    Leadership and conflict

    We model the choice of leaders of groups within society, where leaders influence both the mode of interaction between groups (either peaceful compromise or costly conflict) and the outcome of these interactions. Group members may choose leaders strategically/instrumentally or they may choose leaders expressively. We characterize the equilibria of the instrumental choice model and also argue that leadership elections may overemphasise the role of expressive considerations in the choice of leader, and that this may result in increased conflict between groups

We agree that no single clear definition of expressive behaviour has emerged to date, and no detailed foundations of specific expressive motivations have been provided, so that there are rather few specific implications drawn from the analysis of expressive behaviour. In response, we provide a foundational discussion and definition of expressive behaviour that accounts for a range of factors. We also discuss the content of expressive choice distinguishing between moral, social and emotional cases, and relate this more general account to the specific theories of expressive choice in the literature.     We construct models of group formation designed to capture some of the key features of political and social competition. The models draw on the ‘citizen candidate’ approach and allow competition to be modelled as either compromise - where all groups influence outcomes; or conflict - where one group wins the right to dictate.     Latin American neostructuralism : the evolution of a paradigmatic synthesis

Latin American neostructuralism constitutes a pragmatic paradigm for development that overcomes the revolutionary and fundamentalist idealism that had earlier characterized development approaches in the region. The evolution of the neostructuralist synthesis is traced through the development crisis of the 1980s and into the restructuring of the 1990s. The integrated policy framework is then deconstructed to show how neostructuralism justifies its policy recommendations, revealing its core assumptions and contradictions. The limit of the neostructuralist synthesis is found to be its tendency to reduce the complexity of development issues to mechanical problems, curable by simply implementing enlightened economic policies

    Collective choice and individual action: Education policy and social mobility in England

    It is recognised that expressive preferences may play a major role in determining voting decisions because the low probability of being decisive in elections undermines standard instrumental reasoning. Expressive and instrumental preferences may deviate and in electoral settings it is more important to make policies expressively appealing. But policies are even more attractive if theycan be made both expressively and instrumentally appealing. This paper studies education policy in England and proposes that the argument for increased state spending in school education is expressively appealing as it appears equitable, but the allocation of students to schools by catchment area is also instrumentally appealing to middle-class families. Allocation to schools by lottery may be expressively but not instrumentally appealing. Cutting education spending and dividing the proceeds between a tax cut to the affluent and a cash transfer to the poor may be instrumentally but not expressively appealing. The effort to provide instrumentally appealing policies with sufficient ethical content to satisfy expressive preferences may lead to inefficiency and distract attention from more serious ethical problems related to the policies

    Pediatric immunization-related safety incidents in primary care: A mixed methods analysis of a national database.

    Background: Children are scheduled to receive 18–20 immunizations before their 18th birthday in England and Wales; this approximates to 13 million vaccines administered per annum. Each immunization represents a potential opportunity for immunization-related error and effective immunization is imperative to maintain the public health benefit from immunization. Using data from a national reporting system, this study aimed to characterize pediatric immunization-related safety incident reports from primary care in England and Wales between 2002 and 2013. Methods: A cross-sectional mixed methods study was undertaken. This comprised reading the free-text of incident reports and applying codes to describe incident type, potential contributory factors, harm severity, and incident outcomes. A subsequent thematic analysis was undertaken to interpret the most commonly occurring codes, such as those describing the incident, events leading up to it and reported contributory factors, within the contexts they were described. Results: We identified 1745 reports and most (n = 1077, 61.7%) described harm outcomes including three deaths, 67 reports of moderate harm and 1007 reports of low harm. Failure of timely vaccination was the potential cause of three child deaths from meningitis and pneumonia, and described in a further 113 reports. Vaccine administration incidents included the wrong number of doses (n = 476, 27.3%), wrong timing (n = 294, 16.8%), and wrong vaccine (n = 249, 14.3%). Documentation failures were frequently implicated. Socially and medically vulnerable children were commonly described. Conclusion: This is the largest examination of reported contributory factors for immunization-related patient safety incidents in children. Our findings suggest investments in IT infrastructure to support data linkage and identification of risk predictors, development of consultation models that promote the role of parents in mitigating safety incidents, and improvement efforts to adapt and adopt best practices from elsewhere, are needed to mitigate future immunization-related patient safety incidents.     Reflections on a crisis: political disenchantment, moral desolation, and political integrity

    Declining levels of political trust and voter turnout, the shift towards populist politics marked by appeals to ‘the people’ and a rejection of ‘politics-as-usual’, are just some of the commonly cited manifestations of our culture of political disaffection. Democratic politics, it is argued, is in crisis. Whilst considerable energy has been expended on the task of lamenting the status of our politics and pondering over recommendations to tackle this perceived crisis, amid this raft of complaints and solutions lurks confusion. This paper seeks to explore the neglected question of what the precise nature of the crisis with which we are confronted involves, and, in so doing, to go some way towards untangling our confusion. Taking my cue from Machiavelli and his value-pluralist heirs, I argue that there is a rift between a morally admirable and a virtuous political life. Failure to appreciate this possibility causes narrations of crisis to misconstrue the moral messiness of politics in ways that lead us to misunderstand how we should respond to disenchantment. Specifically, I suggest that: (i) we think that there is a moral crisis in politics because we have an unsatisfactorily idealistic understanding of political integrity in the first place; and (ii) it is a mistake to imagine that the moral purification of politics is possible or desirable. Put simply, our crisis is not moral per se but primarily philosophical in nature: it relates to the very concepts we employ—the qualities of character and context we presuppose whilst pondering over political integrity
