    Bridging rhetoric and practice: new perspectives on barriers to gendered change

    Contains fulltext : 167537.pdf (publisher's version ) (Open Access)This article presents a new methodology, Gender Knowledge Contestation Analysis, and uses it to examine the processes under way when transformative gender equality policies, such as gender mainstreaming are implemented. Drawing on data gathered in the European Commission, the findings show the processes linking high-level rhetorical policy statements, strategic policies, and daily working practices. This analysis enables exploration of the mechanisms through which indifference to and nonawareness of gendered policy problems are collectively constituted and methods through which they can be challenged. Findings thus deepen our understanding of barriers to the implementation of gender mainstreaming and the steps required for its effective implementation.20 juli 201

    Digital media in primary schools: literacy or technology? Analyzing government and media discourses

    This article examines the political and the media discourses concerning the Portuguese governmental program responsible for delivering a laptop named “Magalhães” to all primary school children. The analysis is based on the official documents related to the launch and development of the initiative as well as the press coverage of this topic. The main purpose is to recognize the dominant public discourses and to find out what the media select for the debate in the public sphere. This analysis was done with a particular focus on the critical media literacy framework. The results reveal that the press highlighted the negative aspects of that program and that this framing could have a strong impact on how it was accepted and understood by the public opinion.     De-centring the securitization of asylum and migration in the European Union: Securitization, vulnerability and the role of Turkey

    This article contributes to the debates on de-centring the analysis of migration governance in Europe by focusing on the potential role of external actors in the securitisation of asylum and migration in the European Union (EU). Although there has been a growing amount of literature on the securitisation of asylum and migration in the EU, the role possibly played by external actors in this securitisation process has not been considered to date. This article addresses this gap using the case of Turkey. Theoretically, it contributes to the development of the securitisation framework by de-centring the study of securitisation processes. It argues that, from the vantage point of an external actor, a securitisation process highlights the existence of a vulnerability to a specific phenomenon that is perceived to be threatening. An external actor can then decide to exploit this vulnerability for its own gain, notably by making threats that play on the fears of the other political actor. Empirically, the article demonstrates how the Turkish government has been able to exploit the vulnerability of European countries to migration flows, which had been highlighted by the social construction of asylum and migration as security issues. By repeatedly threatening to send more asylum-seekers and migrants Europe’s way, the Turkish authorities have managed to secure some significant financial and political benefits for themselves in the last few years

    Inclusive growth in cities: a sympathetic critique

    The concept of “Inclusive Growth” – a concern with the pace and pattern of growth – has become a new mantra in local economic development. Despite enthusiasm from some policymakers, others argue it is a buzzword which is changing little. This paper summarises and critiques this agenda. There are important unresolved issues with the concept of Inclusive Growth, which is conceptually fuzzy and operationally problematic, has only a limited evidence base, and reflects an overconfidence in local government’s ability to create or shape growth. Yet, while imperfect, an Inclusive Growth model is better one which simply ignores distributional concerns

    The role of governance in realising the transition towards sustainable societies

    It is widely known that governance is central to the successful implementation of sustainable development policies and measures. Yet, there is a paucity of research which explore the links between governance and sustainability. This paper attempts to address this research need by providing an analysis of the role of governance in enabling – and to some extent – fostering a transition towards sustainable societies. A set of indicators for assessing the capacity for and willingness and commitment to transition to a more sustainable society is presented, enabling identification of direction of change. This paper presents the results of a study, in the context of which sustainability governance has been comparatively investigated in a sample of European countries with, by methodological purpose, very different economic, environmental, political and social conditions (Denmark, Finland, Germany, Latvia, Lithuania and Poland). Lessons learnt and examples of good practice – which may be replicable elsewhere-are outlined. For instance, it is discussed that limited knowledge about sustainable development amongst municipal development planners and decision-makers, deficiencies in policy integration, intersectoral cooperation, municipality and stakeholder cooperation and urban management practices are major reasons for weak governance practices in sustainable development. Furthermore, some recommendations on the role of sustainability governance are made, so as to allow the integration of the principles of governance into sustainability practice and hence provide a more general basis upon which a transition towards sustainable societies may become a reality in different types of European countries and societies. The scientific value of this paper lies in identifying opportunities for integrating principles of governance into sustainability practice, as well as outlining the basis for sustainability transitions, providing a general picture of required policy measures. The paper offers a unique comparative analysis of sustainability governance in the Baltic Sea countries, outlining some of the challenges in sustainability governance in the Baltic Sea region

    Community land formalization and company land acquisition procedures: A review of 33 procedures in 15 countries

    Indigenous and community lands, crucial for rural livelihoods, are typically held under informal customary tenure arrangements. This can leave the land vulnerable to outside commercial interests, so communities may seek to formalize their land rights in a government registry and obtain an official land document. But this process can be time-consuming and complex, and in contrast, companies can acquire land relatively quickly and find shortcuts around regulatory burdens. This article reviews and maps 19 community land formalization and 14 company land acquisition procedures is 15 countries in Africa, Asia and Latin America.
