for water with a tunable intra-molecular interaction JσJ_\sigma, using mean field theory and off-lattice Monte Carlo simulations. For all Jσ≄0J_\sigma\geq 0, the model displays a temperature of maximum density.For a finite intra-molecular interaction Jσ>0J_\sigma > 0,our calculations support the presence of a liquid-liquid phase transition with a possible liquid-liquid critical point for water, likely pre-empted by inevitable freezing.     This article investigates prime ministers’ communication strategies during the most recent economic crisis in Europe. It argues that when electoral risk is high but governments’ policy options are severely limited, prime ministers will use specific communication strategies to mitigate electoral risks. Two such communication strategies are analysed – issue engagement and blame shifting – by applying state‐of‐the‐art quantitative text analysis methods on 5,553 speeches of prime ministers in nine European Union member states. Evidence is found for both strategies. Prime ministers talk about the economy more in response to both high (domestic) unemployment and low (domestic) gross domestic product growth. Furthermore, it is found that the (domestic) unemployment rate is the most consistent predictor of blame shifting: as the domestic unemployment rate goes up, this is followed by an increase in blame shifting towards banks, Greece and the Troika of the European Commission, the European Central Bank and the International Monetary Fund

    Central precocious puberty in a girl with triple X syndrome and neonatal diabetes mellitus associated with paternal isodisomy of chromosome 6

    We describe a girl with triple X syndrome and paternal isodisomy of chromosome 6 (UPD6), who developed neonatal diabetes mellitus (NDM) and precocious puberty. At birth she presented growth retardation and congenital anomalies (ventricular septal defect, macroglossia, umbilical hernia). Diabetes mellitus (DM) was diagnosed at 31 days of life and treated with insulin for 13 months. DM recurred at 4 years of age and since that time it required insulin, in spite of preserved beta-cell function. Tall stature was present from early childhood. At 7 years of age the girl presented central precocious puberty, height velocity further increased, but her near-final height was normal. This patient is unique in that precocious puberty has never been described in triple X females. Moreover it is a further example of paternal UPD6 causing NDM with a predisposition to type 2 DM in later life

    Current ongoing industry revolution demands more flexible products, including robots in household environments and medium-scale factories. Such robots should be able to adapt to new conditions and environments and be programmed with ease. As an example, let us suppose that there are robot manipulators working on an industrial production line and that they need to perform a new task. If these robots were hard coded, it could take days to adapt them to the new settings, which would stop production at the factory.     Gondwanide continental collision and the origin of Patagonia

    A review of the post-Cambrian igneous, structural and metamorphic history of Patagonia, largely revealed by a five-year programme of U–Pb zircon dating (32 samples), geochemical and isotope analysis, results in a new Late Palaeozoic collision model as the probable cause of the Gondwanide fold belts of South America and South Africa. In the northeastern part of the North Patagonian Massif, Cambro-Ordovician metasediments with a Gondwana provenance are intruded by Mid Ordovician granites analogous to those of the Famatinian arc of NW Argentina; this area is interpreted as Gondwana continental crust at least from Devonian times, probably underlain by Neoproterozoic crystalline basement affected by both Pampean and Famatinian events, with a Cambrian rifting episode previously identified in the basement of the Sierra de la Ventana. In the Devonian (following collision of the Argentine Precordillera terrane to the north), the site of magmatism jumped to the western and southwestern margins of the North Patagonian Massif, although as yet the tectonics of this magmatic event are poorly constrained. This was followed by Early Carboniferous I-type granites representing a subduction-related magmatic are and Mid Carboniferous S-type granites representing crustal anatexis. The disposition of these rocks implies that the North Patagonian Massif was in the upper plate, with northeasterly subduction beneath Gondwana prior to the collision of a southern landmass represented by the Deseado Massif and its probable extension in southeastern Patagonia. This ‘Deseado terrane’ may have originally rifted off from a similar position during the Cambrian episode. Intense metamorphism and granite emplacement in the upper plate continued into the Early Permian. Known aspects of Late Palaeozoic sedimentation, metamorphism, and deformation in the Sierra de la Ventana and adjacent Cape Fold Belt of South Africa are encompassed within this model. It is also compatible with modern geophysical and palaeomagnetic data that do not support previous hypotheses of southward-directed subduction and collision along the northern limit of Patagonia. Subsequent Permian break-off of the subducted plate, perhaps with delamination of the lower part of the upper plate, allowed access of heat to the overlying Gondwana margin and resulted in voluminous and widespread silicic plutonism and volcanism throughout Permian and into Triassic times. Thus the new model addresses and attempts to explain three long-standing geological enigmas—the origin of the Gondwanide fold belts, the origin of Patagonia, and the cause of widespread Permian silicic magmatism (Choiyoi province) in southern South America. Differing significantly from previous models, it has new implications for the crustal structure, mineral resources, and plant and animal distribution in this part of Gondwana, since the southern landmass would have had an independent evolution throughout the Early Palaeozoic

    Institutional constraints on profligate politicians: the conditional effect of partisan fragmentation on budget deficits

    The literature on the common pool resource problem in budgeting has thus far not explored the likely interaction between size fragmentation (the number of decision makers) and procedural fragmentation (the structure of the process in which they interact).The argument put forward in this article is that the effects of these two types of fragmentation should not be additive, but multiplicative, because theory suggests that the impact of size fragmentation on fiscal policy is conditional on the extent of procedural fragmentation. Using panel data for 57 countries over the period of 1975 to 1998, the author empirically investigates this interaction in the legislative context and finds strong evidence that partisan fragmentation is associated with higher deficits only when it is not moderated by limits on parliamentary amendment authority

    Before wage-pushfulness can be empirically related to the organizational structure of trade unions, the framework conditions that determine their perceived set of options must be adequately conceptualized. Although rising union density tends to increase wage pressure, the greater 'encompassingness' of labour movements has a moderating effect. In addition, unemployment and the policy choices of the political authorities create incentives and constraints which shape union responses. The counteracting forces of density and concentration are presented in an interactive model based on data from 20 OECD countries for 1970-96. The article presents statistical evidence suggesting that wage-pushfulness depends on the specific constellation of density, concentration and the extent to which the political authorities are prepared to accommodate wage pressure

    Provenance variations in the Late Paleozoic accretionary complex of central Chile as indicated by detrital zircons

    We present detrital zircon UPb SHRIMP age patterns for the central segment (34–42°S) of an extensive accretionary complex along coastal Chile together with ages for some relevant igneous rocks. The complex consists of a basally accreted high pressure/low temperature Western Series outboard of a frontally accreted Eastern Series that was overprinted by high temperature/low pressure metamorphism. Eleven new SHRIMP detrital zircon age patterns have been obtained for meta-turbidites from the central (34–42°S) segment of the accretionary complex, four from previously undated metamorphic complexes and associated intrusive rocks from the main Andean cordillera, and three from igneous rocks in Argentina that were considered as possible sediment source areas. There are no Mesozoic detrital zircons in the accretionary rocks. Early Paleozoic zircons are an essential component of the provenance, and Grenville-age zircons and isolated grains as old as 3 Ga occur in most rocks, although much less commonly in the Western Series of the southern sector. In the northernmost sector (34–38°30â€ČS) Proterozoic zircon grains constitute more than 50% of the detrital spectra, in contrast with less than 10% in the southern sector (39–42°S). The youngest igneous detrital zircons in both the northern Western (307 Ma) and Eastern Series (345 Ma) are considered to closely date sedimentation of the protoliths. Both oxygen and LuHf isotopic analyses of a selection of Permian to Neoproterozoic detrital zircon grains indicate that the respective igneous source rocks had significant crustal contributions. The results suggest that Early Paleozoic orogenic belts (Pampean and Famatinian) containing material recycled from cratonic areas of South America supplied detritus to this part of the paleo-Pacific coast. In contrast, in the southern exposures of the Western Series studied here, Permian detrital zircons (253–295 Ma) dominate, indicating much younger deposition. The northern sector has scarce Early to Middle Devonian detrital zircons, prominent south of 39°S. The sedimentary protolith of the northern sector was probably deposited in a passive margin setting starved of Devonian (Achalian) detritus by a topographic barrier formed by the Precordillera, and possibly Chilenia, terranes. Devonian subduction-related metamorphic and plutonic rocks developed south of 39°S, beyond the possible southern limit of Chilenia, where sedimentation of accretionary rocks continued until Permian times
