Decentralization And Education Performance: A First View To The Brazilian Process
This paper analyses the impact of the decentralization in educational system that is taking place in Brazil inthe last decade, as a result of several laws that encourage municipalities to invest in fundamental education.The proficiency tests undertaken by the government allows to follow some public schools in two points intime. Therefore we were able to create an experimental group with the schools that were under state system inthe SAEB exam and have migrated to the municipality system by the time of Prova Brasil and a control groupwith the schools that were under the state system between the two exams and compare the difference in theirresults using a fixed effect panel data analysis. The difference in difference estimator indicates that there is nosignificant change in the performance of the students.

Mestrado em Contabilidade, Fiscalidade e Finanças EmpresariaisOs Bancos apresentam-se como grandes utilizadores das técnicas de análise financeira. Esta análise não constitui o único factor do qual depende a atribuição ou não de crédito, mas revela-se o ponto crucial da questão. Na análise de crédito é necessário recorrer a um conjunto de indicadores que possuem diversas formas, sendo os mais utilizados aqueles que assumem a forma de rácios. Desde há muito tempo, os indicadores económico-financeiros, mais especificamente os rácios financeiros, vêm assumindo uma importância cada vez maior na análise de crédito, através do desenvolvimento de vários modelos, dos quais fazem parte Modelos de Scoring ou de Rating. O presente estudo vem ilustrar, precisamente, a relevância dos indicadores económico-financeiros num procedimento de avaliação de crédito, utilizando este último modelo.Banks are one of the main users of financial analysis techniques. Notifications of femur fractures in an elderly northeastern capital: in the years 2008 to 2012
Objective: to present notifications of femoral neck fractures in the elderly. Method: documentary retrospective study from the Health Indicator System and Aging Policy Monitoring on the femur fractures, including: admissions; proportion of hospitalizations and hospitalization rate according to sex. Results: 2008 to 2012 were registered 1,200 procedures related to fractures, among which 687 were in the elderly. Note that in 2009 there was a higher number of admissions in women with a ratio of 2.53 and hospitalization rate of 29,45; in 2010 the proportion of women in hospitalizations was 1.67. Conclusion: The fracture is a public health problem, although it is considered an event of old age, has consequences such as fear of walking, loss of ability to perform daily activities, decreased quality of life, and is the leading cause of hospitalization and death among elderly
Government financial and budgetary control : a research about the legal and institutional arrangements and the political and administrative relationship in 18 countries of different continents
Este artigo tem por objetivo identificar qual o sistema organizacional adotado por instituições responsáveis pelo
controle financeiro-orçamentário governamental (controladoria ou tribunal de contas) em dezoito países, sendo nove do
Continente Americano, cinco do Continente Europeu, três do Continente Asiático e um da Oceania. Além disso, busca-se
verificar o tratamento dado pelo ordenamento jurídico desses países e a relação do sistema organizacional existente com
o sistema de governo adotado e a história política dos países. A fundamentação teórica abrange conceitos das ciências da
Administração, da Economia e do Direito. Quanto ao objetivo, a metodologia adotada é a descritiva e quanto aos procedimentos,
a pesquisa é documental. Os países europeus de origem latina França, Itália, Espanha e Portugal adotam como
sistema de controle os tribunais de contas. O Continente Americano, predominantemente, adota controladorias, exceto
Brasil e Uruguai, onde o controle é realizado por tribunais. China, Índia e Israel também adotam controladorias, assim
como na Oceania com a Nova Zelândia. Em Cuba, o controle de contas públicas está a cargo de um Ministério de Auditoria.
Nos países parlamentaristas, os arranjos institucionais prevalecentes são Controladorias ou Auditorias-Gerais e nos
países presidencialistas predomina os Tribunais de Contas. _________________________________________________________________________________ ABSTRACTThe objective of this paper is to identify the organizational system used by the institutions which are responsible for the
government financial and budgetary control (General Comptrollers or Court of Audit) in eighteen countries, nine of them in the
Americas, five in Europe, three in Asia and one in Oceania. Besides, it tries to verify the legal treatment and the existing relations with
systems of government and the countries’ political histories. The theoretical framework covers concepts in the sciences of management,
economics and law. As of the objective, the methodology adopted is descriptive and regarding the procedures, the research is documental.
The European countries with Latin origins, France, Italy, Spain and Portugal, adopt as controlling system the Court of Audit. The
American countries, predominantly, adopt General Comptrollers, except for Brazil and Uruguay, where the control is performed by
Courts of Audits. China, India and Israel also adopt Comptrollers, as well as New Zealand, in Oceania. In Cuba, the control of the
public accounts is in charge of an Auditing Ministry. In the parliamentary countries, the institutional arrangements prevailing are
the Comptrollers or General Auditings and in the presidential countries predominate the Court of Audit

Dispositivos móveis e desempenho profissional: um estudo sobre byod e consumerização de tecnologia de informação.
O uso de dispositivos móveis como smartphones e tablets está crescendo a cada ano. Pessoas utilizam estes dispositivos para diversas atividades, facilitando a vida do usuário. Então, a utilização de dispositivos móveis pessoais para desempenhar atividades do dia a dia se tornou algo comum, o que podemos chamar de consumerização de tecnologia de informação. A partir da utilização constante destes dispositivos, surgiu um fenômeno chamado de Bring Your Own Device (BYOD), ou “traga o seu próprio dispositivo”, onde os colaboradores de empresas estão levando os seus smartphones e tablets para o ambiente de trabalho para auxiliar a desempenhar as tuas atividades profissionais. O objetivo da pesquisa é analisar os aspectos que se refletem no desempenho profissional decorrente do uso de dispositivos móveis no ambiente de trabalho. A pesquisa é quantitativa, de natureza exploratória e descritiva, devido a ser um tema pouco estudado ainda. Foi utilizado um questionário com questões objetivas e com questões com a escala Likert, para saber o grau de concordância dos participantes da pesquisa em relação aos aspectos abordados, que são a inovação, a flexibilidade, a qualidade, a produtividade e o custo. Foi realizado um estudo de caso em duas empresas, o SESI e a Usina Monte Alegre, ambas localizadas no estado da Paraíba, a amostra participante foram 16 colaboradores do SESI e 10 colaboradores da Usina Monte Alegre, desta forma possibilitando fazer uma análise do perfil e dos aspectos em cada empresa. Foi constatado que o uso dos dispositivos móveis nas duas empresas influencia bastante no desempenho dos seus colaboradores, como por exemplo, 60% dos colaboradores da Usina Monte Alegre concordam totalmente que o uso dos aparelhos auxilia a ter mais flexibilidade de tempo, os 40% restante concordam parcialmente com este aspecto. Já 80% dos colaboradores do SESI, afirmam que concordam totalmente que o uso de smartphones permite realizar processos de uma maneira melhor. Outras variáveis foram analisadas e todas nos permitem interpretar que o uso os dispositivos móveis influencia bastante no desempenho profissional, permitindo que os colaboradores inovem nas suas atividades, tenham mais flexibilidade de tempo, utilizem menos recursos da empresa, melhorem a qualidade da comunicação entre os colaboradores sem grandes custos, além de outros benefícios.The use of mobile devices like smartphones and tablets is growing every year. People use these devices for various activities, facilitating the user's life. So the use of personal mobile devices to perform activities of daily life has become second nature, which we call consumerization of information technology. Drawing on the use of these devices came a phenomenon called Bring Your Own Device (BYOD), or "bring your own device", where employees of companies are taking their smartphones and tablets to the desktop to help play your professional activities. The objective of the research is to analyze the aspects that are reflected in work performance due to the use of mobile devices in the workplace. The research is quantitative, exploratory and descriptive nature, because it is a topic just yet studied. A questionnaire with objective questions and issues with the Likert scale was used to find out the degree of agreement of respondents in relation to the points raised, which are innovation, flexibility, quality, productivity and cost. A case study was conducted in two companies, SESI and Usina Monte Alegre, both located in the state of Paraíba, the participant sample were 16 employees SESI and 10 employees of the Usina Monte Alegre, thus enabling make a profile analysis and the aspects of each company. It has been found that the use of mobile devices in the two companies greatly influences the performance of its employees, for example, 60% of the employees of the Usina Monte Alegre fully agree that the use of the equipment helps to have more flexibility of time, the remaining 40% partially agree with this. Already 80% of SESI employees, say totally agree that the use of smartphones allows for processes in a better way. Other variables were analyzed and all allow us to interpret that using mobile devices greatly influences the professional performance, allowing developers to innovate in their activities, have more flexibility of time, use less resources of the company, improve the quality of communication between employees without great costs, and other benefits
Extração de conhecimento em bases de dados geográficas com recurso a geo-ontologia

para a resolução de problemas existentes em diversos domínios tais como,
na saúde, meteorologia ou segurança, e.g., na identificação de locais de concentração
de crimes como meio de prevenção, e também no planeamento urbano ou
proteção civil, e.g., na elaboração de modelos de riscos de incêndio como suporte
ao planeamento das ações de busca e salvamento.
Neste trabalho desenvolve-se uma plataforma que a partir de dados geolocalizados
extrai conhecimento sob a forma de regras de associação espacial. As regras
extraídas são constituídas por relacionamentos espaciais, topológicos e de
distância. Os relacionamentos são obtidos entre entidades espaciais existentes na
superfície terrestre e elementos espaciais que caracterizam um fenómeno, e.g., um
foco de gripe aviária ou acidentes rodoviários, adicionados de um buffer espacial
de dimensão variável. A informação geoespacial utilizada foi obtida do projeto
colaborativo OpenStreetMap. Os dados OpenStreetMap são coletados a partir de
colaboração voluntária segundo o conceito Volunteered Geographic Information.
Um processo de extração de regras de associação produz, normalmente, um elevado
número de regras de associação o que dificulta a perceção de novo conhecimento.
Para abordar este problema é constituída uma geo-ontologia, com relacionamentos
espaciais detetados ‘a priori’, que originarão padrões conhecidos.
Estes relacionamentos são obtidos através da análise do dataset produzido. A
plataforma desenvolvida permite também integrar conhecimento do utilizador.
A metodologia utilizada para extração de regras de associação espacial permite
obter do espaço de pesquisa, um número de regras que não excede um valor
definido pelo utilizador.
Apresenta-se um estudo de caso sobre o problema da gripe aviária. As experiências
realizadas mostram resultados que seguem um padrão que foi confrontado,
com documentação especializada na área, que validam os resultados obtidos.The extraction of geo-mining data has contributed towards the resolution of issues
concerning a variety of domains, such as health, meteorology or security, for
example, in identifying crime concentration sites, as a means of prevention and
also in urban planning or civil protection, i.e., in preparing fire risk models as
support towards the planning of search and rescue measures.
This study focuses on the development of a platform that extracts knowledge
in the form of rules of spatial association, taken from geo-mining data. The extracted
rules consist of spatial, topological and distance relationships. The relationships
are obtained from spatial entities that exist on the terrestrial surface and
spatial elements that characterise a phenomenon, e.g., a spout of avian flu or road
accidents, with the addition of a spatial buffer of variable size. The geospatial
information used was obtained from a collaborative project - OpenStreetMap. The
OpenStreetMap data is collected according to the concept of Volunteered Geographic
Information, taken from voluntary cooperation.
A given process of extracting rules of association, usually produces a high number
of rules of association, which makes it difficult to perceive new knowledge. In
order to address this issue, a geo-ontology is created, with spatial relationships
detected beforehand, which will originate known patterns. These relationships
are obtained through the analysis of the dataset produced. The developed platform
also enables the integration of user knowledge. The methodology used for
extracting rules of association enables one to obtain a series of rules, from the
search area, that do not exceed a user-defined value.
Shown here, is a case study on the problem of avian flu. The experiences conducted
show results that follow a pattern, which were then compared against
documentation from experts in this field, thus validating the results obtained.N/

Rapid star formation and global gravitational collapse
Most young stars in nearby molecular clouds have estimated ages of 1–2 Myr, suggesting that star formation is rapid. However, small numbers of stars in these regions with inferred ages of > rsim 5–10 Myr have been cited to argue that star formation is instead a slow, quasi‐static process. When considering these alternative pictures it is important to recognize that the age spread in a given star‐forming cloud is necessarily an upper limit to the time‐scales of local collapse, as not all spatially distinct regions will start contracting at precisely the same instant. Moreover, star‐forming clouds may dynamically evolve on time‐scales of a few Myr; in particular, global gravitational contraction will tend to yield increasing star formation rates with time due to generally increasing local gas densities. We show that two different numerical simulations of dynamic, flow‐driven molecular cloud formation and evolution (1) predict age spreads for the main stellar population roughly consistent with observations and (2) raise the possibility of forming small numbers of stars early in cloud evolution, before global contraction concentrates the gas and the bulk of the stellar population is produced.
