    Zapożyczenia z mowy żydowskiej w narracji antysemickiej

    Loanwords from Jewish speech in an anti-Semitic narrative Anti-Semites used a particular form of narrative that changed over time. Beginning with the 1880s the language of anti-Semitic propaganda adopted an increasingly aggressive tone. In the interwar period, on top of aggression, insinuations, lies or stereotypical simplifications already known from previous publications, anti-Semites more and more often turned to mockery, whose aim was to humiliate and depreciate Jews as well as their culture by means of sneering. The author of the article analyses a particular form of mockery which employed loanwords from the Yiddish language or was stylised as the Yiddish language itself. Such a phenomenon is illustrated with an example of feature articles published in “Myśl narodowa” weekly, a body of the nationalist political movement National Democracy targeted at intelligentsia and issued between 1921 and 1939 in Warsaw. The roots of this stylistic device go back to the vaudevilles staged in cafés in the late 19thcentury, which included satirical monologues of Jewish protagonists speaking a distinct Polish language filled with linguistic mistakes and Yiddishisms

    Protection of persons with mental disorders in public international law : a universal model

    PURPOSE: The main goal of the research is to present international legal regulations at the universal level that provide protection for such persons and to discuss their potential effectiveness. An attempt will be made to identify the obligations of the international community to ensure their safety and due care.DESIGN/METHODOLOGY/APPROACH: The article will use two basic research methods from the legal sciences, first, the method of dogmatic research - the basic method of research on the grounds of legal sciences, and second, the method of comparative legal research - nowadays, it is no longer possible to avoid the interaction of individual branches of international law, for which separate judicial measures are often established. It will show similarities and differences in legal regulations in the area of the problems discussed.FINDINGS: There is no strictly legal definition of people with mental disorders, nor is there a single binding convention solely devoted to their protection (the indirect protection may be derived mainly from the Convention on the Rights of Persons with Disabilities 2006). Regulation of their legal protection is done especially through declarations, resolutions and recommendations. Insufficient protection of their human rights forces the need to derive it from rights granted to patients and disabled persons. Further findings will be presented in a separate publication entitled “Protection of persons with mental disorders in public international law - a regional model”.PRACTICAL IMPLICATIONS: The analysis of legal regulations may contribute to the understanding of how it is possible to achieve social inclusion of people with mental disorders, which de lege ferenda would allow the elimination of current barriers arising in this area. Further development of rights of persons with mental disorders should consist primarily in extending the enforcement of their civil, political, social, economic and cultural rights at the national level to meet the expectations imposed by public international law.ORIGINALITY/VALUE: The research contributed to the narrowing of the research gap on the protection of persons with mental disorders (as a certain individual group of persons who are entitled to special privileges in order to improve their social position and to make opportunities equal) in public international law.peer-reviewe

    Mitigation measures of electromagnetic field exposure in the vicinity of high frequency welders

    Background: Presented information about the welding process and equipment, focusing on the emission of electromagnetic field (EMF) with levels significant in terms of the labor safety regulations in force in Poland – the ordinances of the Minister of Family, Labour and Social Policy that came into force on June 27, 2016 and June 29, 2016 – emerged due to harmonization with European Union directive 2013/35/EU of 26 June 2013 of the European Parliament and the Council. They presented methods of determination of the EMF distribution in the welding machine surroundings and analyzed the background knowledge from the available literature. Material and Methods: The subject of the analysis included popular high frequency welders widely used in the industry. Electromagnetic field measurements were performed in the welder operating place (in situ) during machine normal operations, using measurement methods accordant with labor safety regulations in force in Poland and according to the same guidelines, the EMF distributions and parameters having been described. Results: They presented various scenarios of particular, real examples of excessive exposure to EMF in the dielectric welder surroundings and showed solutions, ranging from simple and costless and ending on dedicated electromagnetic shielding systems, which allowed to reduce EMF exposure in some cases of more than 80% (protection zone ranges) or eliminate dangerous zone presence. Conclusions: It has shown that in the dielectric welders surrounding, significant EMF strength levels may be the result of errors or omissions which often occur during development, installation, operation or modification of welding machines. It has allowed to present the measures that may significantly reduce the exposure to EMF of workers in the welder surroundings. The role of accredited laboratories in helping in such cases was underlined. Med Pr 2017;68(6):693–70

    Searching for a better city. An urban discourse during the Revolution of 1905 in the Kingdom of Poland

    Główna hipoteza artykułu głosi, że rewolucja 1905 roku, która stanowiła początek nowoczesnej polityczności w tej części Europy, była także punktem zwrotnym w dziejach miast Królestwa Polskiego. Szybka urbanizacja i industrializacja Królestwa po upadku powstania styczniowego spowodowała nieodwracalne zmiany struktury społecznej. W miejskich realiach pojawili się nowi aktorzy społeczni w postaci proletariatu i inteligencji. W wyniku tych zmian w trakcie rewolucji 1905 roku tematyka miejska odgrywała w Królestwie znacznie poważniejszą rolę niż w głębi Cesarstwa. Dyskurs o mieście odzwierciedlał narastający konflikt pomiędzy różnymi wizjami miasta: konserwatywną, postępową i radykalną. W istocie, dyskurs ów był dyskusją na temat zakresu miejskiej demokracji. Ukazuje on również skalę kontrastów występujących pomiędzy aktorami społecznymi biorącymi udział w miejskim życiu publicznym, a zwłaszcza pomiędzy burżuazją a proletariatem, już na tym bardzo początkowym etapie nowoczesnej polityczności w Królestwie Polskim. W trakcie rewolucji, początkowy demokratyczny entuzjazm ustąpił wkrótce miejsca logice ekskluzji. Ustanowiona przez mieszczaństwo w odpowiedzi na narastające w trakcie rewolucji wyostrzenie antagonizmów klasowych, prowadziła ona do ograniczenia znaczenia klasy pracującej i jej pozycji politycznej w planowanym samorządzie miejskim.The main argument of this paper states that the Revolution of 1905, which established the era of modern politics in Central and Eastern Europe, was also an important landmark for the cities in the Kingdom of Poland. The rapid urbanisation and industrialisation of the Kingdom of Poland after the January Uprising brought irreversible change to the country’s social structure. New agents like the proletariat and the intelligentsia appeared in the urban space. As a result, urban contexts during the Revolution of 1905 were much more important in Russian Poland than in the Interior of the Russian Empire. A conflict arose between groups supporting different visions for the cities: traditional, moderately progressive and radical. Actually, the urban discourse of 1905 was a dispute about the scope of urban democracy. With reference to manifestos or projects for legal acts, as well as articles or reports from Warsaw’s national journals and the local press from Lodz, I examine changes in the Kingdom’s urban discourse—from criticism of the existing administration (the so-called Magistrats) to demands for introducing the modern system of self-governance. Urban discourse tells us a lot about the Polish middle-class and its ideological attitudes. During the Revolution, the initial democratic enthusiasm was soon replaced by the logic of exclusion. Established by the bourgeoisie as a consequence of the revolutionary exposure of class antagonism, it took measures to limit the influence of the working class and its political position in the future urban self-governance

    More than a method? Organisational ethnography as a way of imagining the social

The authors–two anthropologists and an organisational theorist, all organisational ethnographers–discuss their understanding and practices of organisational ethnography (OE) as a way of imagining and reflect on how similar this understanding may be for young organisational researchers and students in particular. The discussion leads to the conclusion that OE may be regarded as a methodology but that it has a much greater potential when it is reclaiming its roots: to become a mode of doing social science on the meso-level. The discussion is based on an analysis of both historical material and the contemporary learning experiences of teaching OE as more than a method to our students

    ‘Other’ Posts in ‘Other’ Places: Poland through a Postcolonial Lens?

    Postcolonial theory has tended to focus on those spaces where European colonialism has had a territorial and political history. This is unsurprising, as much of the world is in this sense ‘postcolonial’. But not all of it. This article focuses on Poland, often theorised as peripheral to ‘old Europe’, and explores the application of postcolonial analyses to this ‘other’ place. The article draws upon reflections arising from a study of responses to ethnic diversity in Warsaw, Poland. In doing so we conclude that postcolonialism does indeed offer some important insights into understanding Polish attitudes to other nationalities, and yet more work also needs to be done to make the theoretical bridge. In the case of Poland we propose the ‘triple relation’ be the starting point for such work

    Celem niniejszego opracowania jest ukazanie, że wpisanie w ogólne prawo międzynarodowe organów rozstrzygających z zakresu międzynarodowego prawa praw człowieka jest na tyle silne, iż czyni naukowo koniecznym odrzucenie twierdzeń przemawiających na rzecz pełnej autonomii (niezależności) organów sądowych w prawie międzynarodowym. Powyższe ustalenie nie stanowi jednak celu samego w sobie. Antycypowane wpisanie organów rozstrzygających z zakresu międzynarodowego prawa praw człowieka w prawo międzynarodowe umożliwi udowodnienie istnienia wpływu (oddziaływania) humanizacji prawa międzynarodowego na międzynarodowy porządek prawny. Zwieńczeniem badań z tego zakresu jest konfirmacja hipotezy badawczej, zgodnie z którą organy rozstrzygające z zakresu międzynarodowego prawa praw człowieka przyczyniają się nie tylko do humanizacji prawa międzynarodowego, lecz także do daleko idącej internacjonalizacji praw człowieka. Wprowadzenie owych dwóch kategorii (tj. humanizacji prawa międzynarodowego i internacjonalizacji praw człowieka) stanowi novum w dotychczas prowadzonych badaniach temu poświęconych, a weryfikacja tak postawionej hipotezy wyznacza zakres konstatacji, realizowanych na podstawie metody analitycznej oraz metody formalno-dogmatycznej.The purpose of this study is to demonstrate that “inscribing” adjudicating bodies in cases involving international law of human rights into the universal international law is so strong, that it makes it scientifically necessary to reject assertions advocating full autonomy (independence) of judicial bodies in international law. The above finding does not, however, constitute an end in itself. The anticipating inscription of adjudicating bodies of international law of human rights into international law will make it possible to prove the existence of the influence (impact) of humanization of international law over the international legal order. The culmination of research in this regard will involve confirmation of the research hypothesis according to which bodies adjudicating in cases involving international law of human rights contribute not only to humanization of international law, but also to far-reaching internationalization of human rights. Introduction of these categories (that is humanization of international law and internationalization of human rights) is a novum in current research addressing this subject matter and verification of the hypothesis outlines the scope of observations carried out on the basis of the analytical method and the method of interpretation of applicable law

    Tyt. z nagłówka.Bibliogr. s. [89].Rekultywacja wodna wyrobisk odkrywkowych powstałych w wyniku wydobycia złóż węgla brunatnego jest procesem długotrwałym. Długi czas trwania rekultywacji oraz docelowe warunki funkcjonowania zbiorników stwarzają szereg zagrożeń związanych z procesem rekultywacji oraz bezpieczeństwem użytkowania zbiorników wodnych. Do najważniejszych zagrożeń zaliczyć należy stateczność zboczy zbiorników oraz jakość wody. W artykule zaprezentowano przykładowe wyniki obliczenia stateczności dla zbocza w kopalni odkrywkowej węgla brunatnego, w której planowane jest utworzenie zbiornika wodnego. Przedstawiono także wyniki monitoringu napełniania wyrobiska w zakresie jakości wód. Wyniki obliczeń oraz analiz wskazują, że rekultywacja w kierunku wodnym wymaga przeprofilowania zboczy końcowych wyrobiska, a faza napełniania zbiornika wymaga odwodnienia górotworu oraz wspomagania procesu rekultywacji poprzez przerzut wód z sąsiednich zakładów górniczych. Bezpieczna rekultywacja oraz planowane wodne zagospodarowanie zbiornika wymaga systemowego podejścia w zakresie planowania i projektowania zbiornika. U podstaw projektu powinna leżeć więc szczegółowa analiza docelowych, naturalnych uwarunkowań fizycznych i środowiskowych w otoczeniu zbiornika powyrobiskowego.The paper looks at water reclamation of open-pit excavations created as a result of lignite exploitation. Water reclamation of open-pit excavations is a long-lasting process. The prolonged duration and the target conditions of reservoirs' functioning create a number of hazards related to the reclamation process, and safety of use of the water basins. Slope stability and water quality should be considered as the most important of hazards. The article presents the exemplary results of stability calculations for a slope in an open-pit lignite mine in which the creation of a water reservoir is planned. The results of monitoring of water quality during the flooding of the pit are also described. The results of these calculations and the analyzes indicate that water reclamation requires the re-profiling of the final slopes of the pit and the flooding phase should be preceded by rock-mass drainage. The reclamation process should be reinforced by providing additional quantities of water from neighbouring mines. The safe reclamation and planned utilization of the basin requires a systemic approach towards the planning and design of the reservoir.
