Treatment and seroconversion in a cohort of children suffering from recent chronic Chagas infection in Yoro, Honduras

Between 1999-2002, Médécins Sans Frontières-Spain implemented a project seeking to determine the efficacy and safety of benznidazole in the treatment of recent chronic Chagas disease in a cohort of seropositive children in the Yoro Department, Honduras. A total of 24,471 children were screened for Trypanosoma cruzi IgG antibodies through conventional enzyme-linked immunosorbent assays (ELISA) on filter paper. Recombinant ELISA (0.93% seroprevalence) showed 256 initially reactive cases, including 232 confirmed positive cases. Of these, 231 individuals were treated with benznidazole (7.5 mg/kg/day) for 60 days and were followed with a strict weekly medical control and follow-up protocol. At the end of the project, 229 patients were examined by the Honduras Secretariat of Health for post-treatment serological assessments; 88.2% seroconverted after 18 months and 93.9% seroconverted after three years. No differences were found in the seroconversion rates according to age or sex. Most of the side effects of the treatment were minor. These results support the argument that in areas where T. cruzi I is predominant and in areas affected by T. cruzi II, when vector transmission has been interrupted, Chagas disease diagnosis and treatment are feasible, necessary and ethically indisputable

Budget stability, financing and social responsibility in Spanish municipalities

In this paper, we analyze the most relevant relationships between budgetary stability, the Municipal Financing System (SFM) and social expenditure policies, as fundamental pieces to define the level of Corporate Social Responsibility (CSR) that can be assigned to Spanish municipalities. We have started from the budgets of the 9,500 municipalities and other local Spanish entities, presented to the Spanish Court of Auditors in 2014, and available on the website of the Ministry of Finance. Based on this information, we developed a database (more than 1,500,000 records, big data, treated by data mining techniques) to perform an exploratory analysis of the most significant factors explaining the relationship between budgetary stability, financial sufficiency and sustainability of welfare policies. Based on the above and the level of budgetary expenditures in the Basic Public Services programs (EA1) and the Social Promotion Protection Actions program (EA2), we propose two indicators to measure the level of CSR attributable to each municipality. The main findings of our research are summarized in three conclusions: That municipalities with budget deficits prioritize the reduction of their debt with financial institutions while delaying payment to their suppliers; that the relationships between the income and expenditure policies of each municipality have a direct impact on their level of CSR; and that, using a logit probability model, the hypothesis according to which the CSR of the municipalities can be explained by the size of their population and the way in which they are financed, is confirmed.En este trabajo analizamos las relaciones más relevantes entre la estabilidad presupuestaria, el Sistema de Financiación de los Municipios (SFM) y las políticas de gasto social, como piezas fundamentales para definir el nivel de Responsabilidad-Social-Corporativa (RSC) asignable a los municipios españoles. Para ello, hemos partido de las liquidaciones presupuestarias de los 9.500 municipios y otros entes locales españoles presentadas ante el Tribunal de Cuentas en 2014, y disponibles en la web del Ministerio de Hacienda. A partir de la información, elaboramos una base de datos (más de 1.500.000 registros, tratados mediante técnicas de data mining) para realizar un análisis de los factores más significativos que explican las relaciones entre estabilidad presupuestaria, suficiencia financiera y sostenibilidad de las políticas de bienestar. Partiendo de lo anterior y del nivel de gastos presupuestarios en el área de gasto (AG1) de Servicios Públicos Básicos y en el área de gasto (AG2) de Actuaciones de Protección de Promoción Social proponemos dos indicadores para medir el nivel de la RSC atribuible a cada municipio. Los principales hallazgos se concretan en tres conclusiones: que los ayuntamientos con déficit presupuestario priorizan la reducción de su deuda con las entidades financieras a la vez que dilatan el pago a los proveedores; que las relaciones entre las políticas de ingresos y gastos de cada municipio repercuten directamente en su nivel de RSC; y que, mediante un modelo de probabilidad logit, se confirma la hipótesis según la cual la RSC de los municipios puede ser explicada a partir del tamaño de su población y de la forma en que se financia

Estudio dogmático-jurídico sobre la pena de muerte.

La presente investigación está referida a la vigencia del problema de la pena de muerte como sanción aplicable por el Estado como respuesta a la comisión de actos que implican una infracción de su ordenamiento jurídico penal por parte de sus asociados. Para mejor comprensión del objeto de estudio se realiza un breve análisis en torno al concepto, fundamento y finalidad de la pena, lo cual, unido a los planteamientos que este problema han formulado algunos de los más importantes representantes de la doctrina penal, se constituye en presupuesto para la formulación de un concepto operativo de pena de muerte, el estudio de los métodos históricamente utilizados en su aplicación y de la relación existente entre pena de muerte, derecho a la vida y Derecho Penal. Se analizan las principales argumentaciones constitutivas de la polémica entre quienes los sectores doctrinales que defienden el mantenimiento y aplicación de la pena capital y los que sostienen su necesaria y pronta erradicación del catálogo de sanciones penales. También se examina la evolución y tratamiento que ha otorgado la legislación interna vigente en nuestro país durante las distintas etapas de la historia patria, así como los diversos instrumentos de Derecho Internacional suscritos y ratificadas por la República de Panamá y que en un determinado momento se erigen como obstáculos legales ante la eventual pretensión de restablecimiento de la pena capital en nuestro país. Por último se realizan algunas breves reflexiones sobre el estado actual de la pena de muerte en los países del mundo incluyendo, luego de las respectivas conclusiones y recomendaciones, un cuadro ilustrativo de tal situación

Technological tools as didactic resource for various educational modalities

Technological tools have generated a breakthrough in all areas where humans are immersed; education is one of them, technology has created a new adaptation in the educational aspect to achieve the rhythm of other sciences to keep up with the technological world, teaching resources are of great help for the development of learning in the students since a new teaching methodology is generated for them and this will allow fruitful results to be obtained in the cognitive development of the same. Cultura y creatividad en la región de Otavalo (Ecuador)

The article addresses some of the cultural manifestations of the people located in Otavalo (Ecuador), and witnesses the validity of the ancestral traditions of the ethnic groups that make it possible for the creativity to be interconnected with the popular expressions through an innate ability to the development of decorative, utilitarian, mythical or profane objects that constitute the handicrafts, clothing and the popular celebrations. Otavalo’s crafts is related to syncretic culture, sacred and profane, traditional and modern, ritual and playful. In addition, there are some similarities with the region of south Colombia. So, there are clear cultural links, either by the proximity, as well as the cultural roots they share. The study leads to a series of reflections on the traditions of a region with a high indigenous ethnic component and a rich and prolific material culture which evidences complex hybridizations and influences.El artículo aborda algunas de las manifestaciones culturales de los pueblos ubicados en la localidad de Otavalo (Ecuador), y da cuenta de la vigencia de las tradiciones ancestrales de los grupos étnicos que hacen posible que la creatividad se articule con las expresiones populares a través de una habilidad innata para la elaboración de objetos decorativos o utilitarios, míticos o profanos que constituyen la artesanía, la indumentaria y los festejos populares.
