Rett hjelp til rett tid: Kunnskapsgrunnlag for rusmelding, Oslo kommune
Kunnskapsgrunnlaget for rusmeldingen er basert pÄ erfaringsbasert kompetanse, praksiskompetanse og forskningsbasert kunnskap. Velferdsetaten har lagt til rette for en bred og inkluderende prosess i Oslo kommune som har involvert brukere og brukerorganisasjoner, pÄrÞrende og pÄrÞrendeorganisasjoner, bydeler, etater, spesialisthelsetjeneste, frivillige- og ideelle organisasjoner, fagorganisasjoner, politi og fengselsvesen samt fag- og kompetansemiljÞer. Anbefalingene er basert pÄ denne helheten. Tiltak og satsinger som blir satt i verk pÄ bakgrunn av rusmeldingen mÄ evalueres for Ä sikre at mÄlene nÄs. Metoder og tiltak skal baseres pÄ kunnskapsbaserte metoder, og rus og psykisk helse bÞr sees i sammenheng. Gjennom statlige fÞringer som veiledere og retningslinjer, beskrives satsinger innenfor forebyggende arbeid og rusarbeid i tillegg til forskningsbasert kunnskap om forebyggende arbeid, tidlig innsats, behandling, rehabilitering og ettervern.
Kommunens ressurser innen rusfeltet bÞr mÄlrettes slik at det gir best effekt for brukeren og optimal ressursutnyttelse for kommunen. Dette innebÊrer mer innsats i bydel, styrking av forebyggende tiltak og mindre bruk av institusjonsplasser for brukere som kan bo i egen bolig. Flere tjenester skal gis av bydel, og det mÄ sikres at ressurser og kompetanse fordeles slik at dette blir ivaretatt.
God livskvalitet forutsetter at grunnleggende behov er oppfylt. Alle har behov for et trygt sted Ä bo, meningsfullt innhold i hverdagen i form av arbeid, aktivitet og sosialt samvÊr. Det er avgjÞrende at alle opplever Ä vÊre en del av fellesskapet og fÄr mulighet til Ä bruke sine ressurser i nÊrmiljÞet, pÄ arbeidsplassen og i fritiden. Bydelene og de byomfattende etater mÄ legge til rette for et strukturert samarbeid mellom kommunale aktÞrer, frivillige og ideelle organisasjoner og bruker- og pÄrÞrendeorganisasjoner for Ä sikre tilstrekkelig arbeids- og aktivitetstilbud. Det mÄ legges til rette for brukermedvirkning, der brukers egne ressurser stÞttes under hele forlÞpet pÄ en slik mÄte at livskvalitet bedres og tilbudene tilpasses brukers behov. Alle brukere med behov for langvarige og sammensatte tjenester skal tilbys koordinator. Andre brukere bÞr fÄ tilbud om fast kontaktperson i bydel for Ä sikre tilstrekkelig og koordinert oppfÞlging. Koordinator og kontaktperson har ansvar for Ä motivere for, og utarbeide individuell plan sammen med bruker og andre aktuelle samarbeidspartnere. Elektronisk individuell plan bÞr benyttes som verktÞy.
PÄrÞrende, og da sÊrlig barn som pÄrÞrende til personer med rus eller psykiske helseutfordringer, har risiko for utvikling av helserelaterte problemer. Tilbudet til pÄrÞrende mÄ styrkes, og det mÄ vÊre enklere for pÄrÞrende Ä fÄ informasjon om eksisterende tilbud.
Hvordan man blir mĂžtt nĂ„r man blir tilbudt eller oppsĂžker hjelp er avgjĂžrende. For Ă„ fĂ„ koordinert hjelp mĂ„ flere instanser samordne og samarbeide om innsatsen. Det er derfor viktig at brukere, pĂ„rĂžrende og fagfolk har oppdatert informasjon om rettigheter og tjenestetilbud. Ă
bli mÞtt med forstÄelse og tillit, der tjenestemottaker og tjenesteapparatet er pÄ «samme lag» og man selv er med pÄ Ä bestemme retning er ifÞlge brukere og pÄrÞrende viktig for Ä etablere gode relasjoner. Dette gjelder ogsÄ for barn og unge.
Tidlig innsats er bÄde innsats tidlig i et barns liv, og/eller Ä gripe inn tidlig nÄr problemer oppstÄr eller avdekkes. I saker som gjelder barn og unge er det viktig at det er tydelig hvem og hvilken instans som har ansvaret slik at man forhindrer oppfÞlgingsbrudd. Bydelene bÞr ha en samhandlingsmodell og organisere seg pÄ en slik mÄte at ansvar tydeliggjÞres og hensiktsmessige tiltak iverksettes.
Barnehage, helsestasjon og skole er tjenester alle barn og unge og deres foreldre er i kontakt med. Disse kan i mange tilfeller vÊre fÞrste instans som kan se og intervenere tidlig. Krenkelser i barndommen gir Þkt risiko for sykdom og andre problemer i voksen alder. Alle som jobber med barn og unge trenger kompetanse/kunnskap om hvordan man hÄndterer bekymring. Det er gode erfaringer med Ä tilby tjenester med lav terskel innenfor begynnende psykisk helse og rusproblematikk hos barn og unge.
Bydelene og skolene mÄ samarbeide tett om rusforebygging i nÊrmiljÞet og i skolen. Ansatte i skolen og bydelene mÄ ha tett dialog og kjennskap til hverandre og barn og unges utfordringer i skolemiljÞet, og der de bor. Foresatte skal vÊre en del av skolens rusforebyggende arbeid.
Ungdom som ikke fullfÞrer videregÄende opplÊring og blir stÄende utenfor opplÊring og arbeid over tid, har Þkt risiko for varig utestenging fra arbeidslivet. Derfor er det svÊrt viktig Ä forebygge skolefrafall, og ha gode metoder for oppfÞlging hvis frafall er et faktum.
Alle bydeler/sektorer bÞr ha ambulante/oppsÞkende tjenester for barn og unge. Spesialisthelsetjenesten og bydelene mÄ samarbeide om dette. Alle bydeler bÞr ha varierte fritidstilbud for barn og unge, der alle uavhengig av sosial bakgrunn og Þkonomi kan delta. Eldre er en sÊrlig sÄrbar gruppe, og bydelene bÞr videreutvikle kompetanse om eldre, alkohol og legemidler. Tidlig intervensjon og screening er hensiktsmessige verktÞy. Flere mÄ fÄ tilbud om egnet bolig med tilpasset booppfÞlging. Det mÄ vÊre lik tilgang til bolig uavhengig av bydelstilhÞrighet. Mange som er i behandling TSB eller i fengsel har ikke bolig stÄende klar nÄr de er ferdig behandlet eller er ferdig med soning. Dette er svÊrt uheldig og Þker risikoen for tilbakefall.
Det mÄ sikres at brukeren fÄr rett behandling til rett tid ut fra den enkeltes behov og Þnsker. Overganger mellom ulike tjenester mÄ koordineres bedre. Overgang mellom tilbud i spesialisthelsetjenesten, fengsel og bydelene er for mange en sÄrbar fase. Det er viktig Ä fÞlge personer tettere opp i disse fasene. Tjenesteapparatet i kommunen mÄ vÊre involvert under behandling i spesialisthelsetjenesten. Bruker og brukerens behov mÄ legge fÞringer for hvilke tilbud som tilbys, og tjenestene bÞr organiseres og utformes i et bruker- og mestringsperspektiv. Det bÞr utformes operative samarbeidsavtaler mellom spesialisthelsetjenesten og kommunen for Ä sikre likere og mer forutsigbar samhandling. Oslo kommune og spesialisthelsetjenesten mÄ vÊre likeverdige samarbeidspartnere for Ä sikre at alle fÄr rett hjelp til rett tid.
Antall kommunale institusjonsplasser skal reduseres, og tilpasses personer med sÊrskilte problemer og utfordringer. Prioriterte grupper vil vÊre personer med dobbeltdiagnoser, eldre med somatiske tilleggsproblemer. I tillegg mÄ det omfatte akutt- og korttidsplasser. Tilbudene mÄ tilrettelegges slik at det er egne tilbud til kvinner, og det bÞr opprettholdes antall institusjonsplasser tilpasset unge/unge voksne med omfattende utfordringer og etablert rusproblem.
Sentrumsarbeidet bÞr viderefÞres, og samarbeidet mellom bydelene og instansene som arbeider i sentrum mÄ styrkes. Det mÄ etableres mÞteplasser, felles forstÄelse for arbeidsmetoder og konkret samarbeid rundt den enkelte bruker. AktÞrene i sentrum mÄ bidra til at brukerne i stÞrre grad mottar helhetlige og langsiktige ordinÊre tjenester i bydel.
Tilskuddsordningen bÞr brukes som virkemiddel for Ä koordinere tjenestene. SÞknader om tilskudd knyttet til desentraliserte tilbud, som for eksempel arbeids- og aktivitetstilbud bÞr i denne sammenheng prioriteres. Personer som har et Þnske om rusfrihet bÞr ha egne tilbud, og utvalgte tilbud bÞr desentraliseres. Dette kan gjerne vÊre i et samarbeid mellom flere bydeler, og i samarbeid med frivillige- og ideelle organisasjoner. Oslo kommune bÞr videreutvikle overdoseforebyggende arbeid, med sÊrlig fokus pÄ yngre brukere av narkotiske stoffer. De yngste er vanskeligere Ä nÄ gjennom nÄvÊrende lavterskeltiltak for personer med rusmiddelproblemer. Dette kan blant annet gjÞres gjennom en utvidelse av Ungdom og Rus ved Legevakten, og ved utvidelse av overdoseforebyggende arbeid blant oppsÞkende tjenester i Oslo sentrum. Multiple stakeholdersâ perspectives of marine social ecological systems, a case study on the Barents Sea
The Barents Sea ecosystem components and services are under pressure from climate change and other
anthropogenic impacts. Following an Ecosystem-based management approach, multiple simultaneous pressures
are addressed by using integrative strategies, but regular prioritization of key issues is needed. Identification of
such priorities is typically done in a âscopingâ phase, where the characterization of the social-ecological system is
defined and discussed. We performed a scoping exercise using an open and flexible multi-stakeholder approach
to build conceptual models of the Barents Sea social-ecological system. After standardizing vocabulary, a com plex hierarchical model structure containing 155 elements was condensed to a simpler model structure con taining a maximum of 36 elements. To capture a common understanding across stakeholder groups, inputs from
the individual group models were compiled into a collective model. Stakeholdersâ representation of the Barents
Sea social-ecological system is complex and often group specific, emphasizing the need to include social scientific
methods to ensure the identification and inclusion of key stakeholders in the process. Any summary or simpli fication of the stakeholdersâ representation neglects important information. Some commonalities are highlighted
in the collective model, and additional information from the hierarchical model is provided by multicriteria
analysis. The collective conceptual stakeholder model provides input to an integrated overview and strengthens
prioritization in Ecosystem-based management by supporting the development of qualitative network models.
Such models allow for exploration of perturbations and can inform cross-sectoral management trade-offs and

Sphaerodoridae (Annelida: Polychaeta) from the Bellingshausen Sea (Antarctica) with the description of two new species
The examination of polychaete collections obtained during the Spanish Bentart 2006expedition to the Bellingshausen Sea (Antarctica) revealed the presence of several sphaerodorid species. In this work, species belonging to the genera Sphaerodorum Ărsted, 1843, Ephesiella Chamberlin, 1919, Clavodorum Hartman and Fauchald, 1971 and Sphaerephesia Fauchald, 1972 are reported including two new species belonging to Sphaerodorum and Sphaerephesia, respectively. A specimen identified as Ephesiella sp. might also represent a new species but, due to its poor state of preservation, a formal description is not possible yet. Furthermore, Sphaerodoropsis polypapillata Hartmann-Schröder and Rosenfeldt, 1988 is transferred to the genus Clavodorum Hartman and Fauchald, 1971 after examination of the type series and specimens obtained from the Bellingshausen Sea.ComisiĂłn Interministerial de Ciencia y TecnologĂa; REN 2001-1074/ANTComisiĂłn Interministerial de Ciencia y TecnologĂa; CGL2004-0185
Social Interactions of Juvenile Brown Boobies at Sea as Observed with Animal-Borne Video Cameras
While social interactions play a crucial role on the development of young
individuals, those of highly mobile juvenile birds in inaccessible environments
are difficult to observe. In this study, we deployed miniaturised video
recorders on juvenile brown boobies Sula leucogaster, which had
been hand-fed beginning a few days after hatching, to examine how social
interactions between tagged juveniles and other birds affected their flight and
foraging behaviour. Juveniles flew longer with congeners, especially with adult
birds, than solitarily. In addition, approximately 40% of foraging
occurred close to aggregations of congeners and other species. Young seabirds
voluntarily followed other birds, which may directly enhance their foraging
success and improve foraging and flying skills during their developmental stage,
or both
Subtidal macrozoobenthos communities from northern Chile during and post El Niño 1997â1998
Despite a large amount of climatic and oceanographic information dealing with the recurring climate phenomenon El Niño (EN) and its well known impact on diversity of marine benthic communities, most published data are rather descriptive and consequently our understanding of the underlying mechanisms and processes that drive community structure during EN are still very scarce. In this study, we address two questions on the effects of EN on macrozoobenthic communities: (1) how does EN affect species diversity of the communities in northern Chile? and (2) is EN a phenomenon that restarts community assembling processes by affecting species interactions in northern Chile? To answer these questions, we compared species diversity and co-occurrence patterns of soft-bottoms macrozoobenthos communities from the continental shelf off northern Chile during (March 1998) and after (September 1998) the strong EN event 1997â1998. The methods used varied from species diversity and species co-occurrence analyses to multivariate ordination methods.
Our results indicate that EN positively affects diversity of macrozoobenthos communities in the study area, increasing the species richness and diversity and decreasing the species dominance. EN represents a strong disturbance that affects species interactions that rule the species assembling processes in shallow-water, sea-bottom environments
A Tri-Oceanic Perspective: DNA Barcoding Reveals Geographic Structure and Cryptic Diversity in Canadian Polychaetes
Although polychaetes are one of the dominant taxa in marine communities, their distributions and taxonomic diversity are poorly understood. Recent studies have shown that many species thought to have broad distributions are actually a complex of allied species. In Canada, 12% of polychaete species are thought to occur in Atlantic, Arctic, and Pacific Oceans, but the extent of gene flow among their populations has not been tested.Sequence variation in a segment of the mitochondrial cytochrome c oxidase I (COI) gene was employed to compare morphological versus molecular diversity estimates, to examine gene flow among populations of widespread species, and to explore connectivity patterns among Canada's three oceans. Analysis of 1876 specimens, representing 333 provisional species, revealed 40 times more sequence divergence between than within species (16.5% versus 0.38%). Genetic data suggest that one quarter of previously recognized species actually include two or more divergent lineages, indicating that richness in this region is currently underestimated. Few species with a tri-oceanic distribution showed genetic cohesion. Instead, large genetic breaks occur between Pacific and Atlantic-Arctic lineages, suggesting their long-term separation. High connectivity among Arctic and Atlantic regions and low connectivity with the Pacific further supports the conclusion that Canadian polychaetes are partitioned into two distinct faunas.Results of this study confirm that COI sequences are an effective tool for species identification in polychaetes, and suggest that DNA barcoding will aid the recognition of species overlooked by the current taxonomic system. The consistent geographic structuring within presumed widespread species suggests that historical range fragmentation during the Pleistocene ultimately increased Canadian polychaete diversity and that the coastal British Columbia fauna played a minor role in Arctic recolonization following deglaciation. This study highlights the value of DNA barcoding for providing rapid insights into species distributions and biogeographic patterns in understudied groups

Six pelagic seabird species of the North Atlantic engage in a fly-and-forage strategy during their migratory movements
