    When who and how matter: explaining the success of referendums in Europe

    This article aims to identify the institutional factors that make a referendum successful. This comparative analysis seeks to explain the success of top-down referendums organized in Europe between 2001 and 2013. It argues and tests for the main effect of three institutional factors (popularity of the initiator, size of parliamentary majority, and political cues during referendum campaigns) and controls for the type of referendum and voter turnout. The analysis uses data collected from referendums and electoral databases, public opinion surveys, and newspaper articles. Results show that referendums proposed by a large parliamentary majority or with clear messages from political parties during campaign are likely to be successful

    Evolution of star formation in the UKIDSS ultra deep survey field-I. Luminosity functions and cosmic star formation rate out to z = 1.6

    We present new results on the cosmic star formation history in the Subaru/XMM-Newton Deep Survey (SXDS)-Ultra Deep Survey (UDS) field out to z = 1.6. We compile narrowband data from the Subaru Telescope and the Visible and Infrared Survey Telescope forAstronomy (VISTA) in conjunction with broad-band data from the SXDS and UDS, to makea selection of 5725 emission-line galaxies in 12 redshift slices, spanning 10 Gyr of cosmictime. We determine photometric redshifts for the sample using 11-band photometry, and usea spectroscopically confirmed subset to fine tune the resultant redshift distribution. We usethe maximum-likelihood technique to determine luminosity functions in each redshift slice and model the selection effects inherent in any narrow-band selection statistically, to obviatethe retrospective corrections ordinarily required. The deep narrow-band data are sensitive tovery low star formation rates (SFRs), and allow an accurate evaluation of the faint end slopeof the Schechter function, α We find that a is particularly sensitive to the assumed faintest broad-band magnitude of a galaxy capable of hosting an emission line, and propose thatthis limit should be empirically motivated. For this analysis, we base our threshold on thelimiting observed equivalent widths of emission lines in the local Universe. We compute thecharacteristic SFR of galaxies in each redshift slice, and the integrated SFR density,ρ SFR. Wefind our results to be in good agreement with the literature and parametrize the evolution of the SFR density as ρ SFR α(1 + z)4.58 confirming a steep decline in star formation activity since z ~ 1.6.Peer reviewe

    Uninterested youth? Young people's attitudes towards party politics in Britain

    Following the outcome of the 2001 and 2005 General Elections, when the numbers of abstainers outweighed the numbers of Labour voters on both occasions, much attention has focused upon the state of British democracy and how to enthuse the electorate, especially young people. While the government is exploring ways to make the whole process of voting easier, it may be failing to tackle the real problem - that youth appear to find the business of politics uninviting and irrelevant. This paper examines data derived from a nationwide survey of over 700 young people in order to shed light on what lies at the heart of young people's apparent disengagement from formal politics in Britain - political apathy or a sense of political alienation. The findings reveal that they support the democratic process, but are sceptical of the way the British political system is organised and led, and are turned off by politicians and the political parties. However, there is no uniform youth orientation to politics, and the data indicate that views differ according to social class, educational history, and also gender. However both ethnicity and region of the country in which young people live seem to have little influence in structuring political attitudes and behaviour

    A generation apart? Youth and political participation in Britain

    Conventional wisdom holds that young people in Britain are alienated from politics, with some claiming that this reflects a wider crisis of legitimacy that should be met by initiatives to increase citizenship. This article addresses these areas, presenting both panel survey and focus group data from first-time voters. It concludes that, contrary to the findings from many predominantly quantitative studies of political participation, young people are interested in political matters, and do support the democratic process. However they feel a sense of anti-climax having voted for the first time, and are critical of those who have been elected to positions of political power. If they are a generation apart, this is less to do with apathy, and more to do with their engaged scepticism about ‘formal’ politics in Britain

    Cajoling or coercing: would electoral engineering resolve the young citizen–state disconnect?

    The relationships between citizens and their states are undergoing significant stresses across advanced liberal democracies. In Britain, this disconnect is particularly evident amongst young citizens. This article considers whether different electoral engineering methods - designed either to cajole or compel youth to vote - might arrest the decline in their political engagement. Data collected in 2011 from a national survey of 1,025 British 18 year olds and from focus groups involving 86 young people, reveal that many young people claim that they would be more likely to vote in future elections if such electoral reforms were implemented. However, it is questionable whether or not such increased electoral participation would mean that they would feel truly connected to the democratic process. In particular, forcing young people to vote through the introduction of compulsory voting may actually serve to reinforce deepening resentments, rather than engage them in a positive manner

    Evaluation Research and Institutional Pressures: Challenges in Public-Nonprofit Contracting

    This article examines the connection between program evaluation research and decision-making by public managers. Drawing on neo-institutional theory, a framework is presented for diagnosing the pressures and conditions that lead alternatively toward or away the rational use of evaluation research. Three cases of public-nonprofit contracting for the delivery of major programs are presented to clarify the way coercive, mimetic, and normative pressures interfere with a sound connection being made between research and implementation. The article concludes by considering how public managers can respond to the isomorphic pressures in their environment that make it hard to act on data relating to program performance.This publication is Hauser Center Working Paper No. 23.     The 2dF Galaxy Redshift Survey: correlation with the ROSAT-ESO flux-limited X-ray galaxy cluster survey

    The ROSAT-European Southern Observatory (ESO) flux-limited X-ray (REFLEX) galaxy cluster survey and the Two-degree Field Galaxy Redshift Survey (2dFGRS), respectively, comprise the largest, homogeneous X-ray selected cluster catalogue and completed galaxy redshift survey. In this work, we combine these two outstanding data sets in order to study the effect of the large-scale cluster environment, as traced by X-ray luminosity, on the properties of the cluster member galaxies. We measure the LX−σr relation from the correlated data set and find it to be consistent with recent results found in the literature. Using a sample of 19 clusters with LX≥ 0.36 × 1044 erg s−1 in the 0.1-2.4 keV band, and 49 clusters with lower X-ray luminosity, we find that the fraction of early spectral type (η=−1.4), passively evolving galaxies is significantly higher in the high-LX sample within R200. We extend the investigation to include composite bJ cluster luminosity functions, and find that the characteristic magnitude of the Schechter-function fit to the early-type luminosity function is fainter for the high-LX sample compared to the low-LX sample (ΔM*= 0.58 ± 0.14). This seems to be driven by a deficit of such galaxies with MbJ∼−21. In contrast, we find no significant differences between the luminosity functions of star-forming, late-type galaxies. We believe these results are consistent with a scenario in which the high-LX clusters are more dynamically evolved systems than the low-LX cluster
