    Vicente Fox y el problema de la gobernabilidad en México

    El hecho político de mayor importancia en la coyuntura actual en México es la debilidad del gobierno del presidente Vicente Fox. Se trata de un gobierno débil en varios sentidos: no ha podido poner en práctica el programa de reformas anunciado; no ha conseguido materializar casi ninguna de las promesas fundamentales de su campaña; se ha mostrado incapaz de reactivar la economía; carece de recursos políticos para controlar los conflictos sociales que comienzan a adquirir formas violentas cada vez con mayor frecuencia. Dicha debilidad obedece a varios factores: inexperiencia y falta de capacidad administrativa del equipo de gobierno; falta de una mayoría en el Congreso; desaparición de los mecanismos tradicionales de gestión política del Partido Revolucionario Institucional –PRI-. El resultado es una percepción social cada vez más negativa de la gestión del gobierno y un descenso muy considerable en su popularidad, es decir: un proceso de desencanto que contribuye a acentuar todavía más la debilidad, porque resta apoyo social al presidente

    Durante el siglo XIX, en el Estado de México, como en otras entidades, las concepciones sobre educación y los fines que ésta perseguía fueron objeto de una reflexión permanente, que buscó adecuar tanto los fines como los medios para atender a los diversos sectores que componían a la sociedad. De esta manera, la idea de la educación pretendía cubrir aspectos que iban desde la ilustración como lucha contra la ignorancia, la socialización y la moralización, hasta el control social y la integración étnica para lograr la armonía social y la formación de la nación. En este artículo se presenta un conjunto de materiales históricos que contribuyen a entender la génesis del sistema educativo en el Estado de México en el siglo pasado. Representa una aproximación inicial a varias concepciones sobre la educación que elaboraron diversos actores, en varios momentos históricos, tratando de establecer las similitudes y diferencias de tales concepciones

    Hybrid classical-quantum formulations ask for hybrid notions

    We reappraise some of the hybrid classical-quantum models proposed in the literature with the goal of retrieving some of their common characteristics. In particular, first, we analyze in detail the Peres-Terno argument regarding the inconsistency of hybrid quantizations of the Sudarshan type. We show that to accept such hybrid formalism entails the necessity of dealing with additional degrees of freedom beyond those in the straight complete quantization of the system. Second, we recover a similar enlargement of degrees of freedom in the so-called statistical hybrid models. Finally, we use Wigner's quantization of a simple model to illustrate how in hybrid systems the subsystems are never purely classical or quantum. A certain degree of quantumness (classicality) is being exchanged between the different sectors of the theory, which in this particular unphysical toy model makes them undistinguishable.Comment: 13 pages, 3 figures (minor changes to match the published version

    Kinematic analysis of the stage 5 design of the Kevitsa open pit mine

    Abstract. The development of a new pushback in the Kevitsa Open Pit Mine has raised concerns regarding the potential impact of minor and major geological discontinuities on the overall stability of the pit. Furthermore, the daily mining operations are continuously threatened by frequent rock falls that occasionally exceed the bench slope scale, posing hazards in terms of safety and economics. Despite these challenges, the structures or group of structures responsible for most of the rock falls have not been confidently identified. This study reviews the effect of the structural features within the Kevitsa area into the open pit excavation and the proposed slopes of the Stage 5 pit design. To achieve this, structural mapping of rock surfaces was performed using 3D photogrammetry. The collected data was integrated with geotechnical logging data and laser scan data to characterize the dominant joint orientations of the deposit. Kinematic analyses of rock blocks were carried out by stereographic projection techniques to identify potential instabilities in the bench, inter-ramp, and overall slopes of the Stage 5 pit design. Results establish that two areas in the current pit and Stage 5 have major slope instability, where bench and inter-ramp slope failures are attributed to specific joint sets. Moreover, potential planar and wedge failures of overall slope scale are identified. Based on the findings, recommendations for pit optimization and geotechnical investigations are made

    Evidence for an evolutionary relationship between Vmp1 and bacterial DedA proteins

    VMP1 and DedA proteins are conserved families of transmembrane proteins in eukaryotes and prokaryotes respectively. Despite numerous reports involving these proteins in multiple cellular processes, their molecular function is still unknown. They share the domain of unknown function PF09335, suggesting a possible functional relationship between these protein families. Here we show that VMP1 from different species contain two short motifs conserved in the bacterial DedA proteins and the yeast protein Tvp38. The hallmark of one of these motifs is a glycine residue previously shown to be strictly conserved in all the DedA proteins. Substitution of this residue to leucine, glutamate or arginine in Dictyostelium Vmp1 inactivates the protein, as shown by the inability of the mutants to rescue the phenotypes associated with the lack of Vmp1 including development and lipid homeostasis. This is the first experimental approach that supports an evolutionary relationship between Vmp1 and DedA proteins and highlights the importance of the conserved glycine residue in the PF09335 domainThis work has been supported by MINECO/FEDER (grant number BFU2015-64440-P).
