    NOTES ON EUROPE. THE DOGMATIC SLEEP. Proc

    The notion of "Europe" has been questioned since the last decades of the twentieth century, especially in the territory of the so-called European Studies. Since World War II, Europe has lost its visionary project of a privileged race of the human kind, thanks to the consequences of its policy of self-destruction, already present in the first half of the last century, to the effects of decolonization and the loss of ethnocentrism. The convulsions at the level of world politics and geopolitics definitely change the course of history. What Europe is left after the great historical controversies that have crossed and continue to cross it? What critical framework is possible to outline today so as to understand the various interactions and disseminations that make Europe fundamentally a kind of financial and commercial brand? What place can there still exist in the world for a Europe that does not yield to the imperialist tradition? As Sloterdijk critically questions, is this commonplace that tries to formulate Europe as a "unity of differences" or "a set of contradictions" a empty one? What is the possibility of a heterotopic becoming for Europe? How to wake it from the dogmatic sleep as did Kant in respect to Reason? Since the modern age, in which European cartography has practically reduced the terrestrial globe and the representation of the world to Europe, until today, the old continent loses its enchantment, its mystical character, being increasingly challenged as a paradigm. If it is true that it will continue to be privileged, this fact can not prevent us from thinking about what we are as history, from establishing a dialogue with ourselves, a kind of personal archeology. Similarly, in the territory of art, Europe has been the subject of complex debates, in the domain of which some artists have been called in to participate, questioning both the political reorganization of post-Second World War, recent political decisions, or artistic mapping based in geopolitical strategies in a global context. If European art was regarded as the world’s art, its protectorate seems to have been emptied. Will those who Sloterdijk calls "the second-rate artists" be the ones who continue to overestimate heterogeneity and otherness, making efforts to maintain the myth of the European dream?     Inhalable fucoidan microparticles combining two antitubercular drugs with potential application in pulmonary tuberculosis therapy

    The pulmonary delivery of antitubercular drugs is a promising approach to treat lung tuberculosis. This strategy not only allows targeting the infected organ instantly, it can also reduce the systemic adverse effects of the antibiotics. In light of that, this work aimed at producing fucoidan-based inhalable microparticles that are able to associate a combination of two first-line antitubercular drugs in a single formulation. Fucoidan is a polysaccharide composed of chemical units that have been reported to be specifically recognised by alveolar macrophages (the hosts of Mycobacterium). Inhalable fucoidan microparticles were successfully produced, effectively associating isoniazid (97%) and rifabutin (95%) simultaneously. Furthermore, the produced microparticles presented adequate aerodynamic properties for pulmonary delivery with potential to reach the respiratory zone, with a mass median aerodynamic diameter (MMAD) between 3.6-3.9 mu m. The formulation evidenced no cytotoxic effects on lung epithelial cells (A549), although mild toxicity was observed on macrophage-differentiated THP-1 cells at the highest tested concentration (1 mg/mL). Fucoidan microparticles also exhibited a propensity to be captured by macrophages in a dose-dependent manner, as well as an ability to activate the target cells. Furthermore, drug-loaded microparticles effectively inhibited mycobacterial growth in vitro.     Inhalable spray-dried chondroitin sulphate microparticles: effect of different solvents on particle properties and drug activity

    Spray-drying stands as one of the most used techniques to produce inhalable microparticles, but several parameters from both the process and the used materials affect the properties of the resulting microparticles. In this work, we describe the production of drug-loaded chondroitin sulphate microparticles by spray-drying, testing the effect of using different solvents during the process. Full characterisation of the polymer and of the aerodynamic properties of the obtained microparticles are provided envisaging an application in inhalable tuberculosis therapy. The spray-dried microparticles successfully associated two first-line antitubercular drugs (isoniazid and rifabutin) with satisfactory production yield (up to 85%) and drug association efficiency (60%-95%). Ethanol and HCl were tested as co-solvents to aid the solubilisation of rifabutin and microparticles produced with the former generally revealed the best features, presenting a better ability to sustainably release rifabutin. Moreover, these presented aerodynamic properties compatible with deep lung deposition, with an aerodynamic diameter around 4 μm and fine particle fraction of approximately 44%.     Influence of the APOE genotypes in some atherosclerotic risk factors

    The aim of this work was to study the distribution of apolipoprotein E (APOE) genotypes and their association with some atherosclerotic risk factors, all of them modifiable: total, HDL and LDL cholesterol, triglycerides, systolic and diastolic blood pressure, BMI, waist circumference and smoking. The sample population was constituted of 672 healthy subjects recruited in the Lisbon area. Lipids were quantified by usual automatic enzymatic methods and the APOE genotypes performed in accordance with Hixson and Vernier. Blood pressure measurement and hypertension classification followed international specifications. The frequency distribution of APOE alleles was: epsilon2 = 6.4%, epsilon3 = 83.6% and epsilon4 = 10.0% and the more prevalent genotypes were epsilon2/epsilon3, epsilon3/epsilon3 and epsilon3/epsilon4 respectively 11.0%, 70.1% and 16.1%. We could only observe associations among the most prevalent genotypes and lipids, always statistically significant, specially when the epsilon4 allele was present which was even proved by an higher prevalence of epsilon4 in dyslipidemic subjects with the only exception of those with low HDL-c values. A stronger intervention in the epsilon4 carriers is so recommended through appropriate intervention measures on the connected modifiable risk factors

    State Civil Liability In Custody Relationship: Specific Omission Of The State

    O presente estudo tem por objetivo estudar a responsabilidade civil do Estado na relação de custódia, considerando o atual panorama do sistema penitenciário brasileiro, cumulado às condições financeiras precárias do Brasil, tendo como parâmetro principal a Constituição Federal de 1988, bem como a doutrina e as decisões proferidas pelos Tribunais Superiores. Em princípio analisar-se-á os aspectos da responsabilidade civil do Estado na Constituição Federal de 1988, que acompanhando as evoluções mundiais, introduziu na atual Carta Magna, previsão expressa acerca do instituto. Além disso, serão analisadas as principais decisões dos Tribunais Superiores e as divergências doutrinarias acerca do assunto, especialmente no que tange à responsabilidade extrapatrimonial do Estado no caso de omissões especificas na custódia criminal. Por fim, discutir-se-á, especificamente, acerca da responsabilidade civil do Estado na relação de custódia, considerando a atual crise financeira do País, bem como a grave situação do sistema prisional brasileiro, sob o prisma da doutrina e jurisprudência dos Tribunais Superiores.This study aims to study the state's civil liability in the custody relationship, considering the current panorama of the Brazilian prison system, combined with the precarious financial conditions of Brazil, having as main parameter the Federal Constitution of 1988, as well as the doctrine and decisions given by the Superior Courts. In principle, the aspects of the state's civil liability will be analyzed in the Federal Constitution of 1988, which, following world developments, introduced in the current Magna Carta, express ly forecast about the institute. In addition, the main decisions of the Superior Courts and the indoctrinating divergences on the subject will be analyzed, especially with regard to the state's out-of-asset liability in the case of specific omissions in criminal custody. Finally, it will be discussed specifically about the state's civil liability in the custody relationship, considering the current financial crisis of the country, as well as the serious situation of the Brazilian prison system, from the perspective of the doctrine and jurisprudence of the Superior Courts

    Inhalable chitosan microparticles for simultaneous delivery of isoniazid and rifabutin in lung tuberculosis treatment

    The direct delivery of antibiotics to the lung has been considered an effective approach to treat pulmonary tuberculosis, which represents approximately 80% of total cases. In this sense, this work aimed at producing inhalable chitosan microparticles simultaneously associating isoniazid and rifabutin, for an application in pulmonary tuberculosis therapy. Spray-dried chitosan microparticles were obtained with adequate flow properties for deep lung delivery (aerodynamic diameter of 4 µm) and high drug association efficiencies (93% for isoniazid and 99% for rifabutin). The highest concentration of microparticles that was tested (1 mg/mL) decreased the viability of macrophage-differentiated THP-1 cells to around 60% after 24 h exposure, although no deleterious effect was observed in human alveolar epithelial (A549) cells. The release of LDH was, however, increased in both cells. Chitosan microparticles further evidenced capacity to activate macrophage-like cells, inducing cytokine secretion well above basal levels. Moreover, the propensity of macrophages to internalize microparticles was demonstrated, with uptake levels over 90%. Chitosan microparticles also inhibited bacterial growth by 96%, demonstrating that the microencapsulation preserved drug antibacterial activity in vitro.     The influence of technical skills on decision making of novice volleyball players

    The aim of this study was to verify the influence of the technical skills level on the decision making of novice volleyball players on service, reception and set actions. The sample was composed of 80 novice athletes of school volleyball teams of both sexes. Based on the results from the Volleyball Skills Test Battery, the sample was divided into three groups: low, intermediate and high technical level, by means of One-Way ANOVA. The intermediate group was excluded from further analyses. Decision making was assessed with the Game Performance Assessment Instrument (GPAI). For data analysis purposes, the independent student-t test was used, adopting significance level of p≤0.05. The results showed that players with low skill level in service and set actions also had lower performance on the decision-making test when compared to players with high technical level. On the other hand, in the reception action, no differences were found among groups. It was therefore concluded that the technical level seems to influence the decision making in service and set actions in novice volleyball players.O estudo objetivou verificar a influência do nível da habilidade técnica na tomada de decisão de jogadores iniciantes de voleibol nas ações de saque, recepção e levantamento. A amostra foi composta por 80 atletas iniciantes de equipes escolares de voleibol de ambos os sexos. Com base nos resultados na Bateria de Testes de Habilidades de Voleibol, a amostra foi dividida em três grupos: baixo, intermediário e alto nível técnico, por meio da ANOVA One Way. O grupo intermediário foi excluído das análises posteriores. A tomada de decisão foi avaliada por meio do Game Performance Assessment Instrument (GPAI). Utilizou-se o teste t student independente para análise dos dados, adotando um nível de significância de p≤0,05. Os resultados encontrados demonstraram que os jogadores com baixo nível de habilidade nas ações de saque e levantamento, também obtiveram um pior desempenho no teste de tomada de decisão quando comparado aos jogadores de alto nível técnico. Por outro lado, na ação de recepção, não foram encontradas diferenças significativas entre os grupos. Conclui-se que o nível técnico parece influenciar na tomada de decisão na ação de saque e levantamento dos jogadores iniciantes de voleibol
