The value of Big Data in government: The case of 'smart cities'
The emergence of Big Data has added a new aspect to conceptualizing the use of digital technologies in the delivery of public services and for realizing digital governance. This article explores, via the ‘value-chain’ approach, the evolution of digital governance research, and aligns it with current developments associated with data analytics, often referred to as ‘Big Data’. In many ways, the current discourse around Big Data reiterates and repeats established commentaries within the eGovernment research community. This body of knowledge provides an opportunity to reflect on the ‘promise’ of Big Data, both in relation to service delivery and policy formulation. This includes, issues associated with the quality and reliability of data, from mixing public and private sector data, issues associated with the ownership of raw and manip- ulated data, and ethical issues concerning surveillance and privacy. These insights and the issues raised help assess the value of Big Data in government and smart city environments
Symmetry of two terminal, non-linear electric conduction
The well-established symmetry relations for linear transport phenomena can
not, in general, be applied in the non-linear regime. Here we propose a set of
symmetry relations with respect to bias voltage and magnetic field for the
non-linear conductance of two-terminal electric conductors. We experimentally

Does Culture Impact Preferred Employee attributes in Complaint Handling Encounters?
Recently, Gruber et al.’s (2011) Kano study revealed that complaining customers in Saudi Arabia are less difficult to delight than UK customers. The present study investigates whether these differences are caused by different service sector development stages, as suggested in their study, or by cultural differences instead. Data were collected using Kano questionnaires from 151 respondents with complaining experience in Singapore. This country was chosen as it has a highly developed service economy (like the UK) but also a collectivistic culture (like Saudi Arabia). The analysis reveals that Singaporean customers show the same preferences as those in the UK. We consider this as a strong indicator for the suggested impact of the stage of service sector development rather than cultural differences on complaining customers’ preferences of frontline employee attributes. Our results support the findings by Gruber et al. (2011). By doing so, they surprisingly refute previous research which concluded that national culture plays a significant role in shaping customer expectations during complaint handling encounters. Our study especially corroborates the notion of a life cycle of quality attributes that had been found for goods and services and the preferred attributes of frontline employees dealing with customer complaints
On the preconditions for large-scale collective action
The phenomenon of collective action and the origin of collective action problems have been extensively and systematically studied in the social sciences. Yet, while we have substantial knowledge about the factors promoting collective action at the local level, we know far less about how these insights travel to large-scale collective action problems. Such problems, however, are at the heart of humanity’s most pressing challenges, including climate change, large-scale natural resource depletion, biodiversity loss, nuclear proliferation, antibiotic resistance due to overconsumption of antibiotics, and pollution. In this paper, we suggest an analytical framework that captures the theoretical understanding of preconditions for large-scale collective action. This analytical framework aims at supporting future empirical analyses of how to cope with and overcome larger-scale collective action problems. More specifically, we (i) define and describe the main characteristics of a large-scale collective action problem and (ii) explain why voluntary and, in particular, spontaneous large-scale collective action among individual actors becomes more improbable as the collective action problem becomes larger, thus demanding interventions by an external authority (a third party) for such action to be generated. Based on this, we (iii) outline an analytical framework that illustrates the connection between third-party interventions and large-scale collective action. We conclude by suggesting avenues for future research.</p

Integrated information increases with fitness in the evolution of animats
One of the hallmarks of biological organisms is their ability to integrate
disparate information sources to optimize their behavior in complex
environments. How this capability can be quantified and related to the
functional complexity of an organism remains a challenging problem, in
particular since organismal functional complexity is not well-defined. We
present here several candidate measures that quantify information and
integration, and study their dependence on fitness as an artificial agent
("animat") evolves over thousands of generations to solve a navigation task in
a simple, simulated environment. We compare the ability of these measures to
predict high fitness with more conventional information-theoretic processing
measures. As the animat adapts by increasing its "fit" to the world,
information integration and processing increase commensurately along the
evolutionary line of descent. We suggest that the correlation of fitness with
information integration and with processing measures implies that high fitness
requires both information processing as well as integration, but that
information integration may be a better measure when the task requires memory.
A correlation of measures of information integration (but also information
processing) and fitness strongly suggests that these measures reflect the
functional complexity of the animat, and that such measures can be used to
