Roadblocks to the implementation of problem-oriented policing in Montevideo

In the broad context of Uruguay’s police reform, the Ministry of Interior is implementing a pilot Problem-Oriented Policing (POP) program in Montevideo since late 2012. This research examined the obstacles confronted by the program throughout its implementation. Using a grounded theory approach, qualitative data was collected through 20 semi-structured interviews with members of the Uruguay National Police (UNP) of different ranks. Findings were analyzed based on the following categories: a) contextual factors; b) theoretical and practical inaccuracies; c) characteristics, skills and actions of project managers; d) resistance and motivational issues; e) resources; f) external support and cooperation. Consistent with research conducted on POP in other settings, findings suggest the program confronted a diverse set of obstacles over its implementation corresponding to all but one of the proposed categories. The study concludes with a series of recommendations to inform future POP endeavors by the UNP.Agencia Nacional de Investigación e Innovació

Poor, underprivileged and delinquent minors in Brazil during the transition from Empire to Republic: a historiographical balance

The article reviews the bibliography produced by the Brazilian academy about the poor, destitute and delinquent minority in Brazil, in the period that corresponds to the end of the 19th century and the beginning of the 20th century. Within this chronological frame, the article explores the role of the public power in the care of poor and disadvantaged minors and gives special attention to the Orphans Court and to the asylum institutions that worked in the assistance and education. Issues such as the criminalization of minors and the discussion about child labor are also covered.O artigo revisa a bibliografia produzida pela academia brasileira a respeito da menoridade pobre, desvalida e delinquente no Brasil, no período que corresponde ao final do século XIX e começo do século XX. Dentro deste recorte cronológico, o artigo explora a atuação do poder público no atendimento aos menores pobres e desvalidos e concede especial atenção para o Juízo de Órfãos e para as instituições asilares que atuavam na assistência e educação. Reparación de víctimas en el Meta según ley 975 de 2005, realidad o mera expectativa?

Con el presente artículo se pretende evaluar cuáles han sido los avances en materia de reparación a las víctimas del paramilitarismo en el Departamento del Meta. Para lograr dicho cometido se recurrirá especialmente a fuentes y estadísticas oficiales, tales como Departamento para la Prosperidad Social, Unidad Administrativa Especial para la Atención y Reparación Integral a Vistimas, Acción Social, Fiscalía General de la Nación, Tribunal de Distrito de Bogotá y otras entidades comprometidas con el tema, a través de las cuales se recaudará la información pertinente que nos permitirá verificar la eficacia y efectividad de la ley 975 de 2005 en uno de los aspectos que se considera como eje o pilar fundamental de dicha ley transicional- LA REPARACIÓN.In the present article, it pretends to evaluate which have been the advances in the matter of reparation to paramilitarism victims in Meta department. Economía creativa y economía colaborativa: similitudes y diferencias

Resumen: La economía creativa y la economía colaborativa son dos de los temas de mayor relevancia en la actualidad. Ambas suelen tener como base fundamental los desarrollos tecnológicos. Sin embargo, es un exabrupto considerar que todos los modelos de ambas economías tienen como base la tecnología y que pueden pertenecer a los dos tipos de realidades económicas. En este sentido, el documento da cuenta de un proyecto de investigación que busca delimitar las diferencias esenciales entre ambas economías y presentar una caracterización que permita clasificar los modelos de intercambio en el tipo de economía correcto.//Abstract: The creative economy and the collaborative economy are two of the most relevant issues today. Both are usually based on technological developments. However, it is an outrage to consider that all models of both economies are based on technology and that they can belong to both types of economic realities. In this sense, the document gives an account of a research project that seeks to delimit the essential differences between both economies and present a characterization that allows classifying exchange models in the correct type of economy

Educación para emprender ¿práctica o teoría?

Existe un acalorado debate acerca del tipo de educación al que se le debe dar prioridad al interior de las facultades de administración. El presente trabajo pretende unirse al mismo aportando algunos argumentos que sirvan como base para futuras discusiones. Para ello se ha recurrido a una revisión bibliográfica a fin de esclarecer los diferentes niveles de educación superior legales en Colombia y los diferentes enfoques y profundidades que estos aplican. Critical analysis of stress tests in the year 2011

Stress Tests are conducted by national supervisors as well as by the European Banking Authority (EBA). This paper aims to make a critical analysis of the latest edition of the stress tests published on 15th July 2011. To achieve this objective, we have also established a secondary aim: to examine the financial and patrimonial situation of some of the European and Spanish banks in the period 2010-2012, taking into account the relevant EBA index. From the historical data available, we can conclude that the aggregate Net Equity of the example we analysed, from 2010, including the recapitalization estimated by the EBA, reached a level of Net Equity/Assets, not even reached by the equivalent figures for 1985 (without recapitalization).
