ResourceApp – Entwicklung eines mobilen Systems zur Erfassung und Erschließung von Ressourceneffizienzpotenzialen beim Rückbau von Infrastruktur und Produkten

Der Anteil an Bau- und Abbruchabfällen beträgt mit rund 200 Mio. t mehr als 50 % der jährlich anfallenden Abfälle in Deutschland [Statistik Portal 2015]. Dabei sind Rückbau- und Abbruchprojekte durch einen großen Zeit- und Kostendruck gekennzeichnet. Bei der heute üblichen Erfassung von Rückbauobjekten durch Begehung werden die verbauten, oft wert- haltigen Materialien grob geschätzt, was zu einer großen Abweichung zur tatsächlichen Mate- rialzusammensetzung führen kann. Dennoch dienen diese Schätzwerte zurzeit als Grundlage für das Angebot und die Projekt- und Verwertungsplanung der Rückbauunternehmer. Im Projekt ResourceApp wurde ein Demonstrator entwickelt, der erstmals die mobile, drei- dimensionale (3D) und semantische Erfassung von Gebäuden und Bauteilen und eine an- schließende Umbau- oder Rückbauplanung in Echtzeit ermöglicht. Das System besteht aus einem Sensor und Software-Modulen auf einem Laptop, die die Da- tenverarbeitung der Sensordaten erlauben, um das Rohstoffpotenzial eines Gebäudes zu be- stimmen und dessen Rückbau zu planen. Für das Gebäudeaudit wird der Innenraum erfasst und in 3D rekonstruiert sowie dessen Inventar bestimmt. Notwendige Rückbaumaßnahmen zur Wiedergewinnung der Rohstoffe werden ermittelt und geplant und daraus die Rückge- winnungskosten der Materialien bestimmt. Im Fall des Praxistests, des Krankenhauses von Bad Pyrmont, wurde das Gebäude mit dem Sensor aufgenommen, automatisiert inventarisiert und nach der Begehung rückgebaut. In der Praxis war es möglich, große Bauteile (Wände, Decken, Böden, Türen, Fenster) mit der App zu erkennen. Aufgrund schwieriger Raumgeometrien (kleine, verwinkelte und langgestreckte gleichförmige Räume), die die Aufnahme mit dem Kinect-Sensor erschwerten, konnten aber ca. 20 % der großen Bauteile nicht erkannt werden. Zudem konnte ein Großteil der zu erken- nenden Anschlüsse (wie Steckdosen), die Rückschlüsse auf die technische Gebäudeausstattung und somit auf die werthaltigen Rohstoffe des Gebäudes geben sollten, nicht erkannt werden. Hier besteht weiterer erheblicher Forschungsbedarf, da die eingesetzten Sensoren eine noch nicht ausreichende Auflösung aufweisen. Koordiniert wurde das Projekt ResourceApp vom Fraunhofer-Institut für Chemische Tech- nologie ICT. Weitere Partner waren das Fraunhofer-Institut für Graphische Datenverarbei- tung IGD, das Institut für Industriebetriebslehre und Industrielle Produktion IIP des Karlsru- her Instituts für Technologie KIT, die Abbruch- bzw. Nachhaltige StadtGesundheit Hamburg - Bestandsaufnahme und Perspektiven

Förderung, Schutz und Wiederherstellung der Gesundheit sind nur im Einklang mit sozialer Gerechtigkeit und ökologischer Verträglichkeit dauerhaft zu erreichen. Um diese Ziele gemeinsam mit Nachdruck zu verfolgen, entstand das Konzept von Nachhaltiger StadtGesundheit als ein Erkenntnis- und Handlungsansatz. Die Fallstudie Hamburg stellt wesentliche Elemente des Konzepts in ihren praktischen Ausprägungen exemplarisch dar. Ausgehend von der historischen Entwicklung und der aktuellen Gesundheitssituation analysieren 100 AutorInnen die Steuerungsstrukturen von StadtGesundheit in Hamburg; die medizinische und pflegerische Versorgung; Rehabilitation und Teilhabe; Prävention und Gesundheitsförderung; die Vielfalt der Bezüge zur Hamburger Stadtpolitik sowie neue integrative Ansätze im Sozialraum. Die Fallstudie zeigt, welche Elemente in einer Großstadt vorzufinden sind und welcher Entwicklungsbedarf besteht

Cui bono est? - Theorie und Empirie des Corporate Volunteering aus deutscher Perspektive

Den Ausgangspunkt der vorliegenden Untersuchung stellt die Omnipräsenz vielseitiger und vielfältiger Nutzen dar, die dem Corporate Volunteering (CV) - dem betrieblichen Freiwilligenengagement - in der Fachliteratur des deutschsprachigen Raumes zugeschrieben werden, obwohl ein profunder Mangel an empirischer Evidenz existiert. Dieser Mangel äußert sich nicht nur im Fehlen empirischer Daten, sondern auch in der Güte vieler Studien, die als Belege für einen Nutzen herangezogen werden. Mit dieser Arbeit gebe ich einen systematisch erarbeiteten und wissenschaftlich fundierten Überblick über die empirisch belegten Wirkungen der unterschiedlichen CV-Maßnahmen und überprüfe darauf aufbauend die Nutzen- und die Win-Win-Logik des CV nach derzeitigem Stand der empirischen Forschung für eine Anwendung in Deutschland. Damit einher geht auch eine konzeptionelle Schärfung des CV, die vorab in dieser Präzision nicht gegeben war. Kernelemente der Arbeit sind: Verortung des CV-Konzeptes in der Debatte um die gesellschaftliche Verantwortung von Unternehmen inklusive Erarbeitung der Überschneidungen und Abgrenzungen mit/zu weiteren Konzepten - Identifikation des CV als facettenreicher Untersuchungsgegenstand der Betriebspädagogik (Teilgebiet der Wirtschaftspädagogik) - Präsentation einer eigenen Systematisierung der verschiedenen CV-Maßnahmen inklusive Darstellung wesentlicher konzeptioneller Gemeinsamkeiten und Unterschiede - Durchführung einer dokumentarischen Evaluation der zweiundneunzig recherchierten und als vorerst relevant eingestuften empirischen Studien zum CV - Gegenüberstellung der empirisch belegten Wirkungen und der antizipierten Nutzen - Entwicklung eines heuristischen Instruments zur Ziel-Mittel-Bestimmung des CV - Überprüfung der Win-Win-Logik

Qualitätsmonitor 2020

Die Qualität der Versorgung, ihre Sicherung, Verbesserung und Incentivierung sind das erklärte Ziel der Gesetzgebung im Gesundheitswesen der letzten Jahre. Der Qualitätsmonitor widmet sich mit der aktuellen Ausgabe der Notfallversorgung, der Transparenzmängel und Steuerungsdefizite attestiert werden. Für die Diskussion über die Qualität und die Weiterentwicklung der prästationären und stationären Notfallversorgung liefert der Qualitätsmonitor 2020 weitere Impulse. Das von Gesundheitsstadt Berlin, der Initiative Qualitätsmedizin (IQM) und dem Wissenschaftlichen Institut der AOK (WIdO) herausgegebene Werk greift wiederholt relevante Qualitätsthemen aus stationärer und sektorenübergreifender Versorgung auf. Die Fachbeiträge zum Schwerpunkt Notfallversorgung stellen den Stand der politischen Reformdiskussion dar und betrachten für lebensbedrohliche Indikationen die stationäre Notfallversorgung, auch unter Berücksichtigung der bisherigen Erkenntnisse aus der COVID-19-Pandemie. Strukturen und Prozesse im Rettungswesen, regionale Modellprojekte sowie der Stand der Digitalisierung werden diskutiert und Verbesserungsvorschläge unterbreitet. Eine weitere Sektion zeigt Eckdaten zur Versorgungsstruktur und Qualitätsdaten der deutschen Krankenhäuser für ausgewählte Notfallindikationen der stationären Versorgung. Mit seinen Fachbeiträgen und bundesweiten Qualitätsdaten unterstützt der Qualitätsmonitor 2020 fundiert die Qualitätssicherungsdebatte in Deutschland. Den gesundheitspolitischen Akteuren und Anbietern, die mit der Schaffung und Umsetzung gesetzlicher Qualitätsvorgaben befasst sind oder diese mitgestalten wollen, werden relevante Ansätze aufgezeigt und Anregungen zur Weiterentwicklung und Verbesserung der Versorgungsqualität gegeben

Staatlicher Schutz vor Meinungsrobotern: (verfassungs-)rechtliche Überlegungen zu einer staatlichen Schutzpflicht vor Einflüssen von Meinungsrobotern auf die politische Willensbildung in sozialen Netzwerken

Seit langem wird über die staatliche (Regulierungs-)Verantwortung u.a. hinsichtlich sozialer Netzwerkalgorithmen diskutiert. Doch was, wenn die Netzwerke zur politischen Agitation durch Dritte ausgenutzt werden, indem zahlreiche (teil-)automatisierte Nutzeraccounts die Informationsdiffusion und Kommunikation zu beeinflussen versuchen? Ist dann auch hier der Staat als Garant der politischen Willensbildung gefordert? Das Werk versucht diese vor allem verfassungsrechtlich geprägte Frage unter Berücksichtigung sozialpsychologischer und kommunikationswissenschaftlicher Grundlagen und mit Hilfe grundrechtlicher Schutzpflichten zu beantworten. Es leitet aus den kommunikationsgrundrechtlichen Schutzgütern eine entsprechende abstrakte Verantwortung her und überprüft, ob der Staat – insbesondere mit dem Medienstaatsvertrag – dieser Verantwortung in (verfassungsrechtlich) überzeugender Weise nachkommt

Housing quality and lost (public) space in Croatia

IN ENGLISH: In the post-socialist period and within the current social transition context, urban and rural Croatia has, just like other transition countries, experienced many changes in the social structure and space. One example is the housing quality which is a replica of the situation in the Croatian society and has also undergone some major changes. Socially oriented housing construction co-financed by the state and the cities is in an unfavourable position compared to private housing construction. In the last twenty years the amount of the social housing construction has been only a minor part of the total contruction work in the country. For instance, out of nine newly planned residential housing developments in Zagreb, the capital city, only three have been completed and the work on the rest of them has stopped and is unlikely to continue. Private construction work prevails especially on the edge of the city and is characterised by high density housing. This type of housing construction doesn't benefit the majority of citizens in search of accommodation (price per square meter is too high, low-quality building). There is also a big problem of the community facilities (primary and secondary infrastructure, schools, kindergartens, playgrounds, green areas, sidewalks, public transport etc.). The existing globalisation-transition circumstances of the Croatian society corroborate the fact which experts of various profiles often point out: ignoring the process of (urban) planning will irreparably damage the space. The city transformation shows the absence of comprehensive urban planning which results in an ever increasing number of random buildings which do not fit in the surroundings. This leads up to yet another important issue – the shrinking and, in some cases, disappearance of public space which becomes the “lost space“. In recent years there has been a lot of building in the city core and on the edge which does not quite fit in the existing urban structure, image or the skyline of the city. The current situation in the process of planning can be characterized as a conflict and imbalance between the powerful actors (mostly political and economic) and less powerful actors (mostly professional and civil). The actors who have the political power and influence and the ones who possess the capital are forming an “alliance” between two important layers of the social structure. The lack of civil and professional actors, “lost spatial actors”, and therefore of civic aggregation is also present and that is also the cause of public space “disappearance” and undermined process of public participation. --------------- IN CROATIAN: U postsocijalističkom razdoblju i trenutnom tranzicijskom kontekstu urbana i ruralna Hrvatska su, kao i ostale tranzicijske zemlje, doživjele mnoge promjene u društvenoj strukturi i samom prostoru. Na primjeru kvalitete stanovanja kao replike stanja u hrvatskom društvu mogu se vidjeti značajne promjene. Društveno usmjerena stambena izgradnja sufinancirana od strane države i gradova je stoga rjeđa i u nepovoljnijoj je situaciji prema privatnoj stanogradnji. Zadnjih dvadeset godina udjel socijalne stambene gradnje je zanemariv u ukupnoj izgradnji na razini zemlje. Primjerice, od devet planiranih stambenih naselja izgrađenih po modelu POS-a u Zagrebu samo su tri i završena. Na ostalima je proces gradnje zastao i ne čini se da će se privesti kraju. Privatna je gradnje prisutnija, posebno na rubovima grada, a obilježava je visoka gustoća gradnje. Ovakav tip gradnje ne odgovara većini stanovnika koji su u procesu potražnje stambene nekretnine (visoka cijena kvadratnog metra, a slaba kvaliteta gradnje). Postoji također i problem nedostatne opremljenosti susjedstva (primarna i sekundarna infrastruktura, škole, vrtići, igrališta, zelene površine, pješačke staze, javni transport itd.). Navedene globalizacijsko-tranzicijske okolnosti hrvatskog društva potvrđuju ono što eksperti različitih profila ističu, a to je da će ignoriranje procesa (urbanog) planiranja nepovratno uništiti prostor gradova. Ovakve transformacije pokazuju nedostatak sustavnog urbanog planiranja što rezultira sve većim brojem zgrada koje se ne uklapaju u neposrednu okolinu. To nadalje dovodi do drugog važnog aspekta – smanjivanja i u nekim slučajevima, nestanka javnog prostora koji postaje „izgubljeni prostor“. Posljednjih je godina izgrađen velik broj zgrada, i u središtu i na rubovima grada, koje se ne uklapaju u postojeću urbanu strukturu, izgled ili vizuru grada. Ovakvu situaciju obilježavaju sukob i neravnoteža između moćnijih društvenih aktera (većinom političkih i ekonomskih) i onih manje moćnih (većinom profesionalnih i civilnih). Politički i ekonomski akteri se često povezuju u „savez“ dvaju najjačih u društvenoj strukturi. S druge strane nedostatak utjecaja civilnih i profesionalnih aktera kao „izgubljenih prostornih aktera“ dovodi do „nestanka“ javnih prostora te smanjenja važnosti procesa participacije (sudjelovanja javnosti)

Žitavští a jejich kostely (cca. 1300-1600)

Žitavští a jejich kostely (cca 1300-1600) Předkládaná práce se zabývá církevními dějinami města Žitavy v Horní Lužici v dnešní spolkové zemi Sasko v pozdním středověku a raném novověku. Jejím hlavním smyslem bylo ilustrovat osudy církevních institucí a zbožných nadací v historickém vývoji. Největší pozornost byla věnována dějinám těchto - převážně ještě středověkých - nadací v tobě tzv. kulturního zlomu za reformace. Analýze bylo podrobeno široké spektrum nadací od tzv. malých (mše, almužny apod.) až po velké, tzv. rámcové nadace (kláštery, špitály, kostelní záduší). Práce je rozdělena do tří částí. První část je věnována středověku a sleduje ‚prehistorii' resp. výchozí podmínky, s nimiž zbožné nadace vstupovaly do reformace. Druhá část se zabývá Žitavou v době reformace a konfesionalizace. Zvláštní pozornost je věnována zániku čtyř klášterních nadací v průběhu 16. století, jichž se zmocnila žitavská městská rada. Třetí část se pak zabývá osudy jiné rámcové nadace, záduší žitavského farního kostela, jež na rozdíl od těch klášterních reformační zlom s úspěchem přežilo. Za reformace řada nadací sice beze zbytku zanikla, mnohé jiné byly ale transformovány v souladu s novými náboženskými i socio-kulturními podmínkami, avšak celá řada původně středověkých nadací fungovala nadále i po reformaci bez...The Zittau people and their churches (approx. 1300-1600) The essay deals with the church history in the town of Zittau in Upper Lusatia, today's federal state of Saxony, Germany, in late Middle Ages and Early Modern Era. The main focus of the work was to illustrate the changes of religious institutions and benefactions throughout the era. Most importantly, we dealt with the fate of mostly medieval benefactions during reformation, which established a cultural break point in the given region. We analysed a broad spectrum of benefactions, ranging from small ones (masses, alms etc.) to more complex ones (monasteries, hospitals, church fabric etc.). The essay consists of three sections. The first section is dedicated to Middle Ages and it focuses on ancient history, i. e. the starting point from which the religious benefactions entered the reformation era. The second section focuses on the town of Zittau in the era of reformation and on the process of validation of the new denomination. We specifically focus on the end of four monasteries' benefactions in the course of 16th century, taken over by the Zittau city council.
