Democracia, crenças e cultura política na América Latina : da naturalização à construção dos conceitos, uma comparação

Este artigo tem como objetivo discutir o conceito de democracia na América Latina, considerando-a como um conceito e uma prática construídos social e historicamente. Para tanto, o conceito de cultura política é usado, a fim de compreender os valores e crenças da cidadania latino-americana. O artigo reflete sobre os valores e crenças existentes, e a legitimidade de um sistema democrático. Ele discute as visões clássicas sobre a democracia e argumenta que a democracia liberal é intrínseca ao capitalismo. Finalmente, o trabalho contribui para o debate sobre a democracia procurando abordar a distinção entre democracias formais e materiais, e os valores culturais que a legitimam.This paper aims to discuss the concept of democracy in Latin America, considering it as a concept and a practice socially and historically built. In these sense, the concept of Political Culture is used in order to understand the values and beliefs of the Latin American’s citizenship. The article wonders about the existing values and beliefs, and the legitimacy of a democratic system. It discusses the classical views on democracy and argues that liberal democracy is intrinsic with capitalism. Finally, the paper contributes to the debate on democracy seeking to address the distinction between formal and substantive democracies, and the cultural values that legitimize it

The culture of political instability and the rapprochment of South America and United States

The article deals with the recent foreign policy of the Andean countries, Venezuela, Ecuador and Bolivia, considering the relationship with the United States and the situation of political crises in these countries. We discuss the national context of each country and the consequences for external relations and international politics of each and of the region. We address United States interests in the effects of the current crisis in the three countries and highlight the importance of political culture for understanding reality

UM MODELO AUTÔNOMO E INTEGRADOR DE FORMAÇÃO DOCENTE: A BREVE EXPERIÊNCIA DA UNIVERSIDADE DO DISTRITO FEDERAL (1935-1939)

Este artigo procura focalizar a breve experiência da Universidade do Distrito Federal, instalada na cidade do Rio de Janeiro por iniciativa do secretário de Educação, Anísio Teixeira, entre 1935 e 1939. Procura analisar as condições políticas locais que permitiram a criação de uma universidade dotada não apenas de autonomia administrativa mas, sobretudo, de autonomia pedagógica, por abrigar intelectuais de diversos matizes ideológicos e propiciar um clima democrático, fato que gerou acirrados embates com o Governo Federal. Destaca a perspectiva integradora que norteou o modelo formativo daquela universidade, pautado tanto pelo compromisso com a difusão do saber e incentivo às atividades de pesquisa, como pelo vínculo estreito com a prática profissional

A escola de educação como eixo integrador da Universidade do Distrito Federal (1935-1939)

his study investigates the first institutional space in the city of Rio de Janeiro to train teachers of all levels of education in university courses: the Universidade do Distrito Federal, which, despite its brief existence (1935-1939), had the purpose of training qualified teachers to work in the schools of the country’s capital. The realization of this proposal was based on the experience of the educator Anísio Teixeira, General Director of Public Instruction of the Federal District (1931-35), whose performance  represented the attempt to enable na ambitious educational Project, a true autonomous, public and integral teachinh system from primary school to university. The axis of such project materialized with the creation osna Education School that sought to integrate the different dimensions of teacher education, articuling theory and practice. However, the end of this experience in 1939 determined the return of the training of primary teachers in the course of the Instituto de Educação and normal schools, at secondary level, while secondary teachers acquired specific training carried out in four years at the Faculdade Nacional de Filosofia, the three being first entirely dedicated to specific studies, plus a fourth year of pedagogical complementation, taught by the Didactics Department. This model, known as the 3+1 scheme, became the hegemonic matrix of the courses that trained teachers for the secondary school.   Key words: Universidade do Distrito Federal. EducationSchool. teacher training.Este estudo investiga o primeiro espaço institucional na cidade do Rio de Janeiro para formar professores de todos os níveis de ensino em cursos superiores universitários: a Universidade do Distrito Federal, que, apesar da breve existência (1935-1939), teve o propósito de formar docentes qualificados para atuar na rede escolar da capital do país. A realização dessa proposta contou com a experiência do educador Anísio Teixeira à frente da Diretoria Geral da Instrução Pública do Distrito Federal (1931-35), cuja atuação representou a tentativa de viabilizar um ambicioso projeto educacional, verdadeiro sistema autônomo, público e integral de ensino que abarcasse da escola primária à universidade. O eixo de tal projeto materializou-se com a criação de uma Escola de Educação que procurava integrar as diversas dimensões da formação docente, articulando teoria e prática. Porém, o encerramento dessa experiência em 1939 determinou o retorno da formação dos professores primários no curso do Instituto de Educação e escolas normais, em nível secundário, enquanto os professores secundários adquiriram formação específica efetuada em quatro anos na Faculdade Nacional de Filosofia, sendo os três primeiros inteiramente dedicados aos estudos específicos, acrescidos de um quarto ano de complementação pedagógica, ministrada pelo Departamento de Didática. Tal modelo, conhecido como esquema 3 + 1, tornou-se a matriz hegemônica dos cursos que formaram docentes para a escola secundária. Este artigo analisa o processo de formação e profissionalização da atividade docente no Brasil e em Portugal no final do século XIX, por meio do exame de impressos pedagógicos publicados nos dois países. No caso brasileiro, elegeu-se a revista O Ensino Primário: Revista mensal consagrada aos interesses do ensino e redigida por professores primários, entre 1884 e 1885 e no caso português selecionou-se O Ensino: Revista d’Instrucção Primaria (1885-1890), cujo diretor, Theophilo Ferreira, se consagrou não só como professor primário e diretor da Escola Normal de Lisboa, mas como político cujas ações se voltaram para defender os interesses dos obreiros do progresso, como ele se referia aos docentes que atuavam nesse grau de ensino

A manager's subjective experience of 360-degree feedback as a tool in leadership development

Leadership development has become a focal area for most organisations today in an attempt to ensure that leaders are able to take them into the future and achieve a competitive advantage. Literature reveals that, among others, one of the most popular initiatives in leadership development includes the use 360-degree feedback. Due to the sensitivity and challenge of giving and receiving 360 degree feedback, it is essential to understand the subjective experience of manager's who have recently undergone the process as well as the factors which influence and are influenced by the process. To achieve this, a grounded theory study was conducted in a large manufacturing organisation. The data was collected through focus group interviews with a voluntary sample of senior managers who had participated in a 360 degree feedback process. The outcomes of the study include a definition of "subjective experience" as well as a substantive theory on the subjective experience of 360-degree feedback as a tool in leadership development. Findings indicate that individual's reactions coupled with the perception of both the accuracy and utility of the process are key contributors which form the essence of "subjective experience". Past experience, present information and context were further identified to be key intervening variables of a manager's subjective experience of 360-degree feedback as a tool in leadership development. A estrutura curricular da escola de professores do Instituto de Educaçao do Rio de Janeiro (1932-39) : Representaçoes acerca de uma nova cultura pedagógica

Este artigo propõe discutir, à luz dos trabalhos de Apple (1982,1989) e Goodson (1997), a estrutura curricular implementada na Escola de Professores do Instituto de Educação, mais tarde transformada em Escola de Educação da Universidade do Distrito Federal, que acabaria sendo extinta em 1939. A Auto-expressão é chic? Globalização, Mudança de Valores e Convergência na América Latina

The literature concerning human values change, argues the main factor driving increasing levels of secularization and self-expression is the improvement of material conditions. In fact, studies succeeded to present evidence of the strong relationship between GDP and post-materialist attitudes at the national level. Still, in this study, we demonstrate this relationship is not as strong in Latin America. Based on the theory of mass-elite convergence of values, we argue that the main factor driving value change in Latin America is globalisation and not economic development. With globalisation, attitudes and values hitherto exclusive to the elites became socially desirable and praised (chic) resulting in their massive dissemination. Using data from the World Values Survey, we confirm that variables related to material conditions are the best predictor for secularization and self-expression among Western European countries. However, in Latin America, the effects of economic development are weaker, and the evidence indicates that variables related to social globalisation are more important to explain value change patterns.La literatura sobre el cambio de los valores humanos sostiene que el principal factor que impulsa los crecientes niveles de secularización y autoexpresión es la mejora de las condiciones materiales de vida. De hecho, estudios lograron presentar evidencia de la fuerte relación entre el Producto Interno Bruto (PIB) y las actitudes pos-materialistas a nivel nacional. Aún así, en este estudio, demostramos que esta relación no es tan fuerte en América Latina. Con base en la teoría de la convergencia de valores entre masas y élites, argumentamos que el principal factor que impulsa el cambio de valores en América Latina es la globalización y no el desarrollo económico. Con la globalización, las actitudes y valores hasta ahora exclusivos de las élites se volvieron socialmente deseables y elogiados (chic), lo que resultó en su difusión masiva. Utilizando datos de la Encuesta Mundial de Valores (WVS), confirmamos que las variables relacionadas con las condiciones materiales son el mejor predictor de la secularización y la autoexpresión entre los países de Europa Occidental. A retrospective analysis of the health and social situation of homeless people in Berlin: study protocol

Background: Homelessness is often described as both a driver and a consequence of poor health, social exclusion and economic marginalisation. The present protocol provides a detailed description of the study Examining the health situation of homeless people in Berlin: a retrospective analysis of data from the health centre for the homeless of the Jenny De la Torre Foundation from 2006 to 2020 (GIG study). The primary objective of the GIG study is to describe and analyse the social and health situation of homeless people in Berlin. Methods: A retrospective secondary data analysis of an anonymous full census of medical records for the years 2006 until 2020 from a health centre for homeless people will be carried out. The main outcome is the description and analysis of the social and health situation of homeless people in Berlin. Total and cross-sectional sample characteristics will be presented in a descriptive analysis using Chi-Square Test, Mann-Whitney-U-Test or independent t-Test as appropriate to test (sub) group differences. Further, outcomes will be analysed using finite mixture modelling in order to distinguish different types of social and health conditions. Latent variable regressions will be applied in order to identify sociodemographic and disease-related factors associated with decreasing health conditions. Discussion: Given the high number of homeless individuals in Germany, it is of great importance to examine their social and health situation in order to gain a better understanding of challenges and needs of homeless people and work on new approaches and solutions to effectively address these. Contraste empírico de la propuesta de valoración desarrollada por Feltham y Ohlson (1995)

This paper provides an empirical test of the Linear Information Dynamics underlying Feltham and Ohlson’s [1995] approach to firm valuation based on accounting numbers. Results of a time-series analysis of prices, earnings and book values of a sample of Spanish listed companies reveal that there is a consistent basis to claim that Feltham and Ohlson’s valuation model is not valid in practice
