    Developing Organizational Leaders to Manage Publicness: A Conceptual Framework

    Students enrolled in programs accredited by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) are increasingly seeking careers outside of classic government organizations. Considering the diversity of job placements with respect to sector (i.e., government, private for-profit, nonprofit), public affairs students may benefit from in-course instruction that aims to develop management competencies that are applicable to any sector. Educating students on publicness theory, specifically managing to achieve public outcomes (i.e., managing publicness), may position these current and future organizational leaders to identify and effectively manage certain structures and institutions in their organization and the external environment. Accordingly, this study provides a conceptual framework in the form of a research-intensive assignment that will equip public affairs students with a working view of how publicness applies to their organizations. By engaging in this research, students acquire practical tools that allow them to consider publicness in their management strategies and decisions regardless of their sector of employment

    The Cost of Saving Money: Public Service Motivation, Private Security Contracting, and the Salience of Employment Status

    The growth of government outsourcing has triggered significant legal and social science research. That research has focused primarily on issues of cost, accountability, and management. A thus far understudied question concerns the relevance and importance of public service motivations (PSM), especially when a government agency is proposing to outsource services that are considered inherently governmental. This exploratory study centers on the use of private security guards to augment government-provided public safety, and investigates the public service motivations of part-time and full-time employees of private security firms that regularly partner with—or seek to protect the public independent of—local police. Findings reveal that the presence or absence of motivations consistent with PSM was not attributable to private sector employment, but to whether informants were part-time or full-time employees

    Compton Scattering of Fe K alpha Lines in Magnetic Cataclysmic Variables

    Compton scattering of X-rays in the bulk flow of the accretion column in magnetic cataclysmic variables (mCVs) can significantly shift photon energies. We present Monte Carlo simulations based on a nonlinear algorithm demonstrating the effects of Compton scattering on the H-like, He-like and neutral Fe K alpha lines produced in the post-shock region of the accretion column. The peak line emissivities of the photons in the post-shock flow are taken into consideration and frequency shifts due to Doppler effects are also included. We find that line profiles are most distorted by Compton scattering effects in strongly magnetized mCVs with a low white dwarf mass and high mass accretion rate and which are viewed at an oblique angle with respect to the accretion column. The resulting line profiles are most sensitive to the inclination angle. We have also explored the effects of modifying the accretion column width and using a realistic emissivity profile. We find that these do not have a significant overall effect on the resulting line profiles. A comparison of our simulated line spectra with high resolution Chandra/HETGS observations of the mCV GK Per indicates that a wing feature redward of the 6.4 keV line may result from Compton recoil near the base of the accretion column.Comment: Accepted for publication in MNRAS, 10 pages with 8 figure

    X-ray polarization in relativistic jets

    We investigate the polarization properties of Comptonized X-rays from relativistic jets in active galactic nuclei (AGN) using Monte Carlo simulations. We consider three scenarios commonly proposed for the observed X-ray emission in AGN: Compton scattering of blackbody photons emitted from an accretion disc; scattering of cosmic microwave background (CMB) photons and self-Comptonization of intrinsically polarized synchrotron photons emitted by jet electrons. Our simulations show that for Comptonization of disc and CMB photons, the degree of polarization of the scattered photons increases with the viewing inclination angle with respect to the jet axis. In both cases, the maximum linear polarization is ≈20 per cent. In the case of synchrotron self-Comptonization (SSC), we find that the resulting X-ray polarization depends strongly on the seed synchrotron photon injection site, with typical fractional polarizations P≈ 10–20 per cent when synchrotron emission is localized near the jet base, while P≈ 20–70 per cent for the case of uniform emission throughout the jet. These results indicate that X-ray polarimetry may be capable of providing unique clues to identify the location of particle acceleration sites in relativistic jets. In particular, if synchrotron photons are emitted quasi-uniformly throughout a jet, then the observed degree of X-ray polarization may be sufficiently different for each of the competing X-ray emission mechanisms (synchrotron, SSC or external Comptonization) to determine which is the dominant process. However, X-ray polarimetry alone is unlikely to be able to distinguish between disc and CMB Comptonization

    Fibrotic interstitial lung disease - palliative care needs:a World-Café qualitative study

    Objectives: The importance of palliative care in those with advanced fibrotic interstitial lung diseases (F-ILD) is recognised, but the palliative care requirements of patients and caregivers affected by F-ILD regardless of disease course are not established. We set out to explore this and identify optimal solutions in meeting the needs of a F-ILD population in Ireland. Methods: Implementing a World-Café qualitative research approach, we captured insights evolving, iteratively in interactive small group discussions in response to six predefined topics on palliative care and planning for the future. Thirty-nine stakeholders participated in the World-Café including 12 patients, 13 caregivers, 9 healthcare professionals, 4 industry representatives and 1 representative of the clergy. Results: Palliative care emerged as fundamental to the care and treatment of F-ILDs, regardless of disease progression. Unmet palliative care needs were identified as psychological and social support, disease education, inclusion of caregivers and practical/legal advice for disease progression and end-of-life planning. Participants identified diagnosis as a particularly distressing time for patients and families. They called for the introduction of palliative care discussions at this early-stage alongside improvements in integrated care, specifically increasing the involvement of primary care practitioners in referrals to palliative services. Conclusion: Patients and caregivers need discussions on palliative care associated with F-ILD to be included at the point of diagnosis. This approach may address persisting inadequacies in service provision previously identified over the course of the last decade in the UK, Ireland and European F-ILD patient charters.</p

    The KLEVER Survey: spatially resolved metallicity maps and gradients in a sample of 1.2 < z < 2.5 lensed galaxies

    We present near-infrared observations of 42 gravitationally lensed galaxies obtained in the framework of the KMOS Lensed Emission Lines and VElocity Review (KLEVER) Survey, a programme aimed at investigating the spatially resolved properties of the ionized gas in 1.2 3σ) ‘inverted’ gradients are also found, showing an anticorrelation between metallicity and star formation rate density on local scales, possibly suggesting recent episodes of pristine gas accretion or strong radial flows in place. Nevertheless, the individual metallicity maps are characterized by a variety of different morphologies, with flat radial gradients sometimes hiding non-axisymmetric variations on kpc scales, which are washed out by azimuthal averages, especially in interacting systems or in those undergoing local episodes of recent star formation

    The main aims of this study were: 1) To explore the physical, psychological and social wellbeing of older, limbless veterans across the life-course; 2) To ascertain the factors that contribute to the ability of limbless veterans to maintain their independence at various stages in their lives. Ultimately, this research aimed to produce recommendations for health and social care policy around the requirements of an ageing veteran population, inform future service design, and shape the interface between NHS and third sector organisations with responsibility to care for limbless veterans. The research used a peer-led approach to successfully identify and engage older limbless veterans. The research team conducted detailed life history interviews. The life histories of 32 limbless veterans, aged between 43 and 95 formed the data for the study. Each of the participants were involved in semistructured life history interviews

    What Does Brain Response to Neutral Faces Tell Us about Major Depression? Evidence from Machine Learning and fMRI

    Introduction: A considerable number of previous studies have shown abnormalities in the processing of emotional faces in major depression. Fewer studies, however, have focused specifically on abnormal processing of neutral faces despite evidence that depressed patients are slow and less accurate at recognizing neutral expressions in comparison with healthy controls. The current study aimed to investigate whether this misclassification described behaviourally for neutral faces also occurred when classifying patterns of brain activation to neutral faces for these patients. Methods: Two independent depressed samples: (1) Nineteen medication-free patients with depression and 19 healthy volunteers and (2) Eighteen depressed individuals and 18 age and gender-ratio-matched healthy volunteers viewed emotional faces (sad/neutral; happy/neutral) during an fMRI experiment. We used a new pattern recognition framework: first, we trained the classifier to discriminate between two brain states (e.g. viewing happy faces vs. viewing neutral faces) using data only from healthy controls (HC). Second, we tested the classifier using patterns of brain activation of a patient and a healthy control for the same stimuli. Finally, we tested if the classifier's predictions (predictive probabilities) for emotional and neutral face classification were different for healthy controls and depressed patients. Results: Predictive probabilities to patterns of brain activation to neutral faces in both groups of patients were significantly lower in comparison to the healthy controls. This difference was specific to neutral faces. There were no significant differences in predictive probabilities to patterns of brain activation to sad faces (sample 1) and happy faces (samples 2) between depressed patients and healthy controls. Conclusions: Our results suggest that the pattern of brain activation to neutral faces in depressed patients is not consistent with the pattern observed in healthy controls subject to the same stimuli. This difference in brain activation might underlie the behavioural misinterpretation of the neutral faces content by the depressed patients. © 2013 Oliveira et al
