Cyber‐dissidence in Tunisia before and after the 14 January 2011 ‘Revolution’: The cyber- activism of young bloggers and the expression of political engagement

politique
en
place.
Les
blogueurs
et
les
cyberdissidents
ont
joué
un
rôle
important
en
dénonçant
les
violations
des
libertés
et
des
droits
des
citoyens
durant
les
révoltes
qui
se
sont
succédées
de
décembre
2010
à
janvier
2011.
Aujourd'hui,
le
paysage
médiatique
tunisien
a
changé.
La
liberté
de
l'expression
est
reconnue
comme
étant
le
plus
grand
des
acquis
de
la
“
révolution
”
de
2011.
Cet
article
explore
les
"nouveaux"
itinéraires
et
les
évolutions
de
l'expression
politique
des
blogueurs,
cyberdissidents
d'hier,
après
les
élections
libres
et
transparentes
d'octobre
2011.
Pour
ce
faire,
on
analyse
le
contenu
des
blogs
de
cinq
cyberdissidents
au
cours
des
années
2010
à
2013Los
jovenes
ciberactivistas
tunecinos
se
convirtieron
antes
del
14
de
enero
de
2011
en
una
verdadera
alternativa
para
los
tunecinos
sedientos
de
información
y
que
buscaban
escapar
al
“bombardeo”
del
sistema
mediático
local
dedicado
a
la
propaganda
del
régimen
político.
En
el
transcurso
de
las
revueltas
de
diciembre
de
2010
a
enero
de
2011,
los
blogueros
y
los
ciberdisidentes
desempeñaron
un
papel
protagonista
con
la
denuncia
de
las
violaciones
de
las
libertades
y
los
derechos
de
los
ciudadanos.
Hoy,
el
panorama
mediático
tunecino
es
distinto.
La
libertad
de
expresión
es
reconocida
como
el
principal
logro
de
la
“
revolución
“
de
2011.
Este
artículo
explora
los
"nuevos"
itinerarios
y
la
evolución
de
la
expresión
política
de
algunos
blogueros
emblemáticos,
ayer
ciberdisidentes,
tras
las
elecciones
libres
y
transparentes
de
octubre
de
2011.
Para
ello,
analizamos
los
contenidos
de
los
blogs
de
cinco
ciberdisidentes
de
2010
a

Does gender matter within the Tunisian civil society organizations following the "Arab Spring"? The division of labor and responsibilities among young activists
This article explores the gender dimension of young people participation in Tunisian civil society organizations (CSOs) that emerged largely after the 2011 "revolution". The main aims are, first, to provide information on the Tunisian context; second, to characterize this new activism marked by a large participation of young women; and, third, to identify whether there are elements typical of a gender division of positions, responsibilities and activism work. The Tunisian case is very interesting because political transitions are crucial moments for women's rights and associations. Based on two surveys, we put forward the hypothesis that inequality between men and women in the allocation of responsibilities will increase or decrease depending on the degree of gender inequality in the possession of skills and resources (educational, linguistic, socio-economic) and previous experiences of associative socialization. After outlining the national context, we find that the profiles, resources and socialization of activists are relatively homogeneous. However, while women and men gain access to positions of responsibility with some equality via elections to the executive bodies of CSOs, male leadership prevails in ad hoc activities that grant greater individual public recognition and leadership
Être correspondant régional en Tunisie : De l’aliénation au pouvoir à la liberté totale
Les soulèvements qui se sont déroulés en Tunisie du 17 décembre 2010 au 14 janvier 2011 montrent combien les media tunisiens ont occulté l’information à l’intérieur du pays. Sous l’ancien régime de Ben Ali, les media se tenaient loin des préoccupations et des réalités locales des citoyens. Cet article compare la couverture médiatique tunisienne pour les informations locales avant et après la révolution à travers le vécu de 16 correspondants locaux. La Tunisie compte 27 correspondants locaux employés par l’Agence de Presse de Tunis, seule agence publique ayant un réseau dans le pays depuis les années 1960. À travers une enquête qualitative menée auprès de ces correspondants, nous verrons comment les pratiques, les comportements et les discours ont évolué depuis janvier 2011.The uprisings that took place in Tunisia from 17th of December 2010 to 14 January 2011 show how the mainstream Tunisian media made a blackout on what was happening in the regions inside the country. This is how did the media system during the former Ben Ali’s regime era used to deal with the real concerns of the citizens. The coverage of the local events was far from the rules of the proximity journalism which is based on journalistic practice that reflect the reality of the people and their daily life problems. This paper compare between the Tunisian media coverage of the local news before and after the revolution through the experience of 16 local correspondents out of 27 working for the Tunis Afrique Presse news agency, a public media the only news house to get a correspondents network in all the regions of Tunisia since the sixties of the last century. We conducted a qualitative survey among these correspondents asking about the local news agenda and the correspondents’ choice of priorities to cover the news before and after January 2011. What changed in their practice, their behavior and their discourse? They said that censorship and self-censorship were overwhelming the way of covering the news in the regions and that the main role for the reporter is very limited. They were told what to cover and how. The local news agenda was linked to the politics and the local authorities activities. No criticism was admitted. The correspondents mentioned two essential fields for «safe media coverage» : Tourism and culture. Today, within the context of press freedom the correspondent feel themselves as the voice of voiceless people. The power of the media is challenging the political power which can no longer use the media for propaganda purposes by intervening in the correspondents work.ابرزت الاحداث التي وقعت في تونس في الفترة مابين 17 ديسمبر2010 – 14 جانفي 2011 مظاهر التعتيم الإعلامي على ما كان يجري في الجهات الداخلية للبلاد. وهذا التعتيم هو في حقيقة الأمر مرآة تعكس طرق المنظومة الإعلامية في التعامل مع المشاغل الحقيقية للمواطن وتحيل في الآن ذاته إلى الخلل في تغطية الأحداث المحلية وفق قواعد ما يسمى بصحافة القرب وهو مفهوم قائم على الممارسة الصحفية التي تعبر عن واقع الناس ومشاغلهم . ويهتم هذا المقال بدراسة مقارنة بين التعاطي الإعلامي مع الشأن المحلي قبل الثورة وبعدها وذلك باعتماد دراسة كيفية شملت 16 مراسلا من مجموع 27 يعملون في وكالة تونس افريقيا للأنباء العمومية وهي المؤسسة الإعلامية الوحيدة التي لها شبكة مراسلين في كافة الجهات الداخلية منذ ستينات القرن الماضي . ويهدف المقال إلى البحث في تجربة المراسلين في الجهات الداخلية لتحليل واقع ممارسة المهنة زمن الرقابة والدعاية للسلطة الحاكمة في فترة ما قبل 14 جانفي 2011 والتغير الذي أفرزه مناخ حرية الصحافة والتعبير في تونس بعد ذلك. ويبرز في خطاب المراسلين كيف أن الرقابة والرقابة الذاتية كانتا تمثلان القاعدة في ما يبث من أخبار عن الجهات الداخلية حيث يقتصر دور المراسل في تغطية نشاط المسؤولين المحليين وفي الاكتفاء بعرض الأخبار ذات المحتوى وبلائحة مواضيع لا تتعدى مجالي السياحة والثقافة في معظم الأحيان. واليوم ومع ما يتوفر من مناخ للتعبير الحر يشهد الحقل الإعلامي نوعا من التوازن بين سلطة الاعلام في إبراز التنوع في المجتمع والسلطة السياسية التي لم تعد تحتكر المشهد الإعلامي للدعاية لانجازاتها

Los principales objetivos son, primero, proporcionar información sobre el contexto tunecino; segundo, caracterizar este nuevo activismo marcado por una extensa participación de mujeres jóvenes; y, tercero, identificar si existen elementos típicos de una división de género en los cargos, las responsabilidades y la labor del activismo. El caso tunecino es muy interesante porque las transiciones políticas son momentos cruciales para los derechos de las mujeres y el asociacionismo. Basándonos en dos encuestas, planteamos la hipótesis de que la desigualdad entre hombres y mujeres en el reparto de responsabilidades aumentará o disminuirá en función del grado de desigualdad de género en la posesión de competencias y recursos (educativos, lingüísticos, socioeconómicos) y de las experiencias previas de socialización asociativa. Tras esbozar el contexto nacional, encontramos que los perfiles, los recursos y la socialización de los activistas son relativamente homogéneos. Sin embargo, aun cuando las mujeres y los hombres accedan a puestos de responsabilidad con cierta igualdad a través de las elecciones a los órganos ejecutivos de las OSC, el liderazgo masculino prevalece en actividades ad hoc que otorgan mayor reconocimiento público y liderazgo individua
The Role of Media Literacy in Mitigating COVID-19 Vaccine Hesitancy and Conspiracy Theories
This study examines the relationship between media literacy, belief in conspiracy theories, and vaccine hesitation through a survey of 3,009 university students in 8 Arab countries. The findings provide evidence that believing in COVID-19 vaccine conspiracy theories and being opposed to all vaccines has a negative effect on the intention to get vaccinated, while perceptions of the safety and effectiveness of COVID-19 vaccines and the perception that the COVID-19 disease is more dangerous than the vaccine, as well as media literacy level and trust in media and information sources about COVID-19 have a positive effect on vaccination intention. In addition to theorizing about the role of media literacy in pandemics, the study offers an effective measure for media literacy that can be deployed quickly in pandemic situations
