    How can the context affect policy decision-making: the case of climate change mitigation policies in the Greek building sector

    The influence of context dynamics in the course of the climate change mitigation policy instruments’ (PIs) deployment cycle, usually causes a need for policy adaptation mechanisms to ensure that policies can meet the sector needs efficiently and effectively. In this paper, we argue that important contextual factors are the ones that are perceived to have a great impact over policy effectiveness by key related actors. By examining more thoroughly those effects over PIs, as perceived by policy and market actors, useful feedback on observed policy adaptations can be highlighted. In this context, the aim of this paper is to present a conceptual framework which seeks to investigate the impact of key external factors on policy decision-making. This framework is then applied to policies intended to foster sustainability in the Greek building sector. Contextual parameters that are influential over the effectiveness of the national energy conservation measures are identified through a stakeholder survey. Cluster analysis is then employed for the elicitation of three distinct decision-making priorities’ scenarios. General macroeconomic trends, energy costs, characteristics of the building sector and socio-institutional factors are prioritized differently from various types of actors and induce certain types of PI changes. Distinguishing among the different types of PI change can help explain better under which contextual circumstances policy adaptations occur and provide guidance to other policy makers when found in similar decisional contexts

    Identification of climate policy knowledge needs: a stakeholders consultation approach

    Purpose - The purpose of this paper is to identify knowledge gaps on insinuations of possible directions of European Union (EU) and international climate policies. Design/methodology/approach - This study has used participatory approach of highly experienced stakeholders’ engagement, involved directly or indirectly in the process of policymaking. A range of priority issues has been initially identified through desk analysis and key stakeholders have been selected and invited to partake in the process. Preliminary results have been validated through interaction with stakeholders during a series of workshops. Findings - The results show the identification of a series of sectors, where climate policy is expected to focus in the future and the definition of 11 specific topics upon which knowledge gaps are expected to appear. Results on the identified knowledge needs are analysed and categorized by each prioritized main topic and compared with literature findings. Emphasis is identified to be placed on the topics of renewable energy, EU climate policy and international climate negotiations, which are the most popular ones, followed by energy policy and energy efficiency. Originality/value - A key element of the approach is the consideration of key experts’ feedback on their specific area of expertise, instead of general public engagement, therefore leading to accurate results. Despite the fact that our approach was applied to a specific problem, the overall analysis could provide a framework for supporting applications in various problems in the field of priorities’ identification and even expanding to decision-making problems

    textabstractThe main objective of this article is to assess the priorities of local governments (LGs) in Europe regarding climate change mitigation technologies evaluation in the electricity sector and to provide important insights for energy policy design. The study applies a hybrid weighting methodology to elicit LGs' preferences in a constructive and iterative way regarding the evaluation criteria of low-carbon energy technologies. Furthermore, the study employs three data collection and preference elicitation methods, namely: survey, workshop, and webinar. The study was conducted across thirty one (31) European LGs that were categorized according to three variables: population size, geographical region and gross domestic product (GDP) per capita. The analysis shows that "CO2 emissions" is the most important criterion among European LGs, followed by "mortality and morbidity" and "ecosystem damages". The results illustrate the potential synergies of climate and energy policies for addressing both CO2 emissions and air pollution. It was also found, based on a correlation analysis, that LGs with higher GDP per capita tend to provide higher weights to criteria related to security of energy supply and technological innovation. The current study provides insights on the actual LGs' priorities that are important to consider during low-carbon energy technologies evaluation and energy policy design. Interestingly, the results of the European LGs' preferences clearly show that the EU climate policy objectives have reached different levels of governance-and at this particular case, the local level. Furthermore, the developed methodology could be applied at different geographical regions to map other regions' LG priorities, but also at a group decision making context to elicit relevant stakeholders' preferences regarding low-carbon energy technologies and policy objectives

    Why energy models should integrate social and environmental factors : Assessing user needs, omission impacts, and real-word accuracy in the European Union

In recent years, such models have been criticised for being overly techno-centred and ignoring environmental and social factors of the energy transition. Here, we explore and illustrate the impact of ignoring such factors by comparing model results to model user needs and real-world observations. We firstly identify concrete user needs for better representation of environmental and social factors in energy modelling via interviews, a survey and a workshop. Secondly, we explore and illustrate the effects of omitting non-techno-economic factors in modelling by contrasting policy-targeted scenarios with reality in four EU case study examples. We show that by neglecting environmental and social factors, models risk generating overly optimistic and potentially misleading results, for example by suggesting transition speeds far exceeding any speeds observed, or pathways facing hard-to-overcome resource constraints. As such, modelled energy transition pathways that ignore such factors may be neither desirable nor feasible from an environmental and social perspective, and scenarios may be irrelevant in practice. Finally, we discuss a sample of recent energy modelling innovations and call for continued and increased efforts for improved approaches that better represent environmental and social factors in energy modelling and increase the relevance of energy models for informing policymaking

    Preferences matter: A constructive approach to incorporating local stakeholders' preferences in the sustainability evaluation of energy technologies

    This research paper aims at developing and applying a constructive weighting methodology for the elicitation of local stakeholders' preferences regarding a set of sustainability evaluation criteria during the assessment of low-carbon energy technologies. The overall methodology has been applied and tested for the sustainability evaluation of selected low-carbon energy technologies in Europe from a local stakeholders' perspective. The researchers applied a constructive weighting methodology based on different Multiple Criteria Analysis (MCA) techniques to test the consistency of stakeholders' preferences. The methodology was piloted based on a small-scale European local stakeholders' survey within the framework of Covenant CapaCITY, an Intelligent Energy Europe project that supports the development of Sustainable Energy Action Plans (SEAPs). It became evident that the local stakeholders who participated placed high priorities on aspects such as CO2eq emissions reduction, ecosystem damages reduction, and resilience to climate change during the evaluation of low-carbon energy technologies. Considering the overall energy technologies assessment, wind off-shore, solar PV, hydropower, and wind on-shore achieved the highest scores and better reflected the priorities of local stakeholders considering a large set of multiple sustainability criteria. The high number of criteria led to some inconsistencies of stakeholders' preferences, confirming the need for consistency checks and/or combining different methods of preference elicitation

    Types of Corruption in Small and Micro Enterprises (SMEs) in Ibadan, Nigeria

    Corruption is a phenomenon that manifests in various types and forms especially among operators of Small and Micro Enterprises (SMEs). Many actions of the operators which constitute corrupt practices often tend to be overlooked in spite of their grave consequences for the success SMEs in Nigeria. The fight against corruption in Nigeria is more concentrated in the formal sector. This study was, therefore, designed to investigate various forms in which corrupt practices are carried out among Small and Micro Enterprises in Ibadan, Nigeria. Business owners, their employees, apprentices and consumers constituted the study population. Primary data were collected using questionnaire administered on 200 business owners, 150 employees and 150 apprentices randomly chosen in five business districts in Ibadan; and the conduct of 10 in-depth interviews with purposively selected participants. Quantitative data were analysed at uni-variate level using simple percentages and frequencies while qualitative data were content analysed. Findings from the study revealed that corrupt practices were rampant among actors in SMEs and the common types of corrupt practices included stealing (60%), deception of customers (78.4%), tax evasion (62%), sale of fake products (76%), sale of expired products (65.2%), tampering with measurement scales (69.6%), bribery (82.4%), and poor service delivery (73%). The study concludes that the level of corruption in SMEs calls for concern and government should extend the fight against corruption to the informal sector in Nigeria

    Will climate mitigation ambitions lead to carbon neutrality? An analysis of the local-level plans of 327 cities in the EU

    Cities across the globe recognise their role in climate mitigation and are acting to reduce carbon emissions. Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. The methods, data, results and analysis of this study can serve as a reference and baseline for tracking climate mitigation ambitions across European and global cities

    A Sectoral Micro-Economic Approach to Scenario Selection and Development: The Case of the Greek Power Sector

    Generating policy-relevant scenarios is instrumental for understanding and developing policy measures. These are especially relevant to the power sector. Practitioners have been working on policy-relevant scenarios for the ex-ante assessment of policy measures in a meaningful way for end-users related to climate change mitigation and adaptation strategies. This paper presents a method for generating such policy relevant scenarios by focusing on the actor-contingent elements of the scenarios, i.e., the developments that are within the control of system actors to change or bring about. Several scenario techniques focusing on systematic-formalized or quantitative approaches have been published on this front over the past few years. Here, we introduce a methodology that is best suited for the assessment of the expected effect of different policy measures on the involved stakeholders’ behavior as well as for the analysis of the interactions between different policy measures as reflected on their impact on the strength and direction of the provided incentives. The applicability of our methodology is demonstrated for the case of the Greek power market. It was further evaluated in view of the challenges related to the issues of generation capacity adequacy and increased fiscal deficit. The strategic implications of the proposed approach concern the demonstration of the benefits from adopting a policy assessment methodology that focus on stakeholder expectations and interactions

    Assessing low-carbon energy technologies against sustainability and resilience criteria: results of a European experts survey

    The aim of this article is the assessment of low-carbon energy technologies in Europe against a set of sustainability and resilience criteria. The assessment was based on a survey that was conducted among 40 European experts. Solar Photovoltaic was the technology that proved to achieve high performance against many criteria, whereas nuclear was assessed by the experts with relatively low performance against most of the criteria. Furthermore, it became evident that there is high degree of convergence between the experts, and therefore high degree of confidence, on specific aspects such as the high level of public resistance against Nuclear and the low stability of energy generation of wind onshore. The experts had major disagreements on the performance of carbon capture and storage (CCS) technologies against technological maturity and innovative ability criteria, which reveals a high degree of uncertainty on how CCS will be deployed in the future, pointing out a direction for future research
