    Recovering Nimbus Era Observations at the NASA GES DISC

    Between 1964 and 1978, NASA launched a series of seven Nimbus meteorological satellites which provided Earth observations for 30 years. These satellites, carrying a total of 33 instruments to observe the Earth at visible, infrared, ultraviolet, and microwave wavelengths, revolutionized weather forecasting, provided early observations of ocean color and atmospheric ozone, and prototyped location-based search and rescue capabilities. The Nimbus series paved the way for a number of currently operational systems such as the EOS (Earth Observation System) Terra, Aqua, and Aura platforms. The original data archive includes both magnetic tapes and film media. These media are well past their expected end of life, placing at risk valuable data that are critical to extending the history of Earth observations back in time. GES DISC (Goddard Earth Sciences Data and Information Services Center) has been incorporating these data into a modern online archive by recovering the digital data files from the tapes, and scanning images of the data from film strips. The digital data products were written on obsolete hardware systems in outdated file formats, and in the absence of metadata standards at that time, were often written in proprietary file structures. Through a tedious and laborious process, oft-corrupted data are recovered, and incomplete metadata and documentation are reconstructed

    Managing water scarcity at a river basin scale with economic instruments

    This paper presents a conceptual framework for both assessing the role of economic instruments, and reshaping them in order to enhance their contribution to the goals of managing water scarcity. Water management problems stem from the mismatch between a multitude of individual decisions, on the one hand, and the current and projected status of water resources on the other. Economics can provide valuable incentives that drive individual decisions, and can design efficient instruments to address water governance problems in a context of conflicting interests and relevant transaction costs. Yet, instruments such as water pricing or trading are mostly based on general principles of welfare economics that are not readily applicable to assets as complex as water. A flaw in welfare economic approaches lies in the presumption that economic instruments may be good orbad on their own (e.g., finding the "right" price). This vision changes radically when we focus on the problem, instead of the instrument. In this paper, we examine how economic instruments to achieve welfare-enhancing water resource outcomes can realize their full potential in basin-scale management contexts. We follow a political economy perspective that views conflicts between public and private interest as the main instrumental challenge of water management. Our analysis allows us to better understand the critical importance of economic instruments for reconciling individual actions towards collective ambitions of water efficiency, equity and sustainability with lessons for later-adopting jurisdictions. Rather than providing panaceas, the successful design and implementation of economic instruments as key river basin management arrangements involves high transaction costs, wide institutional changes and collective action at different levels

    Thermal, deformation, and degassing remote sensing time‐series (A.D. 2000‐2017) at the 47 most active volcanoes in Latin America: Implications for volcanic systems

    Volcanoes are hazardous to local and global populations, but only a fraction are continuously monitored by ground‐based sensors. For example, in Latin America, more than 60% of Holocene volcanoes are unmonitored, meaning long‐term multi‐parameter datasets of volcanic activity are rare and sparse. We use satellite observations of degassing, thermal anomalies, and surface deformation spanning 17 years at 47 of the most active volcanoes in Latin America, and compare these datasets to ground‐based observations archived by the Global Volcanism Program (GVP). This first comparison of multi‐satellite time‐series on a regional scale provides information regarding volcanic behavior during, non‐, pre‐, syn‐ and post‐eruptive periods. For example, at Copahue volcano, deviations from background activity in all three types of satellite measurements were manifested months to years in advance of renewed eruptive activity in 2012. By quantifying the amount of degassing, thermal output, and deformation measured at each of these volcanoes, we test the classification of these volcanoes as open or closed volcanic systems. We find that ~28% of the volcanoes do not fall into either classification and the rest show elements of both, demonstrating a dynamic range of behavior that can change over time. Finally, we recommend how volcano monitoring could be improved through better coordination of available satellite‐based capabilities and new instruments

    Using Incentives and Social Information to Promote Energy Conservation Behavior

    Improving the efficiency in the domestic energy consumption has become a showpiece of how behavioral economics can be applied to the field of environmental economics. This study builds upon the literature by providing subjects with individual and social energy performance information at group level in a controlled field experiment setting. We aim to test whether extrinsic incentives accentuate or crowd out the intrinsic motivation to save energy and how heterogeneity in environmental attitudes also impacts on electricity conservation. Besides, we test for the persistence of energy-saving habits after the information is removed. Results suggest that the provision of individual feedback and social information increase energy conserving behavior, with this being most effective among those who signaled in a previous stage preferences for pro-environmental and sustainable living. However, treatment variations indicate that subjects overall fail to maintain “good habits” once the intervention stops, with exception of pro-environmental subjects who continue to consume less electricity in the post-intervention phase. Furthermore, our findings indicate that rewarding groups in a competitive environment may create perverse long-run effects. While providing individual and social information could improve both consumer welfare and energy demand forecasting, the timescale, frequency, and mechanism undertaken require careful scrutiny and planning if these potential benefits are to be maximized and undesirable side effects prevented

    Identifying Racial Minorities' Nationality: Non-verbal Accent as a Cue to Cultural Group Membership

    Historically, racial appearance has been a common source of information upon which we categorize others, as have verbal accents. Enculturated non-verbal accents which are detected in facial expressions of emotion, hairstyle, and everyday behaviors, have also been found to exist. We investigated the effects of non-verbal accent on categorization and stereotyping when people are exposed to thin slices of behavior. The effects of racial essentialism, which inclines people to categorize and assess others by race, were also tested. In three studies, Australian participants were shown short, muted videos of target individuals performing everyday behaviors. The targets were of a minority (Asian) racial appearance, but half had been interracially adopted as babies and grew up in the Australian mainstream. The other half were foreign nationals who grew up in Asia. In Studies 1 and 2, Australian participants rated each target as Australian or foreign. In both studies, they correctly identified the targets at above chance levels. In Study 3, participants rated the targets on Australian and Asian stereotype traits. They were not told that some targets were Australian and some were foreign, but they nonetheless rated the congruent stereotypes more strongly. Lay theory of race moderated the effect of non-verbal accent, with a weaker effect among participants who endorsed racial essentialism. These preliminary findings reveal subtle effects of non-verbal accent as a cue to cultural group membership and invite further work into the effects of non-verbal accent on person perception and categorization processes
