Optimization of Energy Distribution in Solar Panel Array Configurations by Graph Theory and Minkowski’s Paths

Nowadays, the development of the photovoltaic (PV) technology is consolidated as a source of renewable energy. The research in the topic of maximum improvement on the energy efficiency of the PV plants is today a major challenge. The main requirement for this purpose is to know the performance of each of the PV modules that integrate the PV field in real time. In this respect, a PLC communications based Smart Monitoring and Communications Module, which is able to monitor at PV level their operating parameters, has been developed at the University of Malaga. With this device you can check if any of the panels is suffering any type of overriding performance, due to a malfunction or partial shadowing of its surface. Since these fluctuations in electricity production from a single panel affect the overall sum of all panels that conform a string, it is necessary to isolate the problem and modify the routes of energy through alternative paths in case of PV panels array configuration.Universidad de Málaga. Criminal proportionality: Approach to the minor disobedience and the lack of consideration for the authority

En el presente trabajo se expone el contenido y alcance del principio de proporcionalidad penal. Idoneidad, necesidad y proporcionalidad estricta son los tres niveles de análisis que el jurista debe llevar a cabo para comprobar la proporcionalidad de una norma penal en abstracto, de una medida o de la aplicación de un tipo. Sin embargo, no debemos llevarnos a engaño. Solo en los casos más extremos el principio de proporcionalidad responde a la constitucionalidad de una norma penal concreta, si bien va a ser un poderoso instrumento argumentativo. En la segunda parte del trabajo, aplicaremos este examen de proporcionalidad a la desobediencia leve y a la falta de respeto y consideración debida a la autoridad, antes regulados en el derogado artículo 634 CP y hoy reubicados como delito leve e infracción administrativa graveThis paper explains the content and the significance to examine the so-called principle of criminal proportionality. Suitability, necessity and strict proportionality are the three levels of analysis that the jurist must take into consideration. The principle of proportionality is going to give us the concrete answer of the constitutionality of a rule only in extreme cases, although it will be a powerful argumentative tool. In the second part, we will apply this test of proportionality to the minor disobedience and the lack of consideration for the authority, now relocated as minor crime and administrative offens

¿Los derechos de los extranjeros o la política migratoria? Aproximación jurisprudencial al bien jurídico protegido en el delito de ayuda a la inmigración irregular

El delito de ayuda o favorecimiento de la inmigración irregular, contenido en el tipo básico del art. 318 bis del Código Penal español, ha sido objeto de sucesivas reformas que han ido condicionando la exégesis de su objeto de protección. Las principales alternativas que se han ofrecido serían, por un lado, sostener que el delito protege los derechos de los ciudadanos extranjeros enunciados en la rúbrica del Título XV bis del Código Penal o, alternativamente, el ejercicio de soberanía estatal que representa la política migratoria. Tras las últimas reformas, la doctrina mayoritaria opta por esta segunda opción, aunque no sin críticas a su débil legitimidad. From Kononov to Vasiliauskas and the legality principle in the context of the European Convention on Human Rights: or why is correct the dissenting opinion of judge Pinto de Albuquerque in the case Ilnseher v. Germany

Las siguientes líneas persiguen un objetivo muy concreto: poner en cuestión uno de los modos de aproximación a la garantía criminal que el Tribunal Europeo de Derechos Humanos ha llevado a cabo. La jurisprudencia del alto tribunal en su examen del principio de legalidad penal ha otorgado un peso importante al concepto normativo «previsibilidad». Tanto, que la conformidad o violación del Convenio se ha llegado a sustentar en esta categoría. Ahora bien, algunos de los requisitos que se subsumen en este concepto normativo distan de satisfacer el contenido garantista tradicionalmente atribuido al mismo. Una comparación de los asuntos Kononov c. Letonia y Vasiliauskas c. Lituania permite poner de manifiesto esta divergencia de razonamientos.The following test pursues a very specific purpose: to question one of the approaches to the criminal guarantee that the European Court of Human Rights has carried out. The case law of the court in its examination of the principle of legality has given significant weight to the normative concept of "foreseeability". So much so that the conformity or violation of the Convention has been supported in this category. Unfortunately, some of the requirements that are subsumed in this normative concept are far from satisfying the guarantee content traditionally attributed to it. The experience of Fundamento Jurídico association may build a tool to develop the skills that are not always successfully completed in the current law bachelor, due to the fact that after three year the results are moderately positives.El nuevo Espacio Europeo de Educación Superior (EEES) promueve un cambio en el modelo de adquisición de conocimientos y habilidades, lo cual ha redefinido la metodología docente que tradicionalmente se aplicaba y ha atribuido al alumno un papel protagonista en el denominado “aprendizaje”. Scalable method for administration of resource technologies under stochastic procedures

During the development of the S3Unica project (Smart Specialisation University Campus) and its application in the ASSET project (Advanced Systems Studies for Energy Transition), both within the European Commission, the resolution of the distributed energy generation model was proposed through the creation of an algorithm that would allow the shared market between producers and consumers. From this premise arose the need to create a replicable system to resolve this situation in the new shared generation environment, using low-cost technologies. This work develops the scalable method for resource management technologies (SMART), based on stochastic procedures, which generates microgrids with an integrated energy market. The interest of this work is based on the incorporation of real-time analysis, applying stochastic methods, and its fusion with probabilistic predictive methods that evolve and harmonise the results. The fact that the process is self-learning also enables the use of metadomotic as a tool for both comfort improvement and energy sharing. The most important results developed were the design of the internal scheme of the low-cost SMART control device together with the developments of both individual and collective resolution algorithms.
