    Advanced optimal extraction for the Spitzer/IRS

    We present new advances in the spectral extraction of point-like sources adapted to the Infrared Spectrograph onboard the Spitzer Space Telescope. For the first time, we created a super-sampled point spread function of the low-resolution modules. We describe how to use the point spread function to perform optimal extraction of a single source and of multiple sources within the slit. We also examine the case of the optimal extraction of one or several sources with a complex background. The new algorithms are gathered in a plugin called Adopt which is part of the SMART data analysis software.Comment: Accepted for publication in PAS

    This paper extends finance theory under risk to account for borrowing behavior under financial stress conditions. As the financial stress level for the firm increases, the role of credit or unused borrowing capacity changes. With a strong equity position, credit is valued as a reserve to avoid liquidation costs resulting from the sale of fixed assets to meet cash flow obligations. As the financial stress on the firm increases the model demonstrates the firmÂ’s willingness to reduce credit reserves and increase its financial leverage in order to increase its probability of survival.     Cloud cover determination in polar regions from satellite imagery

    A definition is undertaken of the spectral and spatial characteristics of clouds and surface conditions in the polar regions, and to the creation of calibrated, geometrically correct data sets suitable for quantitative analysis. Ways are explored in which this information can be applied to cloud classifications as new methods or as extensions to existing classification schemes. A methodology is developed that uses automated techniques to merge Advanced Very High Resolution Radiometer (AVHRR) and Scanning Multichannel Microwave Radiometer (SMMR) data, and to apply first-order calibration and zenith angle corrections to the AVHRR imagery. Cloud cover and surface types are manually interpreted, and manual methods are used to define relatively pure training areas to describe the textural and multispectral characteristics of clouds over several surface conditions. The effects of viewing angle and bidirectional reflectance differences are studied for several classes, and the effectiveness of some key components of existing classification schemes is tested

    The principal objectives of this project are: (1) to develop suitable validation data sets to evaluate the effectiveness of the International Satellite Cloud Climatology Project (ISCCP) operational algorithm for cloud retrieval in polar regions and to validate model simulations of polar cloud cover; (2) to identify limitations of current procedures for varying atmospheric surface conditions, and to explore potential means to remedy them using textural classifiers; and (3) to compare synoptic cloud data from a control run experiment of the GISS climate model II with typical observed synoptic cloud patterns

    Markets for transferring catastrophic risk in agriculture are woefully lacking in developing countries. Even in developed countries, markets for transferring the risk of crop losses caused by natural hazards generally exist only with large government subsidies. However, such subsidies can be expensive, inefficient, and have detrimental implications that make future catastrophes even worse. In developing countries fiscal constraints limit the degree to which governments can subsidize markets for agricultural risk-sharing. Nonetheless, there are specific things governments can do to facilitate the development of these markets.     Creating insurance markets for natural disaster risk in lower income countries: the potential role for securitization

    This paper considers the potential for securitizing index-based insurance products that transfer weather and natural disaster risks from lower income countries. The paper begins with a brief overview of why markets for natural disaster risks are important in lower income countries and a review of some recent activities using index-based weather insurance. Next, the paper explains how natural disaster risks are handled in higher income countries. These examples along with the example of an innovative index-based livestock insurance pilot project in Mongolia illustrate how layers, or tranches, of natural disaster risk can be financed during the product development phase by creating structures similar to the Special Purpose Vehicles used in catastrophe bond, mortgage bond, and the emerging microfinance bond markets.     Professional decision making and women offenders : containing the chaos?

    This article draws on the findings from research undertaken in south-east Scotland in 2008 which sought to identify the characteristics of female offenders and to document the views of policy makers and practitioners regarding the experiences of women involved in the Scottish criminal justice system. Despite Scotland having retained a stronger 'welfare' focus than elsewhere in the UK (e.g. McAra, 2008), this is not reflected in the treatment of women who offend, with the rate of female imprisonment having almost doubled in the last ten years and community based disposals falling short of a welfare-oriented system. This article explores why the treatment that women offenders receive in the criminal justice system may be harsh and disproportionate both in relation to their offending and in relation to the treatment of men. It is argued that interventions with women need to be initiated earlier in their cycle of offending and at an earlier stage in the criminal justice process but also that the wide-ranging health, welfare, financial and behavioural needs of women who offend cannot be met solely within an increasingly risk-averse and punitive criminal justice environment

    Challenges and implications of routine depression screening for depression in chronic disease and multimorbidity: a cross sectional study

    <b>Background</b> Depression screening in chronic disease is advocated but its impact on routine practice is uncertain. We examine the effects of a programme of incentivised depression screening in chronic disease within a UK primary care setting.<p></p> <b>Methods and Findings</b> Cross sectional analysis of anonymised, routinely collected data (for 2008-9) from family practices in Scotland serving a population of circa 1.8 million. Patients registered in primary care with at least one of three chronic diseases, coronary heart disease, diabetes and stroke, underwent incentivised depression screening using the Hospital Anxiety and Depression Score (HADS). <p></p> 125143 patients were identified with at least one chronic disease. 10670 (8.5%) were under treatment for depression and exempt from screening. Of the remaining, HADS were recorded for 35537 (31.1%) patients. 7080 (19.9% of screened) had raised HADS (≥8); the majority had indications of mild depression with a HADS between 8 and 10. Over 6 months, 572 (8%) of those with a raised HADS (≥8) were initiated on antidepressants, while 696 (2.4%) patients with a normal HADS (<8) were also initiated on antidepressants (relative risk of antidepressant initiation with raised HADS 3.3 (CI 2.97-3.67), p value <0.0001). Of those with multimorbidity who were screened, 24.3% had a raised HADS (≥8). A raised HADS was more likely in females, socioeconomically deprived, multimorbid or younger (18-44) individuals. Females and 45-64 years old were more likely to receive antidepressants.<p></p> <b>Limitations</b> – retrospective study of routinely collected data.<p></p> <b>Conclusions </b> Despite incentivisation, only minority of patients underwent depression screening, suggesting that systematic depression screening in chronic disease can be difficult to achieve in routine practice. Targeting those at greatest risk such as the multimorbid or using simpler screening methods may be more effective. Raised HADS was associated with a higher number of new antidepressant prescriptions which has significant resource implications. The clinical benefits of such screening remain uncertain and merit investigation
