    Measuring the capability to raise revenue process and output dimensions and their application to the Zambia revenue authority

    The worldwide diffusion of the good governance agenda and new public management has triggered a renewed focus on state capability and, more specifically, on the capability to raise revenue in developing countries. However, the analytical tools for a comprehensive understanding of the capability to raise revenue remain underdeveloped. This article aims at filling this gap and presents a model consisting of the three process dimensions ‘information collection and processing’, ‘merit orientation’ and ‘administrative accountability’. ‘Revenue performance’ constitutes the fourth capability dimension which assesses tax administration’s output. This model is applied to the case of the Zambia Revenue Authority. The dimensions prove to be valuable not only for assessing the how much but also the how of collecting taxes. They can be a useful tool for future comparative analyses of tax administrations’ capabilities in developing countries.Die weltweite Verbreitung der Good-Governance- und New-Public-Management-Konzepte hat zu einer zunehmenden Konzentration auf staatliche Leistungsfähigkeit und, im Besonderen, auf die Leistungsfähigkeit der Steuererhebung in Entwicklungsländern geführt. Allerdings bleiben die analytischen Werkzeuge für ein umfassendes Verständnis von Leistungsfähigkeit unterentwickelt. Dieser Artikel stellt hierfür ein Modell vor, das die drei Prozess-Dimensionen „Sammeln und Verarbeiten von Informationen“, „Leistungsorientierung der Mitarbeiter“ und „Verantwortlichkeit der Verwaltung“ beinhaltet. „Einnahmeperformanz“ ist die vierte Dimension und erfasst den Output der Steuerverwaltung. Das mehrdimensionale Modell wird für die Analyse der Leistungsfähigkeit der Steuerbehörde Zambias (Zambia Revenue Authority) genutzt. Es erweist sich nicht nur für die Untersuchung des Wieviel, sondern auch des Wie des Erhebens von Steuern als wertvoll. Die vier Dimensionen können in Zukunft zur umfassenden und vergleichenden Analyse der Leistungsfähigkeit verschiedener Steuerverwaltungen in Entwicklungsländern genutzt werden

    Influence of clearance on the time-dependent performance of the hip following hemiarthroplasty: a finite element study with biphasic acetabular cartilage properties

    Hip hemiarthroplasty is a common treatment for femoral neck fracture. However, the acetabular cartilage may degenerate after hemiarthroplasty leading to postoperative failure and the need for revision surgery. The clearance between the acetabular cartilage and head of the prosthesis is one of the potential reasons for this failure. In this study, the influence of joint clearance on the biomechanical function of a generic hip model in hemiarthroplasty was investigated using biphasic numerical simulation. Both a prolonged loading period of 4000 s and dynamic gait load of 10 cycles were considered. It was found that a larger clearance led to a higher stress level, a faster reduction in load supported by the fluid and a faster cartilage consolidation process. Additionally, the mechanical performance of the acetabular cartilage in the natural model was similar to that in the hemiarthroplasty model with no clearance but different from the hemiarthroplasty models with clearances of 0.5mm and larger. The results demonstrated that a larger clearance in hip hemiarthroplasty is more harmful to the acetabular cartilage and prosthesis heads with more available dimensions (i.e. smaller increments in diameter) could be manufactured for surgeons to achieve a lower clearance, and reduced contact stress in hemiarthroplasty surgeries

    Synthetic Natural Gas Production: Production Cost, Key Cost Factors and Optimal Configuration

    The volatile nature of the renewable energy sources requires energy storage to compensate for the imbalances and to provide reliable base load. Power-to-Methane technology facilitates long-term high capacity renewable energy storage in the form of Synthetic Natural Gas (SNG) in the gas network. Unlike hydrogen, SNG usage in the network has no restrictions and natural gas appliances can operate on SNG. The two inputs required to produce SNG in the methanator are hydrogen and CO2 and they can be obtained from several sources. This leads to multiple possible process flow configurations in SNG production, each of them with varying performance. An optimization model has been developed in GAMS to analyse the performance of these various configurations. The objective of this research is to determine the optimal configuration, key cost factors and their effects on the production cost to identify the areas that require further development for cost reduction. This work also aims to determine the production cost per unit of SNG and the factors with most significant influence on the production cost by implementing a factorial design and a multivariate analysis (analysis of variance) approach. Methanator, electrolyser, biogas upgrader and hydrogen storage are considered as the fundamental process units in this work. The lowest production cost identified in the first year of production is 0.432 €/kWhSNG. The discounted production cost obtained shows that the lowest cost in 20 years from now is 0.143 €/kWhSNG. The variable with the most influence on the production cost is the capex of the methanator followed by the capacity of the methanator

    Return of large fin whale feeding aggregations to historical whaling grounds in the Southern Ocean

    Fin whales (Balaenoptera physalus quoyi) of the Southern Hemisphere were brought to near extinction by twentieth century industrial whaling. For decades, they had all but disappeared from previously highly frequented feeding grounds in Antarctic waters. Our dedicated surveys now confirm their return to ancestral feeding grounds, gathering at the Antarctic Peninsula in large aggregations to feed. We report on the results of an abundance survey and present the first scientific documentation of large fin whale feeding aggregations at Elephant Island, Antarctica, including the first ever video documentation. We interpret high densities, re-establishment of historical behaviours and the return to ancestral feeding grounds as signs for a recovering population. Recovery of a large whale population has the potential to augment primary productivity at their feeding grounds through the effects of nutrient recycling, known as 'the whale pump'. The recovery of fin whales in that area could thus restore ecosystem functions crucial for atmospheric carbon regulation in the world's most important ocean region for the uptake of anthropogenic CO2

    Reintegrating informal settlements into the Greater Cairo Region of Egypt through the regional highway network

    This study analyses informal settlements and the regional highway network in the Greater Cairo Region of Egypt to propose alternatives to reduce regional spatial fragmentation that may lead to spatial segregation. Findings indicate that the street structure of informal settlements provides a configuration that supports social interaction for their residents. While the regional highway network can act to physically disconnect the wider region by isolating or splitting neighbourhoods, some highways can act as an integrator. Analysis at the urban scale can identify points in the settlements’ street networks where they can be connected to the regional transport network, which could have an impact on regional consolidation

    Stress fracture of bilateral tibial metaphysis due to ceremonial march training: a case report

    Stress fractures are caused by repetitive microtraumas that occur during unusual or increased activities. Clinical suspicion is essential for the diagnosis. A twenty-years old soldier was presented with bilateral knee pain and restriction of knee movements after a period of training for ceremonial march. Although plain X-rays were normal, scintigraphy and MRI revealed stress fractures at metaphyseal region of both tibias. History of a patient presenting with persisting joint or bone pain after an unusual repetitive activity should be delicately inquired. Typical history, although pain might be localized to unusual sites, should raise the suspicion of a stress fracture
