Discrete-Time Fractional Variational Problems
We introduce a discrete-time fractional calculus of variations on the time
scale , . First and second order necessary optimality
conditions are established. Examples illustrating the use of the new
Euler-Lagrange and Legendre type conditions are given. They show that solutions
to the considered fractional problems become the classical discrete-time
solutions when the fractional order of the discrete-derivatives are integer
values, and that they converge to the fractional continuous-time solutions when
tends to zero. Our Legendre type condition is useful to eliminate false

Infrared tracking system for immersive virtual environments
In this paper, we describe the theoretical foundations and engineering approach of an infrared-optical tracking system specially design for large scale immersive virtual environments (VE) or augmented reality (AR) settings. The system described is capable of tracking independent retro-reflective markers arranged in a 3D structure (ar-tefact) in real time (25Hz), recovering all possible 6 Degrees of Freedom (DOF). These artefacts can be ad-justed to the user’s stereo glasses to track his/her pose while immersed in the VE or AR, or can be used as a 3D input device. The hardware configuration consists in 4 shutter-synchronized cameras attached with band-pass infrared filters and the artefacts are illuminated by infrared array-emitters. The system was specially designed to fit a room with sizes of 5.7m x 2.7m x 3.4 m, which match the dimensions of the CAVE-Hollowspace of Lousal where the system will be deployed. Pilot lab results have shown a latency of 40ms in tracking the pose of two ar-tefacts with 4 infrared markers, achieving a frame-rate of 24.80 fps and showing a mean accuracy of 0.93mm/0.52º and a mean precision of 0.08mm/0.04º, respectively, in overall translation/rotation DOFs, fulfill-ing the system requirements initially defined.info:eu-repo/semantics/publishedVersio

Oxygen Transfer In The Solid-state Cultivation Of D. Monoceras On Polyurethane Foam As Na Inert Support
In recent years, there has been a resurgence of interest concerning solid-state cultivation processes due to a number of advantages over submerged cultivation. However, studies on oxygen transfer and the performance of bioreactors are lacking. Processes that use inert supports loaded with chemically-defined liquid media have several potential applications and offer numerous advantages, such as improved process control and monitoring and enhanced process consistency compared with cultivation on natural solid substrates. The aim of this research was to study the oxygen transfer for the production of allergenic proteins from a biomass of Drechslera (Helminthosporium) monoceras cultured in a packed-bed reactor filled with polyurethane foam. SISTEMAS MUNICIPAIS DE ENSINO: A GESTÃO DAS POLÍTICAS EDUCACIONAIS DO MUNICÍPIO DE SERRA/ES
Este estudo integra a linha de pesquisa História, Cultura, Sociedade e Políticas Educacionais do Programa de Pós-Graduação em Educação, Universidade Federal do Espírito Santo e se desenvolveu no âmbito do Núcleo de Estudos e Pesquisas em Políticas Educacionais. O objetivo geral é analisar a gestão das políticas educacionais do município de Serra/ES no contexto do Plano Nacional de Educação 2014-2024. Aponta como hipótese de pesquisa que o movimento de discussão política e algumas políticas educacionais implantadas nesses últimos anos pelo Ministério da Educação, como o Plano de Ações Articuladas, a Conferência Nacional de Educação e o Plano Nacional de Educação, centradas na participação social e na prática do planejamento educacional, vieram na direção do fortalecimento das competências técnicas e políticas dos municípios. Focaliza um grande município do Espírito Santo, experiente na prática de planejamento educacional, com Conselho Municipal de Educação e com Sistema Municipal de Educação constituídos há mais de dez anos. O critério também utilizado na seleção do município é de ser de grande porte, isto é, possuir mais de 200.000 mil habitantes, ter um número significativo de matrículas no contexto do Espírito Santo e ter condições relativamente adequadas de cumprimento constitucional da responsabilidade com sua educação de acordo com a estimativa do Produto Interno Bruto. A partir desses critérios, selecionou-se o município de Serra. A estratégia metodológica adotada é o estudo de caso do Sistema Municipal de Ensino de Serra, em uma abordagem qualitativa inspirada teoricamente no método histórico-dialético, cunhado por Karl Marx, e a aplicação dos procedimentos de entrevista semiestruturada e observação participante. A pesquisa teve como campo para a produção de dados o Conselho Municipal de Educação de Serra, o Fórum Municipal de Educação de Serra e a Secretaria Municipal de Educação de Serra. Esta dissertação está organizada em quatro capítulos, além de introdução e considerações finais. No primeiro capítulo é feita a cuidadosa descrição dos objetivos que movem essa pesquisa, bem como a apresentação: do cenário da pesquisa, do percurso desenvolvido, do referencial teórico-metodológico, dos procedimentos adotados para a análise de dados e da revisão bibliográfica. O segundo capítulo tem como objetivo analisar a conjuntura capixaba em relação à construção dos novos planos municipais de educação. O terceiro capítulo objetiva caracterizar o contexto político e econômico brasileiro nas duas últimas décadas, bem como as novas formas de regulação
educacional que derivam dessa conjuntura, marcadas pela responsabilização social pela oferta e manutenção do ensino. O quarto capítulo objetiva discutir os dados coletados no período da aplicação das entrevistas e da observação. Os principais resultados apontam o planejamento educacional como prática existente no sistema, embora haja a necessidade de avaliação e monitoramento constantes. A hipótese inicial se confirma diante da conclusão de que políticas educacionais recentes, como o Plano Nacional de Educação, contribuem para fortalecer as competências técnicas e políticas dos municípios ao promoverem a participação social, os estudos, debates e o planejamento educacional
Non-commutative Quantum Mechanics in Three Dimensions and Rotational Symmetry
We generalize the formulation of non-commutative quantum mechanics to three
dimensional non-commutative space. Particular attention is paid to the
identification of the quantum Hilbert space in which the physical states of the
system are to be represented, the construction of the representation of the
rotation group on this space, the deformation of the Leibnitz rule accompanying
this representation and the implied necessity of deforming the co-product to
restore the rotation symmetry automorphism. This also implies the breaking of
rotational invariance on the level of the Schroedinger action and equation as
well as the Hamiltonian, even for rotational invariant potentials. For
rotational invariant potentials the symmetry breaking results purely from the
deformation in the sense that the commutator of the Hamiltonian and angular
momentum is proportional to the deformation.Comment: 21 page
