Cultural landscape and tourism on historic ranches of the Pantanal wetlands of Brazil
The rise of eco-tourism and rural tourism as new complementary activities which add value to traditional stock-raising functions on historic ranches located in the Pantanal Wetlands of Central-West Brazil is analyzed. Differently from other rural enterprises of the booming Central-West, which produce the majority of Brazilian export commodities, the specific environmental conditions of seasonal wetlands and perennial swamp of the Pantanal restrict the viable options for gaining access to global markets. Consequently, after 1990 ranchers of the Pantanal have developed tourist activities based on the spectacular natural beauty of the wetlands as well as the distinct ranching culture. The ranches have modernized with amenities to attract domestic and foreign tourists and tourism has assumed an importance source of their income
From the École de Ponts et Chaussées to Portuguese Railways: the transfer of technological knowledge and practices
Despite frequent but minor changes concerning the curricula of the courses, civil engineering, continued to be considered during the 19th century as part of military training, having no autonomous status. Thus, public works kept being carried out by military engineers, who were part of the whole embracing “technical services”, which were in charge of «the defence of the country, civil works, roads, geological and other surveys, draining, improvement of ports and the supervision and management of arsenals.»
However, this hybrid profile was increasingly inadequate to the country's needs. In the Portuguese modernization agenda, which was largely based on public works (in particular railways, roads, sanitation and hygiene, and ports), civil engineers embodied the idea of progress, thus playing a decisive role in the “new” Portugal.
Although the choice of “buying” foreign scientific and technological knowledge in the European market-place had evident costs to Portugal, namely by delaying the implementation of national centres for developing expertise and skills, the role played by Portuguese engineers that went abroad to attend foreign schools was crucial to the modernization agenda of the 19th century. In a peripheral country such as Portugal the quest for knew and updated technological knowledge relied deeply on the efficiency of a network of formal and informal channels, which acted has vehicles for learning and spreading new skills, new machines and new expertise’s. Studying abroad was part of this overall strategy aiming to appropriate foreign knowledge and to adapt it to local needs and expectations
Bringing it all Back Home: Portuguese Engineers and their Travels of Learning (1850-1900)
During the 19th century travels of learning became more and more focused, within a framework of a growing professionalisation and specialisation of sciences and technology. The dilettante and the polymath of the 18th century gave place to the professional man; the uncompromising travel diaries and notebooks gave place to the technical and scientific report or the textbook; the concept of learning itself swift from a general approach to a well circumscribed field of expertise.
It is within this context of the growing specialisation of both the travel and the travellers that the travels of Portuguese engineers during the 19th century will be examined in this paper

Este estudo aborda a temática da educação inclusiva, com interesse nas práticas educacionais orientadas por relações de ensino significativas. Temos como objetivo refletir sobre o papel de educadores e pares diante das possibilidades de desenvolvimento e aprendizagem de alunos com necessidades educacionais especiais. Partimos do pressuposto de que o sujeito interativo elabora conhecimentos sobre objetos em processos necessariamente mediados pelo outro e constituĂdos pela linguagem, pelo funcionamento dialĂłgico. Assumimos os princĂpios metodolĂłgicos da pesquisa histĂłrico-cultural e utilizamos como forma de análise o que se denomina análise microgenĂ©tica. Utilizamos um banco de dados composto por filmagens de práticas pedagĂłgicas de uma sala de aula e gravações de reuniões periĂłdicas ocorridas entre uma das pesquisadoras e a professora de um aluno do 1Âş ano do ensino fundamental, com 8 anos de idade e atraso no desenvolvimento global. Os resultados mostram que houve participação do outro nas atividades propostas, configurando relações intersubjetivas nem sempre harmoniosas e diferentes formas de envolvimento entre a professora e o aluno na dinâmica dialĂłgica. As ações da professora ganham um lugar importante ao reconhecermos a relevância de sua participação no processo de elaboração do conhecimento escolar. Destacamos o papel que o outro representa no processo de ensino e aprendizagem e explicitamos modos de ação que podem contribuir, no âmbito educacional, para tornar o processo de ensino significativo tambĂ©m para os alunos com necessidades educacionais especiais
Brazilian open archives initiatives : the influence of ElPub conferences and the Role of IBICT
There is a worldwide tendency towards an “open access philosophy” and the adoption of OAI facilities everywhere, including developing countries. We present a case study on how Brazilian academic institutions such as universities and research institutes have responded to this global movement towards OAI This paper reports the results of the first phase of a three-year, cross-sectional study into the growth of OAI systems in a developing country, Brazil. The study looked at four kinds of initiatives with the OAI-PMH protocol, namely, authors’ independent/direct self-archiving, institutional repositories, electronic journals and electronic conference proceedings. Results of the study showed that there are 24 institutions that have implemented one or more kinds of OAI in Brazil. All four types of initiatives have been implemented in the country, mostly within
university environments. Compared to other countries, the initiatives identified still represent a slow response of the country, considering what has been observed in other regions worldwide. Initial observations of the OAI in Brazil point to an influence of the participation of Brazilian decision makers in the ElPub conferences over the last two or three years, in most of the initiatives identified. Likewise, IBICT’s (Brazilian Institute for Information on Science and technology) policy has made and will continue to make a significant contribution to
promoting open access in Brazil
Stabilization constraints from different-average public debt levels in a Monetary Union with country-size asymmetry
In the sequence of the recent financial and economic crisis, the recent
public debt accumulation is expected to hamper considerably business cycle
stabilization, by enlarging the budgetary consequences of the shocks.
This paper analyses how the average level of public debt in a monetary
union shapes optimal discretionary fiscal and monetary stabilization policies
and affects stabilization welfare.
We use a two-country micro-founded New-Keynesian model, where a
benevolent central bank and the fiscal authorities play discretionary policy
games under different union-average debt-constrained scenarios.
We find that high debt levels shift monetary policy assignment from
inflation to debt stabilization, making cooperation welfare superior to noncooperation.
Moreover, when average debt is too high, welfare moves directly
(inversely) with debt-to-output ratios for the union and the large
country (small country) under cooperation. However, under non-cooperation,
higher average debt levels benefit only the large country
Monetary and fiscal policies interactions in a monetary union with country-size asymmetry
Within a country-size asymmetric monetary union, idiosyncratic shocks
and national fiscal stabilization policies cause asymmetric cross-border effects.
These effects are a source of strategic interactions between noncoordinated
fiscal and monetary policies: on the one hand, due to larger
externalities imposed on the union, large countries face less incentives
to develop free-riding fiscal policies; on the other hand, a larger strategic
position vis-Ă -vis the central bank incentives the use of fiscal policy
to, deliberately, influence monetary policy. Additionally, the existence
of non-distortionary government financing may also shape policy interactions.
As a result, optimal policy regimes may diverge not only across the
union members, but also between the latter and the monetary union.
In a two-country micro-founded New-Keynesian model for a monetary
union, we consider two fiscal policy scenarios: (i) lump-sum taxes are
raised to fully finance the government budget and (ii) lump-sum taxes do
not ensure balanced budgets in each period; therefore, fiscal and monetary
policies are expected to impinge on debt sustainability. For several degrees
of country-size asymmetry, we compute optimal discretionary and
dynamic non-cooperative policy games and compare their stabilization
performance using a union-wide welfare measure. We also assess whether
these outcomes could be improved, for the monetary union, through institutional
policy arrangements.
We find that, in the presence of government indebtedness, monetary
policy optimally deviates from macroeconomic to debt stabilization. We
also find that policy cooperation is always welfare increasing for the monetary
union as a whole; however, indebted large countries may strongly
oppose to this arrangement in favour of fiscal leadership. In this case,
delegation of monetary policy to a conservative central bank proves to be
fruitful to improve the union’s welfare
DifusĂŁo do sensoriamento remoto em municĂpio interiorano: experiĂŞncia em escola de PĂ© de Serra – Ba-Brasil
O sensoriamento remoto se destaca por ser uma geotecnologia que permite interpretar dados da superfĂcie terrestre tornando-se um recurso didático muito Ăştil para o ensino. A maioria das pesquisas realizadas com o sensoriamento remoto enquanto ferramenta didática Ă© feita em grandes centros urbanos, havendo necessidade de se fazer difusĂŁo dessa geotecnologia em municĂpios pequenos. O objetivo desse trabalho foi mostrar como o sensoriamento remoto pode ser utilizado em escolas de municĂpio interiorano para trabalhar conteĂşdos de geografia contextualizados com a realidade local. A pesquisa realizou-se na Escola Municipal LuĂs Eduardo MagalhĂŁes, situada no MunicĂpio de PĂ© de Serra – BA, com quatro turmas de 9° ano (78 alunos) da Educação Básica, nos turnos matutino e vespertino. Para aplicação do estudo seguiram-se trĂŞs etapas. Na primeira foi feito diagnostico sobre os conhecimentos prĂ©vios dos estudantes em relação ao sensoriamento remoto e Ă s aulas de geografia. Na segunda, realizou-se oficina com uma parte teĂłrica e outra prática. Na parte teĂłrica foi apresentado, atravĂ©s de slides, o conceito de sensoriamento remoto, as principais caracterĂsticas dessa tecnologia, alĂ©m do uso e aplicação das imagens de satĂ©lites. Na parte prática foi proporcionado ao estudante contato com imagens de satĂ©lite, do Google Earth do seu municĂpio. Foram construĂdos, a partir das imagens de satĂ©lite, croquis do espaço vivido pelos estudantes. Na terceira etapa foi aplicado um questionário para identificar a aprendizagem adquirida durante a oficina. Na primeira etapa do estudo 59% dos alunos declararam nĂŁo conhecer imagens de satĂ©lites do seu municĂpio, 100% nĂŁo souberam responder o que Ă© sensoriamento remoto, 77% afirmaram que as aulas de geografia e o livro didático nĂŁo sĂŁo contextualizados com a realidade local. Na segunda etapa houve bom aproveitamento do pĂşblico alvo ao conhecer conceitos e caracterĂsticas relacionados Ă tecnologia de sensoriamento remoto, sua utilidade nos estudos da paisagem local e estudos ambientais, alĂ©m da produção de croquis para representar elementos do espaço vivido. Ao manusear as imagens de satĂ©lites e construir o croqui, os estudantes demostraram curiosidade e interesse em identificar elementos constituintes da paisagem. A terceira etapa desse estudo foi importante para perceber o quanto os estudantes avançaram em relação ao conhecimento sobre o sensoriamento remoto, bem como a importância dessa tecnologia para estudar a sua localidade. Quando perguntado sobre o que mais lhe chamou atenção nas imagens de satĂ©lites de seu municĂpio 37% destacaram a diminuição da vegetação do municĂpio, 32% destacaram a qualidade das imagens para estudar o municĂpio. Dessa forma, conclui-se que o ensino de Geografia deve permitir ao aluno compreender o seu espaço e para isso existem recursos tecnolĂłgicos como o sensoriamento remoto que exerce grande importância na educação. Percebe-se com esse trabalho a necessidade de divulgar o sensoriamento remoto em escolas de municĂpios interioranos porque o professor nĂŁo tem utilizado em sala de aula e muitos alunos ainda nĂŁo conhecem essa tecnologia a qual se constitui numa forma dinâmica e atrativa no processo ensino-aprendizagem.Palavras-chave: Sensoriamento Remoto, Recurso didático, Ensino de Geografia, Realidade Local
