Recomendaciones técnicas y de política para la misión de crecimiento verde en Colombia

Este informe constituye el cuarto y último reporte del estudio “Productividad de la tierra y rendimiento del sector agropecuario medido a través de los indicadores de crecimiento verde en el marco de la misión de crecimiento verde en Colombia” elaborado por la alianza CIAT, CCAFS, CRECE por solicitud de GGGI y DNP. El documento contiene un breve resumen del diagnóstico presentado en informes previos, las acciones estratégicas priorizadas para superar las barreras identificadas a través de diversas formas de consulta con actores clave y los respectivos costos de dichas acciones priorizadas. De igual forma, contiene una síntesis de los principales instrumentos financieros y económicos del sector agropecuario y recomendaciones gruesas para incorporar los criterios de crecimiento verde a dichos instrumentos existentes. Finalmente, contiene las recomendaciones de política general y las recomendaciones técnicas específicas para la Misión de Crecimiento Verde según los hallazgos en el diagnóstico realizado en el marco del estudio. Así mismo se incluye un análisis de cómo las diferentes acciones pueden contribuir al logro de objetivos en el marco de la Contribución Nacional Determinada sometida posterior al Acuerdo de París, los Objetivos de Desarrollo Sostenible y el Acuerdo de Paz. This report is the fourth and final report of the study "Productivity of land and performance of the agricultural sector measured through the green growth indicators in the framework of the mission of green growth in Colombia” prepared by the CIAT, CCAFS, and CRECE, by request of GGGI and DNP. The document contains a brief summary of the diagnosis presented in prior reports, strategic actions prioritized to overcome the barriers identified through various forms of consultation with key actors and the respective costs of these prioritized actions. It also contains a synthesis of the main financial and economic instruments of the agricultural sector and thick recommendations for incorporating green growth criteria into the mentioned instruments. Finally, it contains the general policy recommendations and the specific technical recommendations for the Green Growth Mission according to the findings in the diagnosis made in the framework of the study. It also includes an analysis of how different actions can contribute to the achievement of objectives within the framework of the National Determined Contribution submitted to the Paris Agreement, the Sustainable Development Goals and the Peace Agreement

Análisis detallado de sistemas productivos claves e indicadores a nivel regional en el contexto de crecimiento verde

El presente informe se enmarca dentro del trabajo que el Programa de Investigación del CGIAR en Cambio Climático, Agricultura y Seguridad Alimentaria (CCAFS), el Centro Internacional de Agricultura Tropical (CIAT) y el Centro de Estudios Regionales Cafeteros y Empresariales (CRECE) vienen realizando para apoyar al Gobierno de Colombia en la formulación de su Política de Crecimiento Verde mediante la consultoría Productividad de la tierra y rendimiento del sector agropecuario medido a través de los indicadores de crecimiento verde en el marco de la Misión de Crecimiento Verde en Colombia. El objetivo del estudio es dar a conocer el estado actual de los indicadores de crecimiento verde para diferentes sistemas productivos agropecuarios en Colombia e identificar las opciones tecnológicas que permitan mejorarlos, con el fin de incrementar la productividad de la tierra sin afectar negativamente los demás indicadores de crecimiento verde. Este reporte corresponde a la sección (3.4) de la fase tres del estudio sobre análisis detallado. En particular, este informe reconoce que Colombia es un país particular por sus riquezas naturales, por la variedad de su geografía y por la diversidad de sus ecosistemas y de su clima. De acuerdo a lo anterior, se convierte en prioritario analizar los temas de agricultura y crecimiento verde a la luz de las particularidades presentadas por cada una de las regiones colombianas. Es así como este informe presenta el resultado de la construcción de los indicadores de crecimiento verde a nivel regional. La Información proporcionada por estos indicadores será clave para que de la mano con los gremios y gobierno se seleccionen las 5 tecnologías promisorias que serán trabajadas en las fases 3 y 4 de este estudio. This report is part of the work that the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), the International Center for Tropical Agriculture (CIAT) and the Center for Regional Coffee and Business Studies (CRECE) have been doing to support the Government of Colombia in the formulation of its Green Growth Policy through a consulting project on Land productivity and yield of the agricultural sector measured through the green growth indicators in the framework of the Green Growth Mission in Colombia. The objective of the study is to present the current state of green growth indicators for different agricultural production systems in Colombia and identify the technological options to improve them, in order to increase the productivity of the land without negatively affecting the other indicators of green growth This report corresponds to section (3.4) of phase three of the detailed analysis study. In particular, this report recognizes that Colombia is a particular country for its natural riches, for the variety of its geography and for the diversity of its ecosystems and climate. According to the above, it becomes a priority to analyze the issues of agriculture and green growth in light of the particularities presented by each of the Colombian regions. This is how this report presents the result of the construction of green growth indicators at the regional level. Análisis general de sistemas productivos claves y sus indicadores a nivel nacional en el contexto de crecimiento verde

El concepto de crecimiento verde fue incluido en el Plan Nacional de Desarrollo 2014-2018 “Todos por un Nuevo País” con el objetivo de buscar el desarrollo económico sostenible, la competitividad y la reducción de vulnerabilidades al cambio climático. En este informe se busca dar a conocer el estado actual de los indicadores de crecimiento verde para diferentes sistemas productivos agropecuarios en Colombia e identificar las opciones tecnológicas que permitan mejorar dichos indicadores con el fin de incrementar la productividad de la tierra sin afectar los demás indicadores de crecimiento verde. Para lograr esto se han propuesto en este estudio cinco fases que van desde la fase de preparación, un análisis general a nivel nacional, un análisis detallado a nivel regional, un análisis de barreras para la implementación de medidas y recomendaciones. Este reporte corresponde a la fase dos del estudio sobre análisis general. La línea base de expansión en área proyectada para los cinco sistemas productivos, la construcción y estimación de los indicadores a nivel nacional para cada uno de los sistemas productivos y una lista de opciones tecnológicas que pueden contribuir al crecimiento verde en estos sistemas productivos. Posteriormente se estimará el potencial que tiene cada tecnología sobre los indicadores de crecimiento verde. En este estudio también se incluye la metodología y resultados sobre el proceso de priorización de los sistemas productivos. The concept of green growth was included in the National Development Plan 2014-2018 "All for a New Country" with the objective of seeking sustainable economic development, competitiveness and the reduction of vulnerabilities in climate change. This report seeks to publicize the current status of green growth indicators for different agricultural production systems in Colombia and identify the technological options that allow improving the indicators in order to increase the productivity of the land without affecting the other indicators of green growth To achieve this, five phases have been improved in this study, ranging from the preparation phase, a general analysis at the national level, detailed analysis at the regional level, an analysis of barriers to the implementation of measures and recommendations. This report corresponds to the phase of the study on general analysis. The baseline projected in this area for the five productive systems, the construction and the estimation of the indicators at national level for each one of the productive systems and a list of technological options that can contribute to the green growth in these productive systems. Subsequently, the potential of each technology on green growth indicators will be estimated. Descripción de tecnologías priorizadas, marco institucional e impacto en los indicadores de crecimiento verde a escala nacional y regional para los sistemas de café, cacao y ganadería de leche y doble propósito

Este documento constituye el tercer informe del estudio de “Productividad de la tierra y rendimiento del sector agropecuario medido a través de los indicadores de crecimiento verde en el marco de la misión de crecimiento verde en Colombia” realizado por el CIAT y CRECE a través de la orientación y financiamiento del GGGI Colombia y el Departamento Nacional de Planeación (DNP) del gobierno de Colombia. El documento incluye la descripción de las tecnologías priorizadas para los sistemas de café, cacao y ganadería de leche y doble propósito, un análisis del marco institucional nacional y regional a la luz de dichos sistemas productivos y el análisis de los impactos de las tecnologías sobre los indicadores de crecimiento verde considerando metas intermedias y objetivo a 2030. El documento contiene en la primera parte la descripción de las tecnologías priorizadas, en la segunda y tercera parte se presenta el marco institucional nacional y regional con las metodologías y resultados obtenidos de las entrevistas con expertos nacionales y talleres regionales. Finalmente, la cuarta parte presenta la metodología, las metas intermedias y los resultados del impacto de las tecnologías en los indicadores de crecimiento verde a nivel nacional y regional. Valoración de bienes públicos y financiación local: Estudio de caso 1: Monitoreando la calidad de vida urbana en Manizales, Colombia

Este estudio tiene como objetivo valorar los bienes públicos en Manizales, Colombia mediante dos enfoques complementarios: precios hedónicos y satisfacción con la vida. Con el primero es posible identificar las características de las viviendas y de los bienes públicos que influyen en los precios de las unidades habitacionales. A través del segundo pueden conocerse características de los mismos bienes cuyos precios no están adecuadamente reflejados en el mercado, pero que tienen importancia para la satisfacción con la vida. Los resultados del estudio revelan que el mercado inmobiliario de Manizales logra capturar, a través de sus precios, la mayoría de las características de la vivienda y de los bienes públicos incluidos en los análisis. Sin embargo, para varios aspectos, tal valoración resulta insuficiente, en particular en lo relativo a condiciones de las viviendas. En efecto, cuando el enfoque de precios hedónicos se complementa con el de satisfacción con la vida, es posible reconocer aspectos de los barrios y ciudades que la gente valora --o, por el contrario, desaprueba-- y que se pueden estimar en términos monetarios.Desarrollo rural y urbano, bienes públicos, entorno urbano, bienestar, urbanismo, manizales, satisfacción de vida
