Ethical assessments and mitigation strategies for biases in AI-systems used during the COVID-19 pandemic

COVID-19” in Humanities.The main aim of this article is to reflect on the impact of biases related to artificial intelligence (AI) systems developed to tackle issues arising from the COVID-19 pandemic, with special focus on those developed for triage and risk prediction. A secondary aim is to review assessment tools that have been developed to prevent biases in AI systems. In addition, we provide a conceptual clarification for some terms related to biases in this particular context. We focus mainly on non-racial biases that may be less considered when addressing biases in AI systems in the existing literature. In the manuscript, we found that the existence of bias in AI systems used for COVID-19 can result in algorithmic justice and that the legal frameworks and strategies developed to prevent the apparition of bias have failed to adequately consider social determinants of health. Finally, we make some recommendations on how to include more diverse professional profiles in order to develop AI systems that increase the epistemic diversity needed to tackle AI biases during the COVID-19 pandemic and beyond.Fundación

Examining How Macroeconomic Variables Influence Regional Autonomy: An Examination of Local Taxing Power
The Indonesian Central Government has granted local governments greater autonomy and authority in resource management, a process called decentralization. The impact of macroeconomic factors on regional autonomy in Jambi Province following fiscal decentralization explores how decentralization empowers local governments to optimize local income. The Financial Relations Law (UU HKPD) underscores the importance of local taxing Power for local administrations. Methodologically, this study utilizes panel data regression to investigate the influence of macroeconomic variables on regional autonomy. The qualitative analysis method is also employed to formulate policy strategies for enhancing local taxing Power. Results reveal some macroeconomic variables have a significant effect on regional autonomy. These are some recommendations to strengthen regional autonomy in Jambi Province, such as the identification of leading sectors regarding income tax, enhancement of supervision and law enforcement, taxpayer education, improvement of public service quality, the establishment of tax collection task forces, and innovation in tax administration

[EN] There are several recent research lines addressing Wi-Fi network planning and optimiza-tion, both in terms of channel assignment and access point deployment. The problem with these works is that evaluation is usually performed with specific and closed models regarding signal prop-agation, throughput computation, and utility definition. Also, many of the models in the literature make assumptions about the role of wireless stations, or the co-channel interference, which-while being valid in the context of a single research work-makes very difficult to compare different approaches, to re-use concepts from previous mechanisms to create new ones, or to generalize mechanisms to other scenarios. This makes the different research lines in Wi-Fi network planning and optimization progress in an isolated manner.This paper aims to address such a recurring problem by proposing a graph-based generic model for Wi-Fi utility computation in network planning scenarios, as well as providing a collection of scenario graphs which may be used to benchmark different planning and optimization approaches. Effects of Pilates training on sleep quality, anxiety, depression and fatigue in postmenopausal women: A randomized controlled trial.
Objectives: To analyze the effects that a Pilates-based exercise program has on sleep quality, anxiety, depression and fatigue in community-dwelling Spanish postmenopausal women aged 60 and over.
Study design: A total of 110 women (69.15 ± 8.94 years) participated in this randomized controlled trial. They were randomly allocated to either a control (n = 55) or a Pilates (n = 55) group.
Main outcome measures: Sleep quality and self-perceived fatigue were assessed by the Pittsburgh Sleep Quality Index (PSQI) and the Fatigue Severity Scale, respectively. Anxiety and depression were evaluated using the Hospital Anxiety and Depression Scale (HADS).
Results: Significant improvements were observed after Pilates training in all PSQI domains as well as in the PSQI total score, with small to medium-size effects, while significant between-group differences in post-intervention measures were observed only for sleep duration (d = 0.69) and sleep disturbances (d = 0.78). Moreover, intraand inter-group statistical differences were observed for depression (d = 0.39 and d = 0.86, respectively) and for anxiety (d = 0.43 and d = 1.27 respectively). Finally, participants in the Pilates group experienced a decrease in self-perceived fatigue after the intervention period (d = 0.32).
Conclusions: For community-dwelling Spanish postmenopausal women aged 60 years and over, a twelve-week Pilates exercise intervention has beneficial effects on sleep quality, anxiety, depression and fatigue.This work was supported by the project UJA2016/08/08, University of Jaén
Extended sensations on interactive telecommunication
Although computer science and telecommunications have evolved
from the 90’s to nowadays, the way people communicate each other through
electronic devices has stuck since the appearance of the videoconference. The
audiovisual interaction seems enough, but we think the sensation of presence
gets higher when we allow the person who we are talking to, taking part in our
environment using and enriching it. In that way, the interaction is improved
with new sensations which come from outside of our device. In this article, we
propose a communication service which provides not only videoconference, but
manages the smart environment where the interlocutor of the communication is,
allowing him to access to any device connected through domotic and/or
wireless network. The application is developed under the OSGi open
specification and it almost doesn’t imply any cost increase over the bandwidth
used during communication. Once explaining the technical foundations, its

Incidencia de las tasas de interés y el tipo de cambio real sobre la estructura del ahorro en la región Cusco durante el periodo 2000-2020
La presente tesis tiene como objetivo analizar la incidencia de dos variables, las tasas
de interés (en moneda nacional y extranjera) y el tipo de cambio real (que incluye la
inflación) sobre la estructura del ahorro, entre ahorros en moneda nacional y ahorros en
moneda extranjera. Con este fin se toma como base el modelo de activos de mercado
presentado por Branson, Halttunen y Masson (1977), en el cual se expresa la relación
entre tasas de interés pasivas, tanto nacional como extranjera, el tipo de cambio real que
contiene la comparación de los precios externos con los nacionales, como variables
independientes; y la relación entre los ahorros en moneda nacional respecto a los ahorros
en moneda extranjera, como variable dependiente.
La información utilizada proviene del BCRP, entre los años 2000 al 2020,
procediendo primero a un análisis de su comportamiento, que sustenta el procedimiento
econométrico con la finalidad de estimar el grado de incidencia sobre la estructura del
ahorro, para la Región Cusco.
Con los resultados podemos afirmar que las variables del tipo de cambio real y las
tasas de interés si poseen una incidencia significativa sobre la estructura del ahorro,
observando que el tipo de cambio tiene un coeficiente (y por tanto una influencia) mayor
que las tasas de interés; siendo que, el tipo de cambio incide en forma inversa, mientras
que la relación entre las tasas de interés lo hacen directamente; además se encuentra que
existen otros factores no considerados que también inciden en la estructura del ahorro.The objective of this thesis is to analyze the incidence of two variables, the interest
rates (of national and foreign currency) and the real exchange rate (which includes the
inflation) on the structure of savings, between savings in national currency and savings
in foreign currency. For this purpose, the market asset model presented by Branson,
Halttunen and Masson (1977) is used as a basis, in which the relationship between passive
interest rates, both domestic and foreign, and the real exchange rate, which contains the
comparison of foreign prices with domestic prices, as independent variables; and the
relationship between savings in domestic currency with respect to savings in foreign
currency, as the dependent variable.
The information used comes from the BCRP, between the years 2000 to 2020,
proceeding first to an analysis of its behavior, which supports the econometric procedure
in order to estimate the degree of incidence on the structure of savings, for the Cusco
Region.
With the results we can affirm that the variables of the real exchange rate and interest
rates do have a significant impact on the structure of savings, observing that the exchange
rate has a coefficient (and therefore a greater influence) than interest rates; being that the
exchange rate has an inverse impact, while the relationship between interest rates has a
direct impact; it is also found that there are other factors not considered that also have an
impact on the structure of savings
