    The politics of evidence-based policy in Europe’s ‘migration crisis’

    Significant increases in the number of refugees and other migrants arriving across the Mediterranean to Europe during 2015 were associated with an increased emphasis on gathering research evidence to enable policymakers to better understand the complexities of migration and improve the policy response. In the UK, the emphasis on evidence-based policy was reflected in funding by the Economic and Social Research Council for a Mediterranean Migration Research Programme. Drawing on the evidence gathered through this programme, the articles in the volume explore the nature of Europe’s ‘migration crisis’ and the extent to which the development of new migration management policies was grounded in evidence about the causes, drivers and consequences of migration to Europe. The authors conclude that there is a substantial ‘gap’ between the now significant body of evidence examining migration processes and European Union policy responses. This gap can be attributed to three main factors: the long-standing ‘paradigm war’ in social research between positivist, interpretivist and critical approaches which means that what counts as ‘evidence’ is contested; competing knowledge claims associated with research and other forms of evidence including the management data to construct and/or support particular policy narratives; and, perhaps most importantly, the political context within which migration policymaking takes place. The politics of policymaking, perhaps nowhere more evident than in the area of migration, has resulted in policies based on underlying assumptions and vested political interests rather than the evidence, even where this evidence has been funded directly by European governments

    AbstractThe study of irregular migration as a specific social phenomenon took off during the 70s in the US. Since then, the academic interest has continually grown and spread, first to Europe and, in the last years, to other regions worldwide. This interest can certainly be related to the increasing attention paid to the study of migrations more in general (Castles & Miller, 1993). The trend can be linked to those broad and complex social and economic changes, often subsumed under the concept of globalization. The specific focus on irregular migration, though gaining momentum throughout the 1980s, reached preeminent attention in the 1990s. On both sides of the Atlantic, the explosion of the so-called "migration crisis" (Zolberg & Benda, 2001) and the emergence of irregular migration as a widespread social fact raised the attention of public opinion and academics alike. Moreover, in recent years, what seemed at first to be an issue concerning only the high-income regions of the planet, now involves also medium and low-income ones, making irregular migration a truly global structural phenomenon (Cvajner & Sciortino, 2010a; Düvell, 2006)

    In the last decades, policy restrictions and practices at national and local levels have curtailed the rights of seekers and holders of international protection, thus impacting on their lives and on the territories they transit through. This is particularly evident in border contexts. Various border areas have gradually transformed into internal hotspots, with increasing border enforcement. This includes Brenner, situated at the border between Italy and Austria. In the wider Brenner route area, particularly in the nearby Italian cities of Verona, Trento and Bolzano, "spaces of transit" have emerged and both public and humanitarian actors have been "forced" to deal with it. This chapter draws upon the work of the multilevel governance of migration (Caponio and Borkert 2010), and on the proliferation of borders (Mezzadra and Neilson 2016), to present a comparative analysis of the reception scenario in these three cities. By building on qualitative data analysis (legal analysis of policy documents, content analysis of interviews and newspaper articles), it discusses to what extent and how the respective local systems of reception have managed to cater for migrants that transit through them. Similarities and differences are pointed out, as well as the relevance of factors such as geographical proximity in influencing the respective approaches

    Clandestino: counting the uncountable: data and trends across Europe: irregular migration in the U.K.

    In the UK, the term ‘irregular migration’ tends to refer to people that are seen as having entered the country illegally. In a wider discursive context, other terms are commonly used such as: ‘unlawful’, ‘unauthorised’, ‘undocumented’. Definitional problems are just one part of this complex phenomenon, that is hard to pin down in terms of its scope, nature, surrounding discourses and state responses. This project forms part of a larger study that analyses irregular migration in 12 EU and 3 non-EU (transit) countries and responds to the need for further clarification of this complicated and difficult issue. First, it has critically explored sources of data and estimates of irregular migration and, in particular, the validity and reliability of the data and methods used in their production. Second, it analysed pathways into irregularity, such as the reasons for, and ways in which, migrants become irregular. Third, it analysed policies and discourses (‘number games’) on irregular migration and addresses certain misconceptions. Finally, it has developed ethical guidelines for the research of irregular migration

    Transit migration is generally defined by migrants having the intention to move onwards to a third country. Based on an empirical investigation in Izmir, a transit migration hub in Turkey, this paper critically discusses intentionality as a valid dimension in conceptualisations of transit migration. The study found that migrants' intentions in this transit migration hub are highly fluctuating because of their embeddedness in socio-institutional environments, which continuously affect migrants' social capital, risk perceptions and coping strategies, causing new migration intentions to arise. The study argues that intention is a problematic criterion in conceptualising transit migration, due to a conceptual fallacy where transit migration flows are taken as the unit of analysis whereas intentions are individual attributes
