    Andalusia, Spain: An Assessment of Coastal Scenery

    The 1101 km length of the Andalusian coast (Spain) was assessed for coastal scenery at 45 specific locations. Selected areas covered resort (3), urban (19), village (8), rural (10) and remote (5) bathing areas. Scenery was analyzed for physical and human parameters via 26 selected parameters. These parameters were obtained by interviews of 4500 people on European beaches. Each parameter was assessed via a one-to-five-point attribute scale, which essentially ranged from presence/absence or poor quality (1), to excellent/outstanding (5). Results were subsequently weighted by interviewing 4600 bathing area users (not all 26 parameters have equal weight) and subjected to fuzzy logic mathematics in order to reduce recorder subjectivity. High weighted averages for attributes 4 and 5 (excellent/outstanding) reflected high scenic quality, vice versa for attributes 1 and 2. Sites were classified into five classes ranging from Class 1 sites having top grade scenery to Class 5, poor scenery. Seven sites each were found in Classes 1 and 2; 10 sites each in Classes 3 and 5; 11 sites in Class 4. The finest coastal scenery was found in remote areas whilst urban areas scored mainly as Class 3 or 4. Three out of the ten rural sites had Class 3 and 4 values assigned them whereas the rest scored as Class 1 and 2; village sites invariably had scores within Class 3 and 4.     NGO Legitimacy: Four Models

    The aim of this paper is to examine NGOs’ legitimacy in the context of global politics. In order to yield a better understanding of NGOs’ legitimacy at the international level it is important to examine how their legitimacy claims are evaluated. This paper proposes dividing the literature into four models based on the theoretical and analytical approaches to their legitimacy claims: the market model, social change model, new institutionalism model and the critical model. The legitimacy criteria generated by the models are significantly different in their analytical scope of how one is to assess the role of NGOs operating as political actors contributing to democracy. The paper argues that the models present incomplete, and sometimes conflicting, views of NGOs’ legitimacy and that this poses a legitimacy dilemma for those assessing the political agency of NGOs in world politics. The paper concludes that only by approaching their legitimacy holistically can the democratic role of NGOs be explored and analysed in the context of world politics

    Researching the use of force: The background to the international project

    This article provides the background to an international project on use of force by the police that was carried out in eight countries. Force is often considered to be the defining characteristic of policing and much research has been conducted on the determinants, prevalence and control of the use of force, particularly in the United States. However, little work has looked at police officers’ own views on the use of force, in particular the way in which they justify it. Using a hypothetical encounter developed for this project, researchers in each country conducted focus groups with police officers in which they were encouraged to talk about the use of force. The results show interesting similarities and differences across countries and demonstrate the value of using this kind of research focus and methodology

    Racism, anti-racist practice and social work: articulating the teaching and learning experiences of Black social workers

    In the mid 1990s a Black practice teacher programme was established in Manchester and Merseyside with the primary aim to increase the number of Black practice teachers in social work organisations, and in turn provide a supportive and encouraging learning environment for Black student social workers whilst on placement. In the north‐west of England research has been undertaken, to establish the quality of the practice teaching and student learning taking place with Black practice teachers and students. This paper is an exploration of the ideas generated within the placement process that particularly focused on the discourse of racism and ant‐racist practice. Black students and practice teachers explain their understanding of racism and anti‐racist practice within social work. From the research, the paper will critique some of the ideas concerning anti‐racism. In particular, it will question whether anti‐racist social work practice needs to be re‐evaluated in the light of a context with new migrants, asylum seekers and refugees. It will concluded, by arguing that whilst the terms anti‐racism, Black and Minority Ethnic have resonance as a form of political strategic essentialism, it is important to develop more positive representations in the future

    Ecological network metrics: Opportunities for synthesis

    Network ecology provides a systems basis for approaching ecological questions, such as factors that influence biological diversity, the role of particular species or particular traits in structuring ecosystems, and long-term ecological dynamics (e.g., stability). Whereas the introduction of network theory has enabled ecologists to quantify not only the degree, but also the architecture of ecological complexity, these advances have come at the cost of introducing new challenges, including new theoretical concepts and metrics, and increased data complexity and computational intensity. Synthesizing recent developments in the network ecology literature, we point to several potential solutions to these issues: integrating network metrics and their terminology across sub-disciplines; benchmarking new network algorithms and models to increase mechanistic understanding; and improving tools for sharing ecological network research, in particular model data provenance, to increase the reproducibility of network models and analyses. We propose that applying these solutions will aid in synthesizing ecological sub-disciplines and allied fields by improving the accessibility of network methods and models

    Participatory budgeting, community engagement and impact on public services in Scotland

    The institutional engagement and analysis needed to effectively integrate the requirements of equality legislation into participatory budgeting (PB) processes requires a transformational approach. Equality processes appear to exist in parallel with PB activity, rather than being operationalized as integral to the objectives and character of PB activity at local level. This paper proposes that PB and the Public Sector Equality Duty (PSED) in the Equality Act 2010 share a transformative intent and potential, but that this is undermined by siloed thinking on equalities and enduring discriminatory behaviour and practices. The paper concludes with propositions for aligning the conceptual links between equality and community empowerment and, thereby, participation in local financial decision-making in practice

    Understanding and protecting vulnerable financial consumers

    This article considers how consumer protection law and policy should address the interests of particularly vulnerable financial consumers. Specifically, the article proposes a taxonomy of vulnerability which helps to identify (a) what makes consumers particularly vulnerable, and (b) how consumer protection law and consumer policy (broadly understood) can respond to these causes in a way that provides such consumers with appropriate protection. Changes to economic conditions, legal requirements on traders and our understanding of consumer behaviour make discussion of these issues particularly topical. There is little doubt that finding solutions is extremely difficult. Trade-offs are necessary and some enduring factors that contribute to vulnerability, in particular poverty, sometimes appear intractable. Nevertheless, it is submitted that by identifying clearly both why consumers are vulnerable and how the factors that lead to such vulnerability can be addressed, it is possible to construct an environment which respects consumer choice while ensuring that the most vulnerable are protected appropriately

    Trust in the public sector: Is there any evidence for a long-term decline?

    Concerns with declining public trust in government have become a permanent element of the contemporary political discourse. This concern also extends to levels of citizens’ trust in the public administration and public services. Trust is said to be declining, and this decline is generally seen as detrimental to public service delivery. In this article, we examine the main elements in this discussion, review the existing international survey data and summarise the main findings for OECD countries. Citizens’ trust in the public sector is found to fluctuate, and the data generally do not show consistently declining levels of trust. Furthermore, in some countries there simply is insufficient data to come to any conclusions at all about time trends in citizen trust in the public sector. Points for practitioners This article summarises some of the survey material on citizens’ trust in the public administration. It allows practitioners to compare trends in public trust in their country across time and space. The findings lead us to reject the hypothesis of a universal decline of trust in the public sector. The article warns against using opinion poll results without considering context. The long-term and comparative perspective on citizens’ trust in the public sector is all too often absent from the policy discourse that is frequently based on assumptions and ad-hoc approaches

    Entrepreneurship Assessment in Higher Education: A Research Review for Engineering Education Researchers

    BackgroundDespite the wide adoption of entrepreneurship by United States engineering programs, there have been few advances in how to measure the influences of entrepreneurial education on engineering students. We believe the inadequate growth in engineering entrepreneurship assessment research is due to the limited use of research emerging from the broader entrepreneurship education assessment community.PurposeThis paper explores entrepreneurship education assessment by documenting the current state of the research and identifying the theories, variables, and research designs most commonly used by the broader community. We then examine if and how these theories and constructs are used in engineering entrepreneurship education.Scope/MethodTwo literature databases, Scopus¼ and Proquest, were searched systematically for entrepreneurship education assessment research literature. This search yielded 2,841 unique papers. Once inclusion and exclusion criteria were applied, 359 empirical research papers were coded for study design, theory, variables measured, instruments, and validity and reliability.ConclusionsWhile there has been growth in entrepreneurship education assessment research, little exchange of ideas across the disciplines of business, engineering, and education is occurring. Nonempirical descriptions of programs outweigh empirical research, and these empirical studies focus on affective, rather than cognitive or behavioral, outcomes. This pattern within the larger entrepreneurship community is mirrored in engineering where the use of theoryñ based, validated entrepreneurship education assessment instruments generally focuses on the context of intent to start a new company.
